Regular 1‐Day Pass, 7‐Day Pass, and Annual Pass. The reason stated for not recommending them?: “Some customers earnestly requested retention of this pass”.
TO TRULY ALIGN WITH CUSTOMER PREFERENCES: PLEASE OPPOSE DISCONTINUATION OF ANY PASSES While the Staff Report notes free BBB to BBB transfers cut rider costs by as much as 50% for those like myself who must take two buses each way, BBB is acting in direct contrast with rider preference with respect to lowering costs no matter the overwhelming Favorable survey responses. BBB is instead recommending against lowering single ride fares and recommending against lowering costs for both Regular and Senior/Disabled 30‐Day passes.
Meanwhile BBB neglects to explain why the “retention of the expense of cash collection on board makes some fare reductions financially infeasible currently” means they are Not Recommending a decrease in single ride fares or the two 30‐day passes.
PLEASE IMPLEMENT THE LOWERING OF COSTS FOR SINGLE RIDES AND 30‐DAY PASSES BBB says they welcome feedback and care about customers, but are nevertheless actively acting in direct contrast to rider preference seeking to eliminate passes no matter the earnestness from customers to retain the passes. And no matter the overwhelming Favorable survey responses to lowering other costs, BBB is again actively acting in direct contrast to rider preference.
BBB acts in favor of itself over riders and continues to limit choices for riders. This proposal to eliminate passes and refuse to lower costs is just another manner to limit rider choice even further. Please stop them from discontinuing passes. Please implement lower costs. Survey respondents remarked about lack of choice in other respects too such as, absence of benches and shelters (from wind, sun, rain) in addition to the poor scheduling which makes riders miss rather than make their transfers because they are scheduled to parallel on streets and then converge in intersections all at same times ‐ extending commute times. To further emphasize the lack of rider choice, BBB routes are scheduled in such a way that alternate BBB routes (to same destination) do not offer alternate arrival times. The Transit store is closed weekends and evenings. These realities do not reflect Rider Choice.
Thank you for your consideration,

Subject: April 22 2022 City Council Meeting - Agenda item 13.A - Planning Commission Vacancy
EXTERNAL
Dear Santa Monica City Councilmembers ‐
It is my pleasure and honor to submit my name to fill the vacant seat on the Planning Commission. I am sorry that I cannot personally attend the City Council meeting, but I am camping with my children in Joshua Tree for their Spring Break.
I have had the pleasure of meeting with six of the seven members of the City Council, and I hope letter reiterates and further describes my reasons for seeking a seat on the Planning Commission.
This is my opportunity for public service, and I come to this Commission with no personal agenda, other than to serve Santa Monica, which has provided tremendous benefit to me over my lifetime. I currently serve on the Housing Commission, and have lived in Santa Monica for most of my life. I want to play my role in helping Santa Monica remain a strong and healthy community. Serving on the Planning Commission is a good way for me to weave together my professional experience, with my sense of responsibility back to my community.
From my perspective, how we manage our housing stock is of paramount importance in sustaining our diversity, in all of its forms. How we work with a changing world, while maintaining our unique neighborhoods, is a challenge that I am ready to take on. To do so, we need to make sure that Santa Monica preserves our existing affordable housing stock, while also building the right amount of homes affordable for low and middle income families. Otherwise, we can easily loose our eclectic character, over time.
I understand and appreciate the contribution that homes, affordable to a broad range of households, make to the fabric and wellbeing of a community, which is an important consideration for a City like Santa Monica, with high land values, high market rate rents but with few housing opportunities for middle income families.
For the last 20 years, I have worked to provide financing for affordable housing properties, either to rehabilitate and preserve their affordability, or to help build new homes. I have spent the bulk of my career focused primarily in California, and I now manage the lending platform for Century Housing, a leading Community Development Finance Institution ("CDFI") that provides early stage acquisition and predevelopment financing for housing affordable to low and middle income Californians.
We work with a broad range of organizations, from small regional mission driven non‐profit developers to housing developers active throughout California. We provide early stage financing for a range of projects, from transitional housing and permanent supportive housing for individuals transitioning from homelessness, all the way up to middle income housing for households that do not qualify for traditional deed restricted affordable housing. Each type of housing is vitally important for our community.
I am familiar with the real estate development process and land use law, CEQA, the entitlement process, TOC regulations, and the range of financing available from City, County, State and Federal sources, including Low Income Housing Tax Credit equity and Project Based Rental Vouchers.

We have put down roots and are raising our children in Santa Monica. Our family constructed an ADU that allows us to live on the same property as my mother‐in‐law. We are realizing the benefits of living in a multigenerational household thanks to the recent changes in legislation regarding ADU's. I am a proud graduate of Santa Monica College with a transfer to UCLA. I hold a Masters in Real Estate Development from USC. I am the father of two young children enrolled in elementary schools (one private and one public) in Santa Monica and who are active in SM team sports (Little League, AYSO and YMCA).
Thank you for your consideration. I look forward to serving the City in a greater capacity.

