Purpose of contract/scope of services: Why the City is entering into this contract; what project the services are related to, if the contract was approved by council and if funding is available. (If more space is needed, attach separate page.) In August of 2015, the City Council selected Mobility as one of the City's top strategic goals over the next three to five years. The formation of a Transportation Management Organization (TMO) was emphasized as a way to help reduce the share of single occupancy vehicle trips to address congestion and encourage more sustainable mobility in Santa Monica. The TMO will assist employers, developers, and property managers to meet their AVR targets by providing providing personalized trip planning, marketing, encouragement programs, and transit pass programs.
The contract was approved by City Council at the January 26, 2016 meeting, and funds are available in the FY2015-16 Budget in the Planning and Community Developmerit Department, in account 04267.555010. INTE

Scope of Services
Task 0: Project Kick Off
Commence the project with a kick off meeting attended by our core management team.
At the kick off meeting we will seek to:
• Understand further background to the City's aspirations and plans for a successful TMO • Gather recommendations for employers and stakeholders we should reach out to in the first phase of the project
• Obtain read-only access to the City's database of employers required to comply with the City's TDM Ordinance, and access to the City's newsletter account • Obtain a list of all City employers and community groups including contact details when available
• Find out what events the City will be hosting to support non-SOV travel in the coming • Confirm our proposed communication schedule with City staff, including weekly meeting • Understand where office space will be provided in a City owned or leased building for our staff
• Gain access to the local TDM platform so we can assess fit for our purposes We will provide a note of actions agreed at the meeting within two working days.
Task 1.1: Launch TMO Advisory Board/Committee
Establish an advisory Board which represented the interest of all the stakeholders in the City to create a vibrant and diverse group. We envision membership of 8-10 to enable those wide interests to be represented and to ensure a manageable group for meeting purposes. We will create selection criteria in order to appoint people to the group, and a longer list of possible candidates. It will be important that we will follow guidance of the City to make sure all important stakeholders are represented in our consideration, and the selected candidates are willing to commit the time needed to meaningfully contribute to the Board. We will document the selection process in a manner that allows for transparency while ensuring the appropriate representatives from employers, residents, business groups, agencies and key leaders are selected who can work collectively to support the TMO's mobility efforts in the City.
Task 1.2: Employer and Stakeholder Interviews
It is very important that we gain early input from employers and community stakeholders to understand the perceived needs and role for the TMO in the City. This will directly inform the development of the TMO Work Plan and Marketing Plan. We will offer flexible opportunities for employers and community stakeholders to meet with us through the following means:
• One-on-one meetings
• Small group meetings for employers and community groups to be introduced to the TMO and provide feedback in a more collaborative forum
• A (voluntary) electronic survey - one to employers and another to community groups in the City's database. This will enable us to maximize our possible reach in an efficient way and widely understand what different stakeholder groups want from the TMO and the services they would most value
We will ensure that we receive an appropriate mix of responses from employers of differing sizes and community stakeholders representing the broad range of interests within the City, and correct for that where necessary. We will meet with a minimum of 12 employers and 12 additional community stakeholders. We expect a good response from employers with over 30 staff in the City who are subject to the City's TDM Ordinance. We will want though to also try and engage the smaller employers to ensure their needs can be met too. Often it can be smaller employers who attract visitors or residents to their sites and they could be a valuable avenue to reach those groups.
Task 1.3: Advisory Committee Meetings
We will conduct six meetings with the Advisory Committee and City staff for each year of the contract. We will draft all meeting invitations, agendas and minutes, and our TMO Director will chair the meetings. We will ensure an organized, strategic planning process and ensure members of the Board are informed of any required input well in advance.
We envisage the meetings will be held at City Council owned or leased premises.
