RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA
APPROVING A SUBSTANTIAL AMENDMENT TO THE
FISCAL YEAR 2026-27 COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) ACTION PLAN TO ADD A MINOR HOME REPAIR ACTIVITY
WHEREAS, the City of Santa Maria (“City”) receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD); and
WHEREAS, the City Council adopted the Fiscal Year (FY) 2026-27 CDBG Action Plan on May 5, 2026 , which set forth the activities to be funded with the City’s annual CDBG allocation; and
WHEREAS, the City is proposing to add a new minor home repair activity that was not included in the originally adopted FY 2026 -27 CDBG Action Plan, to be funded with available CDBG Revolving Loan funds; and
WHEREAS, CDBG Revolving Loan funds are restricted to activities similar to their original use, which in this case was home repair, and therefore cannot be repurposed for other City projects; and
WHEREAS, the proposed minor home repair activity would allow the City to use available CDBG Revolving Loan funds to address an immediate need for minor home repairs for low- to moderate-income households, at a time when other funding available for this purpose is limited; and
WHEREAS, the addition of this new activity constitutes a substantial amendment to the FY 2026 -27 CDBG Action Plan and, consistent with the City’s CDBG Citizen Participation Plan and applicable HUD requirements, requires a 30-day public review and comment period and City Council consideration prior to implementation; and WHEREAS, a public hearing notice was duly published, and a 30-day public review and comment period was provided, in accordance with the City’s CDBG Citizen Participation Plan; and
WHEREAS, the City Council conducted a duly noticed public hearing on this matter and considered all oral and written testimony and evidence presented; and WHEREAS, approval of the substantial amendment will incorporate the minor home repair activity into the FY 2026-27 CDBG Action Plan and will have no fiscal impact on current CDBG-funded activities or projects;
