COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: September 1, 2026

SUBJECT: Adoption of a Resolution Approving a Proposed Establishment of Limited Time Parking Zone on East Mill Street

Description:

The City Council will consider adopting a Resolution establishing a limited time parking zone along the frontage of 323 East Mill Street.

Environmental Notice: The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing a limited time parking zone on East Mill Street.

BACKGROUND:

A request was received from corner business located at 323 East Mill Street, to establish 30-minute parking along the street frontage adjacent to the business during business hours, from 8:00 AM to 6:00 PM. The proposed limited time parking is intended to improve customer access and parking turnover for the business.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for the limited time parking zone and recommends the establishment of the limited time parking zo ne to address safety concerns for the adjacent businesses. The City Council has the authority to locate, establish, or eliminate limited time parking zones within the City.

The limited time parking zone recommended to be established is described as follows:
 East Mill Street, 7 days a week, from 8:00 AM to 6:00 PM, along the northerly curb face, beginning approximately 20 feet west of the northwesterly curb return at the intersection of East Mill Street and North Miller Street, and continuing approximately 25 feet westerly, adjacent to 323 East Mill Street.

2 Alternative(s)
The City Council may choose not to establish the limited time parking zone and continue to permit parking under the existing regulations.

Fiscal Considerations
The proposed parking restriction will require the installation of one sign. The Public Works Department has estimated the cost of the poles and signs to cost approximately $1,200 in staff time and materials.

Impact on the Community
Approximately 25 feet of parking space will be limited to residents in the area during business hours.