Task 2: Develop and Deploy TMO Work Plan
Before starting work on developing the plan, we will meet with City Staff and the Advisory Board to agree on strategic goals for the TMO, given the feedback received from employer and stakeholder outreach. We will also seek to get a full understanding of other regional and local TDM programs (Metro, other TMA/Os and SCAG) so we learn from other established programs which have shown a proven benefit to the region. We will create an ambitious plan for the Santa Monica TMO; one that will ensure the City of Santa Monica continues to lead the way in innovative transportation solutions for employers, visitors and residents.
The TMO work plan will have a number of elements including the TMO Operating Procedures, a description of the TDM Programs which will be run and the implementation plan for those. A timeline and detailed annual budget will also be incorporated.
It will be important that the TMO Plan incorporates both employer and community-based programs in order to properly address everyone traveling to and within Santa Monica. We expect the following programs to be incorporated:
• Personalized Trip Planning (PTP): PTP can be a very effective way to encourage employees, residents and visitors to change their travel behaviors and reduce their SOV trips. We have been involved in programs which target residents in their homes, visitors on- street and employees in their workplace, and will incorporate examples of each within the Plan. We will hire and train staff in how to hold effective PTP conversations, including incorporating
Motivational interviewing (MI). Ml is used extensively in the health sector to help people overcome addictions for example alcoholism or drug abuse, and we have adapted those principles to facilitate people breaking their "habit" of using their car. • Ride Matching: Online ride matching systems offer an easy and to-the-minute resource for commuters or visitors making a one-time trip. After reviewing the City's new online transportation platform (a part of Go SaMo) and determining whether any adjustments should be recommended, SDG will develop a plan to drive residents, employees and visitors into the system.
• Transit Pass Programs: The TMO will act as a resource for employers and developers who are interested in participating in implementing Metro or BBB transit pass systems, and can provide one-on-one assistance and a set of resources to make the setup process as easy as possible. Based on stakeholder feedback, the TMO may also consider administering its own transit pass program for groups who aren't easily covered by existing transit programs (e.g., residential groups).
• Information resource for Transportation and TDM Services: One of the primary advantages of establishing a TMO is its ability to become a clearinghouse for all transportation information in the area. Particularly in the Los Angeles area, which is served by many separate transit agencies and other transportation providers, this TMO function is an important one. SDG will seek to make the TMO the known "one-stop-shop" for transportation information in the Santa Monica area, through electronic, print and in- person resources.
• Promotions and events to encourage non SOV travel: Events can be a very effective way to reach the TMO's target audiences. We will both arranging our own events with employers and on street/ in community settings, as well as piggy-backing onto existing events arranged by others (e.g. Farmer's Market for residents, Chamber Business Mixers/Expos for employers and grand openings for new rail stations).
We will develop the first TMO Plan within 4 months of commission, and thereafter review it annually at the start of each contract year. It will be essential to track progress against our goals, take on board feedback from stakeholders and our own experience as we implement the Plan.
Task 3: Develop a Marketing Plan
In conjunction with the development of the TMO Plan, we will start to develop a strategic marketing plan which advances the TMO goals and programs. The Plan will be strongly informed by the employer and stakeholder outreach. We will be keen to understand from those meetings how they currently communicate with individuals within their company or organization and the types of resources that will most benefit them.
Task 3a: Develop Brand (Yr 1 only task)
In year one, we will review whether the coming Go SaMo brand or other City Mobility identities are fit for the TMO's purposes as is, and otherwise either develop a related brand, or a separate strong visual identify for use in print, on the website and on social media. We have extensive experience in developing brands, specifically those aimed at non-SOV travel modes, work led by our Design for Movement team. Our approach is to recognize that logos, names and strap lines are important but we don't approach branding from the outside in. We take a look at the big picture. We engage with the whole project so the brand is built from within and truly represents the offer and its target audience. The feedback we obtain from the employer and stakeholder interviews will be key in informing this, and will enable us to develop a more robust, effective and innovative brand and visual identify that is in place at present. Once the brand has been developed, and approved by the Advisory Board, we will provide written and graphic direction on how the brand elements should be sued in various media.
