COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: October 8, 2026
SUBJECT: Adoption of a Resolution Authorizing Submission of an Application to the California Department of Transportation for the Sustainable Transportation Planning Grant Funding for the Active Transportation Plan Update
Description:

The City Council will consider adopting a Resolution authorizing submission of an application to the California Department of Transportation for the Fiscal Year 2027–28 Sustainable Transportation Planning Grant to update the City’s Active Transportation Plan.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution authorizing the City Manager or designee to submit an application to the California Department of Transportation for the Fiscal Year 2027–28 Sustainable Transportation Planning Grant to update the City’s Active Transportation Plan for a proposed $677,750 project, including a $600,000 grant request and a $77,750 City cash match.

BACKGROUND:

The City adopted its Active Transportation Plan in 2021. An update would reassess walking and bicycling needs, connections to schools and transit, accessibility, safety, and the priorities identified through public engagement. Caltrans is accepting Fiscal Year (FY) 2027–28 Sustainable Communities Competitive applications through October 9, 2026.

DISCUSSION:

The proposed study would evaluate existing conditions, conduct community outreach, develop a prioritized list of improvements and planning-level concepts, and prepare an updated plan for City Council consideration. Authorization on October 6 would allow staff to submit the application by the Caltrans deadline.
2 Alternative(s)
The Council may decline to authorize the application, in which case the City would not compete for this funding in the current cycle.

Fiscal Considerations
The proposed project cost is $677,750: a $600,000 grant request and a $77,750 City cash match. Preparing and submitting the application does not appropriate project funds. The proposed $77,750 local match would come from Measure A Alternative Transportation fund dollars.

Impact on the Community
The planning effort would identify practical projects to improve safe and accessible walking and bicycling connections to schools, transit, jobs, and community destinations.
