COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Graciela Reynoso, Chief Human Resources Officer
DATE: October 6, 2026
SUBJECT: Adoption of a Resolution Approving a Wage and Benefits Package for the Non-Represented Management and Confidential Employees and Increase City’s Contribution to Health Benefits Premiums Description:

The City Council to consider approving a resolution for a Wage and Benefits Package for the Non-Represented Management and Confidential Employees and increase to the City’s contribution to health benefit premiums.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

1. Adopt a Resolution authorizing and approving a Wage and Benefits Package for the Non-Represented Management, and Confidential Employees to effect a cost of living base salary adjustment of two percent (2%) for certain classifications, and increase the City’s contribution to the health benefits premiums in 2027; and

2. Authorize the Mayor to execute the terms of the Resolution.

BACKGROUND:

The existing wage and benefit package for Non-Represented Management and Confidential Employees (NMAC) under Resolution 2025-208 has been reviewed. In light of the City’s current financial position, and after concluding negotiations with general employees’ union, SEIU Local 620, the City is recommending a new resolution for the wage and benefit package for NMAC employees as noted in the 2026 NMAC Resolution (Attachment “A”).

DISCUSSION:

The agenda item before City Council is a recommendation to authorize and approve a new resolution for wage and benefit package for the Non-Represented Management and Confidential employees. The resolution includes a two percent (2%) base salary increase, effective October 17, 2026; for non-represented management and confidential employees, excluding Department Directors (Corporate/Executive Leader – Non Safety) and Deputy Directors (Organizational/Enterprise Leaders – Non Safety); and an increase 2 to the City’s contribution for the medical premiums in 2027. This Council action will authorize an increase in the City’s contribution towards premiums to fully cover PERS Gold at all three tier levels for all full-time NMAC employees.

Alternative(s)
A decision by the City Council not to approve the revised Resolution to the Wage and Benefits Package Resolution will result in continuation of the City contribution to health benefits at the 2026 rate and no base salary increase.

Fiscal Considerations
The proposed two percent (2%) base salary increase, together with the City's increased contribution toward employee health benefit premiums for 2027, is estimated to cost approximately $176,260 in Fiscal Year 2027 to the general fund.

Impact on the Community
Approval of the amended Wage and Benefits Package for Non-Represented Management and Confidential Employees is crucial to maintaining positive employeeemployer relations and retaining a well-staffed, qualified workforce, who in turn will continue to support the City’s operational needs.
