Dear SM City Council Members:

I wholeheartedly endorse Sunset Park resident Diane Reynolds' application to serve as an SMO Airport Commissioner and strongly encourage the Santa Monica City Council to appoint her to a four‐year term.

As a representative of our neighborhood, Diane will hold community interests in mind during the critical next four years at SMO. Diane is dedicated to mitigating SMO health impacts, promoting sustainable current uses such as a planned expansion of Airport Park, and actively supporting the Commission and SM City Council in preparing SMO for a successful return to local control in 2029.

Sincerely,
Karen Stern

EXTERNAL
Dear Council Members,
I am writing to encourage the council to appoint Eve Lopez to the Airport Commission. As a pilot and resident, she would be the only airport commissioner to have a technical knowledge about issues related to the operation of the airport. She would also be the only woman on the commission and, as a woman of color, represent a fully inclusive choice in line with Council values.

Given the complete absence of anyone with a technical aviation background, I also wish to note that two other candidates, Marie Manvel and Diane Reynolds, do not meet the basic needs that the commission currently has ‐‐ which is a clear understanding of the issues.

Specifically, Marie Manvel does not meet these criteria and has submitted applications for 11 of the city's 25 boards and commissions. She would clearly be better suited for a non‐airport board or commission.

As relates to Diane Reynolds, I believe it would be a disservice to the council to appoint a non‐technical person who is only focused on closing the airport. A person with this bias and lack of technical understanding of aviation issues could compromise airport operations with decisions and recommendations that may not be in the best interests of the nearby residents and other stakeholders of an operating airport.

Sincerely,
Scotty Weber

Re: Support appointment of 3 new Stakeholders to the Board of Downtown Santa Monica, Inc (DTSM) Agenda Item 16.A. 6/28/2022
Dear City Council,
The Board of Northeast Neighbors writes to request that City Council appoint the following three stakeholder applicants onto the Board of Downtown Santa Monica, Inc. (DTSM):
 Leonid (Leo) Pustilnikov – Owner of the AMC on the Promenade  Luke M. Cain – Owner of Britannia Pub on 4th Street
 Lucian Tudor – Owner of the 1212 Restaurant on the Promenade Tuesday’s Council meeting affords the Council with an opportunity to appoint these local members of the downtown business community as needed new leadership to address the ongoing devastation of Downtown and the Third Street Promenade.

Downtown and the Promenade are large revenue-generating opportunities for our city that have been neglected by the current DTSM board. The current DTSM board’s promotion of “Promenade 3.0” revitalization plan has been an utter failure for the Promenade, which has more than 60% vacancies.

Visitors to our City are stunned by the sad state of the Promenade, once a beloved destination for residents and tourists alike.

The City Council should appoint these three highly motivated and invested representatives of the downtown business community to DTSM and allow them to bring back our commercial core. We need new leadership to accomplish the DTSM Mission Statement and goal of “driving awareness to maintain and strengthen the District’s reputation, identity and overall appeal to ensure its continued success.”

Dear Council Members,
Please appoint Eve Lopez to the Airport Commission.  She is a long term Sunset Park resident.

She would be the only Airport Commissioner to have first hand technical knowledge of the airport.  She would also be the only woman on the commission and, as a woman of color, would be in line with Council values.

The Santa Monica Police department is flying drones over our City with a woman as the safety pilot. This is the future of aviation. (pictures attached)
Currently there is a commercial tenant at the airport operating in a less than prudent manner. The Airport Commission has no idea since they are not pilots and never set a foot on the airport and have no pragmatic interest in aviation safety.

Why is there is not a woman on the airport commission or anyone with current aviation experience? We have white men with zero vision for safety, electric aviation and are spinning a yarn of myths. They waste our City Staffresources with baseless projects that accomplish nothing but waste money.

In 2011, The Airport Commission spent $70,000 with Rand on a consultant
brief  https://www.rand.org/content/dam/rand/pubs/documented_briefings/2012/RAND_DB639.pdf This was a waste of money since the Airport Commission did not like the findings of the brief and lambasted the authors. The Rand report suggested the airport land had multitude of long term values if properly managed

3 We need a balanced Airport Commission to spend money in an ethical manner and have a flow of information that is of value to everyone.

There is zero down side to adding a woman pilot who has current aviation experience to the airport commission. The upside, we would have a safer and quieter airport.

I am a 25 year resident, contractor with the city, tenant of the city and have installed over 300 solar and battery back up systems in Santa Monica. I have over forty years of worldwide aviation experience including military and commercial operations. Please balance this commission. The current Airport Commission is remarkably uninformed and has done nothing to support safety or address noise issues.