Task 3b: TMO Launch Campaign (Yr 1 only task)
We understand the need to launch the TMO within four months of the project commission. We currently envision a separate launch to each of the employer audiences and to the community based audiences will be most appropriate, and will be informed by the employer and stakeholder outreach. Given the very narrow window of timing for launch, i.e. within 4 months and yet after Tasks 1-3 have been complete, we will carefully consider whether a launch at any existing planned events or communications might be more appropriate. This task will properly develop a targeted marketing campaign and kick-off to ensure the successful launch of the Task 3c: Social Media (on-going core service)
We are well versed in the usefulness of social media in order to achieve a wide reach. We will utilize social media as both a contemporary, inexpensive marketing tool, but also a valuable way to spread important alerts and information.
Task 3d: TMO Tool Kit (updated annually)
The TDM Toolkit will be an important way to empower both employers and community groups to apply TDM to their own situations. This will be an effective means to broaden the reach of the TMO whilst being sensitive to the time available of the TMO staff.
The exact content of the toolkit will be very much informed by the employer and stakeholder outreach, but we envisage it to include the items shown in the table below. We will want to provide both pieces that are ready to use as well as some that could be customizes by more ambitious employers or groups.
Task 4: Launch the TMO
SDG will arrange to officially launch the TMO within the first four months of the contract with the City of Santa Monica. As noted above, we will explore the possibility of holding multiple events to target different audiences, to be determined during the stakeholder outreach process. For example, during the launch of the Go Glendale TMA, we partnered with the Glendale Chamber of Commerce to hold a ribbon-cutting ceremony, which was a great way to reach the business community. A similar approach could be used for the launch of the Santa Monica TMO to the business community, but the TMO may want to use a weekend community event as a platform to launch to city residents.
This public launch of the TMO will be an opportunity to promote our new brand and services to our key stakeholders, and to generate interest from the news media, to help spread the word to a broader audience.
This launch process is also a great opportunity to recognize the TMO's Advisory Board, who will have already put in a great deal of effort to get the organization established.
In the first year the TMO shall participate in meetings with at least half of the City's approximately 175 employers with thirty or more employees in the City (one-on-one or in small groups), distribute the TMO outreach tool kits and activate employer and employee participation in the TMO.
Task 5: Administer TDM Platform
We understand the City is currently developing a TDM platform which is expected to be completed in 2016. This will be an important element of our offer to employers and community groups, and we will seek to drive people to use the website as a first port of call for travel information in the City. Once given access to the platform, post project Kick Off, we will assess its functionality and identify any gaps or improvements we think should be made. We have though not budgeted to create a new platform on the assumption that the current one under development will be fit for purpose. We understand the platform will perform the following functions:
• Serve as a portal for TDM information
• Trip Planning
• Rideshare matching for employers, employees, residents and visitors to Santa Monica We will, where permitted, manage and upload content and promote the platform to the target audiences. We recommend that the TMO's future brand is also included in the platform so that the service is seen as an extension of the TMO.
Task 6: Hold TDM Events
We will participate in at least 12 events in Year 1, 20 events in each subsequent year, and at least 5 City sponsored events, such as the Open Streets event, during each contract year. The form of the events will be decided in the development of the Marketing Plan and be informed by the employer and stakeholder interviews. In particular we will want to be sure to ask what area they need most help with, for example explaining transit options to their employees, or understanding how to use all the new bike infrastructure.
The events will comprise a mix of educational workshops, promotional events and rideshare fair type events.
We will consider the most appropriate schedule of events in the development of the Marketing Plan, capitalizing on existing occasions where appropriate (e.g. Bike Commute workshops in the month before Bike to Work Day, sustainability-focused events around Earth Day, carpool workshops around Metro's Rideshare week).
Task 7: Attend Community Meetings
We understand that the City may ask us to represent the TMO at various community based meetings and events in the City as well as other events or meetings in the Los Angeles area (for example neighborhood groups, Business Improvement Districts, Metro meetings and area TMO meetings). We will attend these as appropriate within the capacity of the staff time proposed for this contract. Our proposed Director of the TMO will most usually attend those events, although on occasion it might be more appropriate for our Project Manager to do so.
