City Council Report
City Council Meeting: January 25, 2022
Agenda Item: 7.D
1 of 2
To: Mayor and City Council
From: Denise Anderson-Warren, City Clerk, Records and Election Services Department
Subject: Introduction and First Reading of an Ordinance amending Section 2.64.020 of Chapter 2.64 to the SMMC reducing the membership of the Arts Commission from 11 Commissioners to 9 Commissioners
Recommended Action
Staff recommends that the City Council introduce for first reading an Ordinance amending Section 2.64.020 of Chapter 2.64 to the SMMC reducing the membership of the Arts Commission from 11 Commissioners to 9 Commissioners.

Summary
At the December 14, 2021 Council Meeting, the ad hoc committee for boards and commissions brought forth a recommendation to decrease the membership of the Arts Commission from 11 members to 9 members. Council approved the recommendation and directed staff to bring forth legislation codifying the change in membership. This staff report seeks to codify the change in membership of the Arts Commission as prescribed in Section 2.64.020 of the Santa Monica Municipal Code.

Discussion
As part of its review of the boards and commissions program, the City Clerk’s Office consulted with department heads, liaisons, chairs and vice chairs of the boards and commissions to seek recommendations for how certain boards and commissions could be operated more effectively and efficiently. A recommendation was made to decrease the membership of the Arts Commission from 11 to 9 members due in part to the Commission having the difficulty of obtaining a quorum at many of its meetings. This 2 of 2
matter was discussed by the ad hoc committee for boards and commissions and was brought forth by the ad hoc committee to Council for deliberation at the November 9, 2021 Council Meeting. At that time Council approved the recommendation to be placed on the December 14, 2021 Council meeting where all recommendations of the ad hoc committee were to be brought forth for Council approval. The reduction will occur as a result of not filling two current vacant seats created by the resignation of two members with terms expiring as of June 30, 2024.

Financial Impacts and Budget Actions