Eve Lopez would be an asset to the entire community and provide an insight that would fill the unethical void that now exists.

Sincerely,
Mark Smith

RE: 6/28/22 agenda item #16: Airport Commission appointment

I urge the Council to appoint Diane Reynolds to the Airport Commission.

As resident and community stakeholder in Sunset Park for 25 years, Diane has been an active volunteer. Her two children, Eli and Emily Brown, attended SMMUSD schools, and she volunteered with the school district and with the PTA.

In 2008, she canvassed for the SMMUSD Measure R parcel tax, which combined and replaced the previous Measures Y and S parcel taxes, contained a CPI-U adjustment, and included a senior exemption.

In 2014, Diane was an active volunteer with the successful community effort to pass Measure LC -- “It’s Our Land” -- https://itsourland.org/ -- https://2014.smvote.org/BallotMeasures/ -- Item 16.A

(1) prohibit new development on Airport land, except for parks, public open spaces and public recreational facilities, until the voters approve limits on the uses and development that may occur on the land; and (2) affirm the City Council's authority to manage the Airport and to close all or part of it?”

In 2020, she was invited by Peter James to serve on a working group regarding the relocation of the Public Landscape Maintenance Division.

Diane also organized her local Neighborhood Watch group.

As the child of an Alaskan bush pilot and someone who has lived near Santa Monica Airport for many years, she would follow in the footsteps of Susan Hartley and Dr. Suzanne Paulson -- Sunset Park residents who previously served on the Airport Commission.

As a Licensed Marriage & Family Therapist for 25 years, Diane consults with First5-LA, Connections for Children, and the L.A. County Department of Mental Health.

Her skills in organizing, providing education and training, helping teams navigate complex issues, and welcoming all voices in building the future would be very helpful on the Airport Commission.

She could support the Commission’s efforts to mitigate health impacts from the airport, promote sustainable uses, and prepare for the airport’s closure in 2029.

There are currently two pilots and an attorney on the Commission:

Joe Schmitz -- Retired Air Force Major, aviation safety expert, former university professor, PhD from the USC Annenberg School for Communication
Bruce Malarky -- Instrument-rated commercial pilot, with 25 years of experience as an Army flight instructor, currently employed as an engineer at Boeing

Dear Council Members,
I write to encourage the council to appoint Eve Lopez to the Airport Commission. As a pilot and resident, Ms. Lopez would be the only Airport Commissioner to have a technical knowledge about issues related to the operation of the airport. Ms. Lopez would also be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice in line with Council values.

Given the complete absence of anyone with a technical aviation background, I also wish to note that two other candidates, Marie Manvel and Diane Reynolds do not meet the basic needs that this commission currently has – which is a clear understanding of the issues.

Specifically, Marie Manvel does not meet these criteria and has submitted applications for 11 of the city’s 25 Boards and Commissions. She would clearly be better suited for a non-airport board or commission.

As relates to Diane Reynolds, I believe it would be a disservice to the council to appoint a nontechnical person who is only focused on closing the airport. A person with this bias and lack of any technical understanding of aviation issues could compromise airport operations with decisions and recommendations that may not be in the best interests of the nearby residents and other stakeholders of an operating airport.

Sincerely,
Erika Jancso

Please appoint Diane Reynolds to the airport commission.

She is very familiar with the airport issues and has lived in Santa Monica many years.

Her family has contributed to the life of the community and the schools.

She is smart and dedicated.

Dear Council Members,
On Tuesday, you will be tasked with appointing a new airport commissioner. Currently, there is a lack of diversity on the Commission, in gender, ethnicity, neighborhood. Further, no one has a technical aviation background. We need someone with a clear understanding of the issues concerning the airport. Two candidates, Marie Manvel and Diane Reynolds, do not meet these basic needs.

It would be a disservice to the council to appoint a non‐technical person who is only focused on closing the airport.  A person with this bias and lack of any technical understanding of aviation issues could compromise airport operations with decisions and recommendations that may not be in the best interests of the nearby residents and other stakeholders of an operating airport.

Please consider appointing some diversity to the Commission with a woman and someone that has knowledge of aviation operations. Thank you.

In addition, I also feel that not having someone with a technical aviation background may also put the city and its residents in a position of liability if decisions made with respect to airport operations and infrastructure are not made based on experience, knowledge and fact.   Eve's background supports all of this, plus holds legal weight as a licensed attorney in the State of California.