Task 8: Administer Grants (fee for service)
We may assist in the administration of TDM grants that have been awarded to the City, such as in the distribution of subsidies for non-SOV commuting, however, staff capacity and or budget would need to be reallocated or added to the budget in order to provide this additional task.
Project grants, funded through Metro or another local source, are a great way for TMOs to provide additional services to their members, and explore innovative ideas for new TDM programs. The SDG Team has direct experience administering grant-funded projects and complying with their often extensive reporting and evaluation requirements.
SDG's approach to grant administration is rooted in data collection and innovation. Not only do these projects provide an immediate benefit to their participants, but they also act as an important testing ground for new TDM ideas, benefitting the advancement of the field as a whole.
Task 9: Provide Developer TDM Services (fee for service) We may assist in the provision of Developer TDM Services - as-needed, fee-for-service We will provide TDM Services specifically for the Providence Saint John's Health Center (PSJHC) in order to promote the use of transportation choices to and from PSJHC. We may develop and provide additional TDM services for Developers who join the TMO to satisfy a part of their development requirements with the City. Such services would be provided on a fee-for-service basis, and may include items such as:
Personalized Trip Planning
Ride Matching
c. Transit Pass program
d. Car Share/Bike Share membership services

Task 10: Additional Services (fee for service)
SDG is experienced in seeking opportunities and preparing grant applications for TDM funding sources, such as federal Congestion Mitigation and Air Quality (CMAQ) funding. We understand that the strength in these applications lies in the portrayal of an innovative idea, while ensuring the adequate collection of data, and leaving enough freedom to adjustment in scope (especially considering that there can be a several-year lag between the application process and the availability of funds).
We may write grants in coordination with the City in order to secure additional funding for program subsidies and/or TMO administration. The Consultant may also develop a fee-for- service program which will serve stakeholder needs while providing the TMO with an additional source of income. Additional fee-for-service items may include but are not limited to:
a. Employee Transportation Coordinator training for employers of 30-249 employees Grant Administration
Grant Writing
Task 11: Budget (ongoing core service)
We will provide monthly invoices to the City itemizing the current deliverables per the contracted scope to be reimbursed. We will also indicate any additional income and expenses related to fee for service items.
We will also make recommendations for the TMO funding structure after the first three years of operation. Our past and current experience in managing TMOs means we understand the challenges for long term funding but also the opportunities and have first-hand experience with collecting member dues from both businesses and developers required to contribute.
Task 12: Reporting (ongoing core service)
We will maintain open and regular communication with the City provide the following in terms of regular communication:
• Weekly check in with City staff (in person or by phone) to update on the work plan for the week ahead and any challenges in the previous week.
• Monthly written status updates to the City to incorporate deliverables accomplished within the month (e.g., number of employers or residential groups reached, events held, • An Annual report highlighting the budget, services provided by the organization, participation levels, the outcomes related to the organization efforts and the progress made towards the City's mobility goals.
Approach to Project Management and Quality Control
We are experienced in managing contracts, budgets and a range of expectations and viewpoints to ensure the optimum result for the project.

City Council Regular and Special Joint Meeting: January 26, 2016 Agenda Item: 3.0
To: Mayor and City Council
From: David Martin, Director, Planning and Community Development, Transportation Planning (PCD)
Subject: Award of Transportation Management Organization Consultant Contract Recommended Action
Staff recommends that the City Council:
1. Award RFP#51 to Steer Davies Gleave, a London-based company, for the provision of professional services for the development and activation of a Transportation Management Organization.
2. Authorize the City Manager to negotiate and execute a contract with Steer Davies Gleave, in an amount not to exceed $785,000 for three years, with two additional one-year renewal options at $250,000 per year, on the same terms and conditions for a total amount not to exceed $1,285,000 over a five year period, with future year funding contingent on Council budget approval.
