COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: October 8, 2026
SUBJECT: Adoption of a Resolution Approving a Professional Services Agreement and a budget amendment for MOVE Santa Barbara County to Implement the City’s Pedestrian and Bicycle Safety Program
Description:
The City Council will consider adopting a Resolution approving a Professional Services Agreement and a budget amendment for MOVE Santa Barbara County to implement the City’s Fiscal Year 2026-27 pedestrian and bicycle safety education and outreach program.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
1. Adopt a Resolution awarding a Professional Services Agreement and approves a budget amendment for MOVE Santa Barbara County to implement the City’s Fiscal Year 2026-27 Pedestrian and Bicycle Safety Education and Outreach Program; and
2. Authorize the City Manager or designee to execute the agreement.
BACKGROUND:
The City received Fiscal Year (FY) 2026-27 Office of Traffic Safety (OTS) Grant No.
PS27046 in the amount of $55,000 to provide pedestrian and bicycle safety education, outreach, and community engagement. The grant program includes school-based bicycle safety education, community bicycle rides, pedestrian safety activities, participation in safety campaigns and community events, distribution of bicycle helmets and other safety materials, helmet-use surveys, stakeholder coordination, and required grant reporting and compliance. The City also budgeted $31,000 in local supplemental funding to expand pedestrian and bicycle safety education and outreach during the initial term. Because the work requires specialized youth instruction, community programming, school coordination, and OTS grant-compliance experience beyond existing staff capacity, consultant services are necessary to implement the program. 2 DISCUSSION:
On August 5, 2026, the City issued a Request for Proposals (RFP) for Pedestrian and Bicycle Safety Professional Services through the City’s e-Procurement Portal, PlanetBids. A total of two proposals were received on August 28, 2026.
Engineering Division staff evaluated the proposal in accordance with the City’s Purchasing Guidelines and the criteria identified in the RFP. MOVE Santa Barbara County demonstrated relevant experience delivering Safe Routes to School and pedestrian and bicycle safety programming, established relationships with the Santa Maria-Bonita School District, a local presence in Santa Maria, qualified staff, and experience administering OTS-funded programs. Staff determined that MOVE’s proposal is responsive to the RFP and recommends awarding the Professional Services Agreement. The Engineering Division will manage the agreement. The initial term is anticipated to run from October 1, 2026, through September 30, 2027, subject to adjustment for procurement, closeout, or administrative requirements. The agreement permits up to four optional one-year extensions, subject to available funding, satisfactory performance, and written City approval.
Alternative(s)
The City Council could decline to award the agreement, direct staff to negotiate a modified scope, or direct staff to issue a new RFP. These alternatives are not recommended because they would delay implementation of the FY 2026-27 program and could jeopardize the City’s ability to complete grant objectives and obtain reimbursement within the grant period.
Fiscal Considerations
The initial one-year term will not exceed $86,000, consisting of $55,000 in FY 2026-27 OTS grant funding and $31,000 in local Measure A funding. The City may authorize up to four optional one-year extensions in amounts not to exceed $31,000 per year. Total aggregate contract authority will not exceed $210,000. Each extension is contingent on available funding, satisfactory performance, and City approval. If the final OTS-approved grant budget differs from $55,000, the initial-term and total contract amounts will be adjusted before execution. The budget amendment will appropriate $55,000 each to the following Workday Worktags: FD464| CC1120| SC7505| PRJ-0000022 and FD464| CC1120| RC4000.
Impact on the Community
The program will provide pedestrian and bicycle safety education, equipment, and community outreach, with an emphasis on school-aged children and other vulnerable road users. These activities support the City’s efforts to reduce collisions involving pedestrians and bicyclists and improve safe walking and bicycling in Santa Maria. 3 Other Agency Review
OTS review of the subcontract budget and associated grant budget revision is required before the City may claim grant-funded consultant costs.
