COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: September 1, 2026
SUBJECT: Adoption of a Resolution Approving a Job Order Contract Agreement with Newton Construction & Management for the Santa Maria Transit Center Roofing and Display Panels Project
Description:
The City Council will consider adopting a Resolution authorizing a Job Order Contract Agreement with Newton Construction & Management for the Santa Maria Transit Center Display Panels and Roofing Project in the amount of $220,576.43.
Environmental Notice: The project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 – Existing facilities (operation, repair, maintenance, leasing, etc.) of the California Environmental Quality Act State Guidelines because the scope of work to be conducted is an existing public facility with negligible expansion of the existing uses.
RECOMMENDATION:
1. Adopt a Resolution approving a Sourcewell Job Order Contract Agreement work order with Newton Construction & Management for the Santa Maria Transit Center Display Panels and Roofing Project in the amount of $220,576; and
2. Authorize the City Manager, or designee, to execute the agreement.
BACKGROUND:
The Santa Maria Transit Center (located at 400 E. Boone St.) requires critical infrastructure maintenance. The flat portion of the Transit Center's roof requires complete replacement to protect the facility. Simultaneously, the City aims to modernize passenger information delivery at this transit node. The project addresses these combined challenges by re-roofing the flat roof area and constructing a new structural skeleton to support 138 small and 2 large marquee electronic display panels to provide passen ger Public Service Announcements and real-time transit information. The City of Santa Maria Public Works Department - Engineering Division, prepared the scope of work and specifications for this project.
DISCUSSION:
The City’s Public Works Engineering Di vision utilizes four methods to construct City projects in the most cost-effective and efficient manner possible: Formal Bidding, Informal Bidding, Job-Order Construction Contracting (JOC), and construction performed by in - 2 house City crews. Utilizing a JOC has proven to be an effective method and useful tool to construct and implement City projects rapidly.
Due to the multifaceted nature of the Transit Center project (combining electrical, structural fabrication, and specialty single-ply TPO roofing), the Public Works Department determined that using a pre -solicited JOC with Newton Construction & Management through Sourcewell consortium contract would be the most beneficial. This approach streamlines the procurement process, accelerates project delivery, an d ensures competitive pricing. Sourcewell's contracts are competitively solicited and meet local, state, and federal procurement requirements, helping the municipality stay compliant with regulations.
Alternative(s)
1. Issue formal bid: City Council may choose to deny entering into a Sourcewell Job Order Contract Agreement and request the Department of Public Works to issue a Formal Bid in-house. This alternative is not recommended because drawing out the bid process will delay crucial flat -roof replacement w ork. Delaying roofing repairs risks letting seasonal weather cause structural water damage to the Transit Center interior.
2. In-house crews: In-house deployment is omitted due to required specialty 60 mil TPO roofing certifications and commercial electrical scale.
Fiscal Considerations
This project is being fully funded by the Transit Enterprise fund and its transit specific funding sources, name California Senate Bill 1 State of Good Repair (SB1 SGR) FY 26 - 27 Grant. Sufficient funds for this project have been budgeted in the current adopted FY 26-28 Transit budget. Total guaranteed project expenditures under this fixed -price work order equal $220,576.43.
Project Account Element Cost (USD)
Electrical Division Work $ 82,101.28
Structural Frame Work 66,826.20
TPO Single-Ply Roof Work 47,268.36
Display Panel Mounts 15,375.42
Reimbursable Bond Fees 4,748.22
Specialty Landscaping/Irrigation 2,387.91
Site Safety Fencing 1,869.04
Total Project Expenditure $220,576.43
3 Impact on the Community
The community will benefit significantly from the project through clear, modernized transit marquee communications tracking regional and City routes. Additionally, executing these improvements fixes flat-roof issues proactively, preserving a public asset and ensuring a safe, dry terminal environment for commuters and regional transit staff.