3. Authorize budget changes as outlined in the Financial Impact & Budget Action section of this report.
Executive Summary
The contract to be awarded to Steer Davies Gleave would provide Transportation Management Organization (TMO) services in the City of Santa Monica for three years, with two additional one year renewal options, for a total amount not to exceed mere i orga five ye of employers, tridents, and one sta represen tait would work in collaboration with the City to achieve the mobility goals set forth in the Land Use and Circulation Element (LUCE) such as increasing transportation options, reducing single occupancy vehicle (SOV) trips, and encouraging active transportation. The TMO would engage in coordinating and marketing transportation options and incentive programs aimed at increasing the use of transit, carpooling, vanpooling, bicycling, walking, telecommuting, and alternative work week schedules by employers, employees, visitors, and Santa Monica residents. Steer Davies Gleave would work with the City to establish the TMO structure, membership, and transportation demand management (TDM) programs in the first year and grow membership and implementation of TDM programs during the subsequent term. If the organization is deemed successful, two additional one-year options for renewal may be exercised at the City's sole discretion.

Background
Transportation Management Organizations are a mechanism for cities, businesses, residents, and local stakeholders to collaborate on developing, delivering, marketing, and promoting transportation solutions. The primary mission of most TMOs is to cooperate with local businesses and public agencies to enhance access and mobility within and around their geographic boundaries.
In August of 2015, the City Council unanimously selected Mobility as one of the City's top strategic goals over the next three to five years. This strategic goal pulls all the new and existing mobility options together into a new model for mobility with attractive and convenient choices for people to get where they are going, while helping to reduce vehicle congestion and climate change. The City's Mobility Strategic Goal and recent City policy documents, including the LUCE, Bergamot Area Plan, Bike Action Plan, and draft Downtown Specific Plan emphasize the formation of TMOs to help reduce the share of single occupancy vehicle trips to address congestion concerns and encourage more sustainable mobility. The transportation demand management (TDM) services provided by a TMO, such as personalized trip planning, marketing, encouragement programs, and transit pass programs, are important complements to new transportation facilities and services. The TMO services help to increase the utilization of transportation options by providing encouragement, incentives and information. This helps to reduce barriers and increase awareness, and contributes to managing the City's current mobility concerns and expanding personal transportation options.
In June 2015, the City's Transportation Demand Management Ordinance was updated including higher vehicle trip reduction standards for employers and developers in the City. This is largely expressed in Average Vehicle Ridership (AVR) targets which increased from 1.5 to a range of 1.6 - 2.2 on January 1, 2016 with the new Ordinance.
In addition to providing a wide range of services, the TMO also will be a key tool in assisting employers, developers, and property managers as they strive to meet these higher trip reduction standards and AVR targets.
2 0f6
In 2012 the City contracted with Transportation Management Services to conduct a feasibility study of a Santa Monica-based TMO. That effort explored TMO best-practices in cities that were similar to Santa Monica including core services, funding and organizational structures. In researching recent approaches to TMO formation, the option of utilizing consultant services rose to the top as the most cost-effective and turn- key approach to providing city-wide TDM services. During the FY15-17 budget process the City allocated funding starting in FY15/16 for a three year TO contract for consultant services that would provide a dedicated TO leadership position and operating expenses for the TMO.
Discussion
The formation of a Santa Monica Transportation Management Organization would enable the coordination and marketing of transportation options and incentive programs aimed at increasing the use of transit, carpooling, vanpooling, bicycling, walking, telecommuting, and alternative work week schedules by employers, employees, visitors, and Santa Monica residents. The TMO would help improve the effectiveness of the City's existing TDM programs and regulations, investments in infrastructure, and programmatic efforts to improve mobility options and information. Staff is recommending a three-year program to serve as a strong foundation for Transportation Management Organization services in Santa Monica. The TMO would be tasked with achievement of a fifty percent (50%) single occupancy vehicle (SOV) employee commute mode share by the end of the contract terms, and an agreed upon resident mode share goal to be determined by the City during the contract period.
