COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: David Rowlands, City Manager
DATE: October 20, 2026
SUBJECT: Adoption of a Resolution Approving a Continued Support and Maintenance Agreement with Motorola Solutions for an Additional Year of Radio System and Audio Logging Support.
Description:
The City Council will consider approving the award of a continued Support and Maintenance Agreement to Motorola Solutions.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
1. Adopt a Resolution awarding a continued Support and Maintenance Agreement to Motorola Solutions for an additional year of radio system and audio logging support; and
2. Authorize the City Manager or designee to execute agreement.
BACKGROUND:
The City Operates and supports a state-of-the-art Motorola P25 700-800 MHz trunked radio system that provides critical radio operations for police, fire, dispatch and general service operations consisting of approximately 1000 subscribers. The radio system, in February of 2027, will reach its expiration of a 10-year contract with Motorola regarding support.
DISCUSSION:
It is recommended to maintain the current radio system, as it is functioning well, and Motorola is able to continue supporting the radio system and call logging support for at least one additional year while the City reviews and evaluates its options for its radio solution.
With the one-year support agreement Motorola will continue annual preventative and corrective maintenance, and support level agreements (e.g. time of response, onsite response, repairs, etc.) for the City’s Radio system.
2 Even though the system was procured with a completive process, the recommended support agreement will be continued through using a sole source justification document in accordance with the City’s Purchasing Guidelines.
Alternative(s)
City Council could decide not to award this support and maintenance agreement to Motorola and direct staff to seek alternative ways, or, select to maintain and use the existing systems without any support and maintenance.
Fiscal Considerations
The total cost of the proposed one-year support and maintenance agreement is $320,854.
Funding for this service has been allocated in the approved Fiscal Year 2026–2027 budget in the Radio Communication fund. System replacement charges and service charges are recovered from departmental subscribers.
Impact on the Community
Since this radio system supports public safety, it is critical that there is an active support and maintenance agreement. This ensures when an issue arises, support is provided to remediate issues.
