COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: September 1, 2026
SUBJECT: Adoption of a Resolution Approving a Proposed Establishment of All- Way Stop Control at the Intersection of West Stowell Road and Black Road
Description:
The City Council will consider adopting a Resolution establishing an All-Way Stop at the intersection of West Stowell Road and Black Road.
Environmental Notice: The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing an All -Way Stop control at the intersection of West Stowell Road and Black Road.
BACKGROUND:
A traffic engineering study was completed to evaluate the intersection of West Stowell Road and Black Road in response to the history of reported traffic collisions. The study reviewed five years of collision data (2021–2025), traffic volumes, intersection geometry, operating speeds, and applicable traffic engineering criteria. The evaluation identified a recurring pattern of right-angle and right-of-way-related collisions, including multiple injury crashes and one fatal pedestrian collision. The study also found that traffic volumes on both the major and minor approaches create recurring crossing and turning conflicts, and that the rural characteristics and higher operating speeds contribute to the severity of crashes
DISCUSSION:
The California Manual on Uniform Traffic Control Devices (CA -MUTCD) recognizes that all-way stop control may be appropriate where traffic volumes on the major and minor approaches create operational and safety concerns, particularly when combined with a history of correctable crashes.
Pursuant to City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to 2 City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for an all way stop and recommends the establishment of the all way stop to address safety concerns for the adjacent businesses. The City Council has the authority to locate, establish, or eliminate all way stop control within the City.
Alternative(s)
The City Council may choose not to establish the all-way stop at the intersection of West Stowell Road and Black Road and instead direct staff to consider alternative traffic-control measures or additional traffic engineering analysis.
Fiscal Considerations
The proposed all-way stop control will require the installation of approximately two street poles, two signs with supported solar LED red blinking, two “STOP” legends, and overhead solar lighting. The Public Works Department has estimated the cost of the poles and signs to cost approximately $1,200 per solar LED sign, plus labor, materials, and ongoing maintenance.
Impact on the Community
Drivers along West Stowell Road may experience a minor increase in delay, as vehicles will be required to stop at the intersection and establish right-of-way before proceeding.