TMO Provider Participation
A scope of work for the TMO was prepared for issuance of the Request for Proposals.
The scope included a requirement that the TMO contractor provide a minimum of 40 hours per week in Santa Monica promoting the TMO services, meeting with stakeholders, administering core services and holding events. The TMO would serve as an extension of the City and the City's mobility initiatives, and the City would provide the TMO office space, data, staff support, and access to programming. The vendor would launch the TMO Advisory Committee, develop a work plan, create and implement a 3 of 6
marketing plan, administer an online TDM platform, hold events and attend community meetings (17 in the first year and 25 in the second year), administer related grant and incentive resources, and provide additional services on an as-needed basis to enhance the City's mobility initiatives and increase awareness of transportation options available in the City for employees, residents, and visitors. The TMO provider would need to provide the described scope of work per the evaluation criteria prepared by the City in the Request for Proposals.
Consultant Selection
On September 15, 2015, the City issued a Request for Proposals (RFP) for professional services for a Transportation Management Organization Consultant. The RFP was posted on the City's on-line bidding site, and notices were advertised in accordance with City Charter and Municipal Code provisions. 729 vendors were notified, 76 vendors downloaded the RFP. Four firms responded. Responses to the RFP were reviewed by a selection panel of staff from Planning and Community Development, Housing and Economic Development, Office of Sustainability, Big Blue Bus, Santa Monica College, Providence Saint John's Health Center, Downtown Santa Monica Inc., and the Santa Monica Chamber of Commerce.
Proposals were received from UrbanTrans, Acire Inc., Steer Davies Gleave, and DeAngelos Design. The selection panel interviewed three shortlisted firms. Staff recommends Steer Davies Gleave as the best qualified firm to provide TMO services to the City of Santa Monica due to their experience in the region, the team's depth of experience, the quality of related marketing materials provided, ability to provide TMO consultant services within the established budget.
SDG is an independent transportation consulting firm focused on the planning and development of transportation programs that encourage the use of sustainable transportation modes and reduce drive alone trips and vehicle miles travelled (VMT).
SDG is well regarded throughout the world as a leader in providing strategic advice and expertise in the field of travel behavior change. In the Los Angeles area, SDG serves as 4 of 6
the Executive Director for the Go Glendale TMA, and they have prepared TDM Plans for Mount Saint Mary's University, Loma Linda University, and Children's Hospital, Los Angeles. In San Diego County, SDG has been supporting TDM strategic development and program implementation for the San Diego Association of Governments (SANDAG) since 2012. In 2014, SDG developed an Employer outreach Strategy for SANDAG's Commute program, their local TDM program. Most recently SDG has commenced work for the Orange county Transportation Commission to develop a Complete Streets Initiative for the County, and they are working with Southern California Association of Governments to develop training and toolkits to support their Active Transportation Campaign. Steer Davies Gleave will engage in coordinating and marketing transportation options and incentive programs aimed at increasing the use of transit, carpooling, vanpooling, bicycling, walking, telecommuting, and alternative work week schedules by employers, employees, visitors, and Santa Monica residents for three years.
Next Steps
A contract for a three-year operation would be negotiated and executed. Staff would work with the consultant to complete initial launch of the TMO within the first four months of the contract in conjunction with the opening of Expo Light Rail.
Financial Impacts and Budget Actions
The contract to be awarded to Steer Davies Gleave is for an amount not to exceed $1,285,000. Funds in the amount of $250,000 are available in the FY 2015-16 budget in the Planning and Community Development Department. The contract will be charged to account 04267.555010 Contractual Services.
An additional $35,000 in one-time funding from the St. John's Development Agreement is available for the formation and operation of the TMO. Award of this contract requires the following FY2015-16 budget changes:
• Release of $35,000 in restricted fund balance - 4.365509 Transportation Management Association
5 of 6
• Appropriate the following expenditures - $35,000 to account 04267.555010 Prepared By: Colleen Stoll, Transportation Demand program Manager Approved Forwarded to Council
