Scope of Services and Deliverables
Bi-Annual Resident Satisfaction Surveys
Original Methodology:
• RDD land line (45% of completes)
• Voter file wireless
• Enhanced (listed) wireless
• Voter file Latinos if needed to reach 12% quota
Revised Methodology:
• RDD land line (45% of completes)
• RDD wireless
• Enhanced (listed) wireless
• Voter file Latinos if needed to reach 12% quota
Resident Mobility Survey Approach:
• Conduct and administer a retrospective resident mobility survey primarily using an online survey and conduct a telephone survey to supplement the online out- reach.
• Eligible survey respondents are City of Santa Monica residents aged 18 or older.

Only one respondent is required per household, but the City also desires the char- acteristics of responding residents to align with the most recent Census demo- graphic figures for the City regarding resident age, gender, ethnicity, auto owner- ship, income level and Santa Monica zip code distribution. • The survey is to be conducted in English and Spanish. • The City needs to have the data collection completed before the Expo Light Rail starts operating in May 2016.
• The City desires prior day travel information from a representative sample to at- tain an approximate goal of 600 to 800 completed surveys representing prior day travel distributed across both weekdays and weekends.
• The contractor must provide the final results in a database with the appropriately labeled location fields that contain a consistent nomenclature and abide by ad- dress fields necessary for Geographic Information System post processing. The spe- cific nomenclature will be determined in coordination with City staff. 3 March 2016
• The contractor will be expected to weight the survey responses to represent the full City population. The contractor should provide detailed documentation of the weighting procedure, and provide the City with the final dataset which contains any weighting factors applied to a particular respondent as separate data field(s).

All un-weighted data will be provided to the City.
• At the conclusion of the survey, the consultant will provide the City with a data file of all survey responses in a format to be determined in consultation with City Staff. The file should contain separate fields containing complete responses to each survey question, and any weighting factors to be applied to a particular re- spondent. Note that the day and date for which travel was reported should also be included as separate fields.
• The consultant will prepare a draft report of the findings for review by City staff by July 1, 2016, with a final report expected by the end of August 29, 2016. The reports will include descriptive statistics and complete tables using the weighted data, as agreed upon. The report should also include a discussion of each of the following:
• Sampling frame and subgroup sample size determination • Response rate (overall and by agreed-upon subcategories of respondents) • Sampling methodology and determination of how responses were col- lected
• The method determined for response rates should be described in detail • Day and date of travel reported
• Descriptive statistics of responses to each question
• Consultant will make two presentations of the study results: one to City staff, and a second, if requested, to the City Council or Planning Commission. • Consultant will assist with collecting information to distribute incentives, should they be available.