Subject: AGENDA ITEM 13B - Appointment to one unscheduled vacancy on the Public Safety Reform and Oversight Commission
Dear Councilmembers. First of all, thank you for your continued commitment to our city. Your sacrifices aren't taken lightly. I am once again writing to weigh in on your decision regarding appointing the next Public Safety Reform and Oversight Commissioner. As you know, our Commission has experienced its share of organizational restructures with what appears to be a series of unscheduled vacancies. At the same time, from a Diversity, Equity, and Inclusion lens, it's disheartening to see a lack of representation with respect to the lack of a Black/African-American male on this commission.
Since the departure of George Brown - his lived experiences combined with Civil Rights work has left a void. As a Black/African-American woman whose intersectionality crosses multiple spheres, I am but one voice with lived experiences that cannot fully provide as much insight as my Black/African-American male counterparts. I implore you to take a look at this June 2020 article by the Pew Research Center https://www.pewresearch.org/fact-tank/2020/06/03/10-things-we-know-about-race-and-policing-inthe-u-s/, "10 things we know about race and policing in the U.S." I want to highlight two points. (#1) Majorities of both black and white Americans say black people are treated less fairly than whites in dealing with the police and by the criminal justice system as a whole; and (#2) Black adults are about five times as likely as whites to say they've been unfairly stopped by police because of their race or ethnicity.
If we are truly doing the work of police reform from the space of diversity and inclusion - all voices should be heard - especially the voice of Black/African-American males. It's my understanding that you have at least two applicants that are representative of this particular demographic. Xavier Banister is a business owner, NAACP Santa Monica-Venice Branch member, and longtime Boys and Girls Club volunteer who continues to impart his wisdom to Black males. I have witnessed this firsthand. Craig Ali Walter is also extremely active in the community serving as Treasurer for the NAACP Santa-Monica Venice Branch, member of the Coalition for Police Reform, and member of the Committee for Racial Justice. Both gentlemen continue to sacrifice for this community and also have a wealth of lived experiences here that make them "worthy" of an appointment on the commission.
To clarify, I'm not stating the other applicants are less qualified, I'm specifically looking from the lens of Diversity, Equity, and Inclusion. Michele Wittig should also be strongly considered. She is an expert in the field of police reform.
Thank you for your consideration.
Warmest,
Angela

It is with mixed emotions that I write to inform you all that after much thinking and discussing with my wife, I have decided to resign from the PSROC effective immediately.
Starting late was challenging and the learning curve is steep and often times unforgiving. Truthfully my consultancy work is increasing and I am realizing that there are times when a meeting conflicts with work I am doing for a client and I am at a crossroads over which is more important and I realize that missing a meeting or emergency meeting can often times mean I miss out on a crucial vote or the opportunity to express my opinion.
The work the PSROC is setting out to do is important, but I feel that the city council and city need to be clearer on the expectations/powers it has for the commission and the work that needs to be done.
I will give credit to Derek who went out of his way to reach out to me once the reigns of the group were handed to him; he took the time to reach out and ask me what my thoughts were and interests in some of the ad hoc groups.
I realize that we are all volunteers and I commend all of you for the continued work that you will be taking on to further improve how policing is done in Santa Monica.
I wish you all the best of luck in the work that lies ahead.
Adelante!

Subject: Item 14: Public Comment for 12 April 2022 City Council Meeting
EXTERNAL
Dear City Councilmembers,
I'm writing to express concern about the sudden inability of Santa Monicans to share public comments at City Council meetings by telephone, which is a violation of the Americans With Disabilities Act. Written comments are not equivalent or comparable to verbally addressing our City Council members in real time, and cannot substitute for access to that medium.
In light of the virtual accommodations that have been made until now to ensure public participation during the pandemic, it is not credible that public comments cannot continue by telephone. I urge you to remedy this serious accessibility issue immediately to minimize the damage of excluding remote public input, to this month's meeting.
Furthermore, it is crucial that remote access continue permanently for all City Council, commission, and board meetings for the same reasons. Santa Monica prides itself on being a progressive, inclusive city, but denying participation to disabled people and others unable to attend meetings in person is neither progressive nor inclusive.
Finally, I'm discouraged by the City Council's disregard of the COVID‐19 pandemic, which still exists and continues to sicken people, kill many, and disable millions more via post‐viral illness (long covid and others). Vaccinations alone are insufficient protection against transmission, and resuming events like public in person meetings contribute to the recent increase in COVID‐19 cases in Los Angeles County. Despite the CDC's failure of leadership, I expect better from local leaders in Santa Monica. Please reexamine the dangers of lax COVID‐19 protocol and adjust course accordingly.
Meanwhile, and regardless of pandemic status, please enable all Santa Monicans to participate in public political engagement by immediately resuming remote access for those who need it. This kind of broadly accessible design benefits those who would offer public comment this way as well as the City Council and community at large. We can only thrive when all voices are heard.
Thank you very much for your attention to this urgent matter.
Best wishes,
Michelle Gray

I am unable to attend tonight’s meeting. I am submitting the following written public comment about an important member of the Santa Monica community which I ask be read and followed by the period of silence requested which is itself an integral part of my comment:
I attended USC Law School with Rosario Perry where we both served on the Law Review. Rosario was at the top of his class and could easily have gone to work for a high paying corporate law firm but instead dedicated his life to fighting against injustices suffered by the average person who could not otherwise afford or obtain the services of a first rate legal advocate. And he did all he could to help landlords understand their rights and responsibilities and how to navigate the ever changing byzantine and oppressive rules they were subject to. He made the world and Santa Monica a better place. I have never known a kinder more selfless person. Please observe one minute in silence in Rosario’s honor. ‐ William Johnson
