Re: January 11, 2022 Agenda Item 8A
To whom it may concern:

I am pleased to have professionally worked with EAH Housing in the City of Emeryville where I am the Economic Development and Housing Manager. From what I have witnessed, EAH has a positive impact on the communities in which they develop multifamily units and is missiondriven to deliver affordable housing in the communities they serve. Their project management style is professional and their dedication to the assets they build and the community they house extends well into the projects’ futures.

I have worked with the EAH team professionally for approximately six years, as EAH partnered with the City to develop an affordable family housing project at 3706 San Pablo Avenue (named “Estrella Vista”) and, more recently, we selected EAH as the City’s partner for an intergenerational affordable housing project at 4300 San Pablo Avenue. EAH is thorough, responsive and adept at managing all of the moving pieces that go into a complex project and demonstrated the flexibility and commitment required to complete projects that faced significant implementation challenges.

As noted above, EAH’s success with the Estrella Vista Project played a role in their selection for the 4300 San Pablo Avenue project. I would absolutely work with EAH again and would not hesitate to recommend them as a partner. We appreciate our ongoing partnership with EAH Housing.

Sincerely,
Chadrick Smalley, Economic Development and Housing Manager City of Emeryville

I support the City Council selecting a housing developer for the Parking Structure 3 site. Downtown Santa Monica has ample transit and more than enough parking, and has already built spaces to replace Parking Structure 3.

Any "real" city has people living in its downtown. Santa Monica should not be an exception.

Also, fewer cars and more active transportation and pedestrians in the area will help Santa Monica achieve its climate goals and reduce road noise.

Thank you.

Subject: Item 8.A: CCSM + Metropolitan Pacific Proposal worth another look

EXTERNAL
Honorable Mayor and Council Members,
As someone who has spent 7.5 years as a council‐appointed member of the Downtown Santa Monica Board, I am excited that so many qualified firms want to help the city provide permanent supportive housing and retail on the site of a dilapidated parking structure.  It is also from this perspective, and my extensive participation in the Downtown Community Plan, the Promenade Vitality Plan, and in thinking about the district as an asset to Santa Monica families, that I think the CCSM + Metropolitan Pacific proposal is with your further consideration and potential approval.

I am quite excited by the prospect of a bowling alley and concert venue that can provide a different experience for families on weekend afternoons than it does for young adults, visitors, and business travelers in the evenings.  Bowling is an entertainment and recreational experience that is hard to replicate at home and can provide a significant draw of locals and visitors into the downtown for decades to come.  Additionally, this use would help our existing efforts to create an Arizona spine for entertainment, between the AMC theater (a potential cultural use site) and the Canary live music (that I knew as Zanzibar when I was much younger), and additional events programming and possible future development of the Ice Rink lot at 4th/5th and Arizona.  These efforts are in their nascency now due to COVID, with occasional Saturday night markets planned for the Arizona farmers market space.

I also have concerns that the intensive grocery store commercial loading in the EAH proposal would jeopardize further pedestrianization of the northern section of the 3rd court Alleyway between Arizona and Santa Monica ‐ which is currently home to the Westside Comedy Theater, and the rear entrance of the Gallery Food Hall.

My comments are not representative of the organization's views. Downtown Santa Monica, Inc. did not review these proposals due to conflicts of interest with board members as part of proposal teams.

Clerk, please include this item in the record for 8.A.

Subject: 8A —>>OPPOSE contract for The People Concern, 1/11/22 Council meeting

EXTERNAL
If the reputation of the People Concern is not enough to prevent the City Council from awarding the contract for providing supportive services to the fraudulent organization, I do not know what is.

For anyone unaware of the organization’s reputation, I direct you to two youtube videos:

Santa Monica funding abuses of the Homeless? https://youtu.be/ha2ZD_VUHKI and
Measure H Atrocities: https://youtu.be/0‐EYPEGuF‐o
Both the videos contain testimony by the clients, or perhaps we should say survivors of The People Concern.

If you are still not convinced, I suggest you count the lawsuits filed against the People Concern during the past four years. I believe they are in excess of twelve. They range from claims of wrongful death to civil rights violations, including retaliation, as well as unsafe conditions for both the employees and clients of the organization.

Several Councilmembers have stated an interest in taking Samoshel the only homeless shelter on city land OUT of the hands of The People Concern.

I am not sure why the city would be considering giving this contract to an organization which told its clients, the residents of Samoshel, to refrain from publicly giving negative feedback regarding the organization. The City Attorney’s office had to send an email reminding the Executive Director, Mr.

Maceri, that everyone in the United States of America, including the clients of The People Concern, has the right to free speech.

Clients of the People Concern suffer neglect and abuse, with no prospect of getting housed by the organization.

Downtown Santa Monica has a surplus of parking.  We can easily do without Parking Structure 3.  There are many ways to get downtown without a car (why are we investing in a growing cycling network if we’re going to keep encouraging car traffic?).   As a 74 year old Santa Monica resident, I never drive downtown.  I bike or walkig instead.  There’s plenty of parking for those who drive.

