A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA
ADOPTING THE 2025 URBAN WATER MANAGEMENT PLAN
AND AMENDED WATER SHORTAGE CONTINGENCY PLAN 2026 UPDATE, AND RESCINDING THE CITY’S STAGE 2 WATER SHORTAGE CONDITION WHEREAS, the Urban Water Management Planning Act, California Water Code Section 10610 et seq., requires urban water suppliers to prepare and periodically update an Urban Water Management Plan (UWMP) addressing water supply and demand, water supply reliability, water conservation, and other water resource planning matters; and WHEREAS, California Water Code Section 10642 requires an urban water supplier to make its UWMP and Water Shortage Contingency Plan (WSCP) available for public inspection and to hold a public hearing prior to adoption; and WHEREAS, the City of Santa Maria (City) has prepared the 2025 Update to its UWMP and an amended WSCP, which updates the City's long-term water supply and demand planning and establishes a framework for responding to actual water supply shortages through graduated temporary conservation and operational measures; and WHEREAS, the City has historically implemented certain State-mandated water conservation requirements through the WSCP and Water Shortage Conditions, and many of those requirements have since become permanent State requirements; therefore, adoption of the amended WSCP and permanent water conservation requirements in the Santa Maria Municipal Code will distinguish permanent water-use requirements from temporary measures that may be implemented in response to an actual water shortage.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. Adopted the 2025 Update to the Urban Water Management Plan, incorporated herein by reference.
SECTION 2. Authorized the City Manager or his designee to submit and file the 2025 Update to the Urban Water Management Plan with the California Department of Water Resources within 30 days after this date, in accordance with Assembly Bill 797.
SECTION 3. Adopted the amended Water Shortage Contingency Plan, incorporated herein by reference; and rescind the City's Stage 2 Water Shortage Condition established by Resolution No. 2022-70.
SECTION 4. Permanent water-use restrictions adopted through amendments to Santa Maria Municipal Code Section 8-10.33 shall remain in effect notwithstanding the rescission of the Stage 2 Water Shortage Condition.

SECTION 5. The Chief Deputy City Clerk is hereby authorized to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