What we DO need is more affordable housing.  I strongly encourage you to support selecting a developer for the project to convert the PS3 site to affordable housing.

RE: “Agenda item 8A”
Dear Santa Monica City Council,
I am pleased to have worked with and continue to work with EAH Housing in Morgan Hill while the Scattered site/Orchard Ranch 100% Affordable Housing project was planned, developed and now managed and maintained. I have also had the pleasure of working with EAH property managers and Resource Coordinators at Cochrane Village, Bella Terra and Park Place 100% affordable apartment complexes. My experience with EAH staff is always positive and they always go the extra mile to immerse themselves in their apartment communities. In my opinion, EAH has a positive impact on the communities in Morgan Hill in which they have acquired and developed into multifamily units. Their project management style is professional and their dedication to the assets and the residents goes well into the project’s future – to green operations and maintenance, education and scholarship, case management, technological opportunity, and community building.

The City of Morgan Hill has worked with the EAH team professionally for over 23 years, on 3 single site, 100% affordable projects and 1 scattered (3 sites) site 100% affordable project.

Park Place, being the largest with 112 units of affordable housing for families. EAH is thorough, responsive, and adept at managing all the moving pieces that go into a successful project and ensuring that a roof is just the beginning for residents.

One anecdote I recall when I realized they were a great partner was when their resource coordinator reached out to try to collaborate to get transportation for the children at the site to be able to attend many of the community classes geared towards children. Without this transportation, the children would not be able to attend. The resource coordinators and property managers are consistently going the extra mile to improve the lives of their tenants.

If given the opportunity, Morgan Hill would definitely work with them again. We truly appreciate our ongoing partnership with EAH Housing.

Regards,
Christie Thomas – Housing Program Coordinator

Subject: Agenda Item #8 for the City Council meeting to take place on December 14, 2021 Dear Councilmembers:

I am pleased to submit this letter to support Staff’s recommendation to Authorize the City Manager to negotiate and execute an Exclusive Negotiating Agreement with EAH, Inc. for a mixed-use, affordable housing development on the City-owned site located at 1318- 20 Fourth Street and adopt the CEQA Findings. EAH is a well-respected nonprofit housing development and property management organization, one of the largest in the western US, with a reliable and outstanding reputation for building and maintaining high-quality affordable housing.

As a fellow nonprofit affordable housing developer and property owner with a mission to end homelessness through the provision of quality permanent supportive housing for people with mental illness, two years ago we entrusted EAH to manage 30% of our portfolio. As we have seen their quality management and the effect it has had on our buildings and the lives of our tenants, we now have EAH managing 40% of our portfolio effective January 1, 2022. The EAH Housing team now manages approximately 500 units in 11 buildings, with three more in January, including our partnership project, Step Up on Fifth – 46 units of supportive housing just blocks from the subject property.

As a fellow nonprofit, we enjoy working with such a professional, competent team that understands our formerly homeless residents and works so well with our services team to help keep our residents stably housed and thriving in their apartment homes.

The EAH development and property management teams are thoughtful and experienced when it comes to successful property and project management. In EAH you have a partner who is as creative as they are diligent, with the resolve to get the work done, and most importantly, the integrity and care for the quality of life of each resident who will call these apartments home.

Re: Affordable Housing Development Proposals for Parking Structure 3 on 4th St.

Dear Councilmembers:

I am a former board member of DTSM, Inc. and the long time owner and operator of The Interactive Cafe on Broadway, just west of the Promenade. Of the 3 proposals that are being considered by the Council on Tuesday for the mixed-use affordable housing development at Parking Structure 3, I believe the project proposed by CCSM/Metropolitain Pacific is the best fit for downtown Santa Monica. Here are some of the reasons why:

The CCSM/Metro project has a superior unit mix with no SRO/studio units. I believe a unit mix with only 1,2 and 3 bedroom units will bring much needed family oriented housing to the area and provide a more stable community for the residents.

The entertainment venue, Brooklyn Bowl, that is proposed for the ground floor and basement of the CCSM/Metro proposal adds a much needed daytime recreational use and exciting live concert venue to downtown. Brooklyn Bowl will bring a vibrancy to 4th street and add entertainment opportunities DDTSM has needed for years.

Brooklyn Bowl has the experience and financial resources to sustain a long term commitment to downtown. They have a wonderful combination of bowling, other recreational uses, and live concert that range from current popular music to family fare. They are also known for their support of the arts and other charities. One of the other proposed projects includes a grocery store, a use that is well represented by the upcoming Trader joes, Target and the Pavilions redevelopment. The addition of Brooklyn Bowl to the downtown scene will benefit other business in downtown, such as my cafe, and will help stimulate 4th Street and the surrounding area.

The above are just some of the reasons I believe CCSM/Metropolitan proposal is superior to the others and deserves support from the Council.

Thank you for your time

I am a longtime resident of Santa Monica and also have an office located in Downtown Santa Monica. I hardily support the City Council selecting a housing developer for the Parking Structure 3 site. Downtown Santa Monica has robust and ample mobility options that includes public transit and more than enough car parking. The spaces "lost" in aging Parking Structure 3 have already long since been proactively replaced in Structure 6. Additionally, fewer cars and more active transportation and pedestrians in the area will better help support Santa Monica's local business, help move us closer to achieving our climate goals, reduce road noise and improve safety for everyone.

Dear Santa Monica City Council, Dear Lana and Kristine and Gleam and Oscar On your agenda today, as every day, is the question what to do with our planet. Please do not continue along the wrong path of facilitating and encouraging planetary destruction through cars. Our communities have a long history of facilitating cars, from planning rules for parking, to road widths that encourage speed, to traffic light phasing, etc. It is high time to stop going down this destructive path. Show us that you know that car parking is a thing of the past, and that other modes are the future
As a resident of Santa Monica, I support the City Council selecting a housing developer for the Parking Structure 3 site.

Downtown Santa Monica has ample transit and more than enough parking, and it already has sufficient parking to replace Parking Structure 3. Additionally, fewer cars and more active transportation and pedestrians in the area will help Santa Monica achieve its climate goals and reduce road noise.

Subject: 8-A: OPPOSE contract for The People Concern

EXTERNAL
Dear Mayor Himmelrich and Council Members,
I adamantly oppose the recommendation for the usage of the property (currently Parking Structure 3) as suitable for low income and homeless services location. This property is valued as a parking structure where it serves the needs of downtown Santa Monica with the shopping on the Promenade and the tourists coming to visit the Pier and the beach.

Tourism is the main source of tax revenue for Downtown Santa Monica.

I also oppose the contract being awarded to The People Concern. The organization has a bad reputation for the poor quality of services (if any) that they offer to the unhoused community.

I have personal knowledge of the organization and how they REALLY operate, as do many members of the Santa Monica community. The facts about The People Concern have been presented to the Council by people with lived experience.

Some Councilmembers have considered replacing The People Concern as the operator of the only shelter on city owned land, Samoshel.

An organization with such poor reputation should not be offered a new contract. within the City.

Sincerely,
David Morris

I remember when those harmed by this organization spoke at the City Council years ago. I was sure that at the very least, the City would ask for a thorough investigation and audit of their activities. Nothing happened, it really needs to be done.

So many have been harmed by TPC whose only recourse now is to sue them. Few in this City listen to the voices of the disenfranchised with a sincere interest in helping. Please do not keep inking big checks to this man, John Maceri and his organization ‐no matter how controversial and complex that is. We must sift through the complex details to right  the many wrongs and uncover the  facts despite the celebrity star power behind him and his spin.

Don't bury this one ‐don't write the check. Please listen to those who were so vulnerable and brave to speak out.
"Clients of the People Concern suffer neglect and abuse, with no prospect of getting housed by the organization."
"If you are still not convinced, I suggest you count the lawsuits filed against the People Concern during the past four years. I believe they are in excess of twelve. They range from claims of wrongful death to civil rights violations, including retaliation, as well as unsafe conditions for both the employees and clients of the organization."

Both the videos contain testimony by the clients, or perhaps we should say survivors of The People Concern.

"I am not sure why the city would be considering giving this contract to an organization which told its clients, the residents of Samoshel, to refrain from publicly giving negative feedback regarding the organization. The City Attorney’s office had to send an email reminding the Executive Director, Mr.

Maceri, that everyone in the United States of America, including the clients of The People Concern, has the right to free speech."

Please give the truth a chance. At least look into it before you turn a blind eye once again..as you so often do to the wrongs to the disenfranchised.

Thank you,

Subject: Agenda Item #8a for the City Council meeting to take place on January 11, 2022 Dear Councilmembers:

I am pleased to submit this letter in support of Staff’s recommendation to Authorize the City Manager to negotiate and execute an Exclusive Negotiating Agreement with EAH, Inc. for a mixeduse, affordable housing development on the City-owned site located at 1318-20 Fourth Street and adopt the CEQA Findings. EAH is a well-respected nonprofit housing development and property management organization, one of the largest in the western US, with a reliable and outstanding reputation for building and maintaining high-quality affordable housing.

Over the past few years, I and my staff have worked closely with EAH to acquire two sites in West Hollywood for affordable housing development with 100% acquisition loans from our trust fund. In West Hollywood, each loan from our affordable housing trust fund must go before our City Council for approval, so I can also say that EAH is known by and has received support from our Council.

Both of these future developments will combine supportive housing for homeless residents of West Hollywood with general affordable apartments.

We chose to work with EAH because of their professionalism and expertise in financing and developing supportive and affordable housing. We were also impressed with their property management philosophy and how they have been able to successfully integrate formerly homeless residents into many of their affordable communities.

The EAH development and property management teams are thoughtful and experienced when it comes to successful project and property management. In EAH you have a partner who is as creative as they are diligent, with the resolve to get the work done, and most importantly, the integrity and care for the quality of life of each resident who will call these apartments home.

Sincerely,
Brian League