Subject: Regarding Agenda Item Number 16.A.a. – June 28, 2022 City Council Meeting Dear Santa Monica City Council:

August 28, 2022, will mark the ten-year anniversary since City Council appointed a woman to serve on the airport commission. As the commission that acts “…in an advisory capacity to the City Council in all matters pertaining to the Municipal Airport and to aviation matters generally to the extent that they affect the City,” the commission deals with highly technical issues. Despite this, the composition of the current five-member Airport Commission is not reflective of the many stakeholders involved with the airport’s operation and issues. As such, the Commission in its current incarnation is ill-suited to provide relevant and informed guidance to our elected city decision makers.

The Council is inexplicably relying for advice on a Commission that lacks basic stakeholder representation. There is a complete absence of both aviation technical expertise and diversity in any dimension – racial, gender, or geographic. How is it that not even one woman or FAA licensed pilot and resident who actually uses the airport currently serves on the Commission?
The current composition of the Airport Commission is yet another reminder that our City Council is only capable of talking the talk. It is completely unable to walk the walk.

While “good governance, inclusiveness and best practices” are routinely espoused as core Council principles, the Council has excluded any requirement for the five-member commission to possess aviation knowledge or experience to serve, despite that fact that aviation is a highly regulated and technical area. Instead, Airport Commission Item 16.A
06/28/22
33 of 192 Item 16.A
06/28/22
3 members are all party-faithfuls, appointed by other party-faithfuls. And, they are all white men.

So, the question is, what is the City Council afraid of? Do they fear having even one commission member who may have differing points of view based on technical expertise? Do they fear having one person that may not have a knee-jerk affinity for closing the airport?
The “anti-airporters,” that continually clamor for the closing of the airport, are a small minority- numbering only a few hundred. Many,if not most, of the “anti-airporters” are concentrated around the airport. But one of the most active lives in Northern California! Motivations vary but do not reflect the broader city resident view.

Could it be that the City Council believes that by maintaining the monopoly of antiairport commissioners, the residents will be kept in the dark about the unique protections offered by the airport? For example, that keeping the airport open is the most assured way to protect against the development that both the area and the city overall is completely unprepared to handle? That by keeping the airport open as an airport, our local resources such as water, schools and police will not overburdened? Or, that keeping the airport open maintains a unique emergency resource that cannot be duplicated? The “anti-airporters” work hard to give the impression that their voices are the voices of the majority. But they are not.

Taken together, the current unrepresentative, and arguably unqualified Commission composition, is a complete disservice to the community, the residents and the to the Council itself.

This situation can be remedied at tomorrow's City Council meeting. City Council will make an appointment to fill one upcoming vacancy on the airport commission, which commission meets 10 times per year.

Several female pilot candidates, among others, have applied for the one open position.

Two other female applicants have applied, one of which has no relevant background or discernable interest whatsoever, and the other who has openly stated her desire to close the airport. That decision is for the Council to make, not a commissioner.

I understand that the incumbent, Chris Waller, will not be seeking re-appointment. His record on the Commission is a case study in why real stakeholders must be prioritized to occupy this important advisory group. Chris has a completely missed a significant number of airport commission meetings and attended parts of others. Moreover, he has a complete absence of any aviation knowledge.

Of the applicants, Eve Lopez, stands out as being the most qualified. Besides being a pilot and the mother of a SAMO High Student, she is also a lawyer, resident of Santa Item 16.A

4 Monica and a tenant of the Santa Monica airport who actually flies airplanes out of the Santa Monica airport. She is also is a woman of color.

The Council has the chance to do the right thing for itself, the city’s residents, and the other Commission members by selecting Ms. Lopez for this post. The Council can choose to walk the walk, as our mayor like to remind us. Or, the Council can choose to maintain an unrepresentative, non-diverse and technically illiterate Commission that will be unable to faithfully fulfil its mission and responsibility to the Council and the city’s residents
Thank you,

Dear Council Members,
I write to encourage the council to appoint Eve Lopez to the Airport Commission.  As a pilot and resident, she would be the only Airport Commissioner to have a technical knowledge about issues related to the operation of the airport.  She would also be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice in line with Council values.

She would clearly be better suited for a non‐airport board or commission.

As relates to Diane Reynolds, I believe it would be a disservice to the council to appoint a non‐technical person who is only focused on closing the airport.  A person with this bias and lack of any technical understanding of aviation issues could compromise airport operations with decisions and recommendations that may not be in the best interests of the nearby residents and other stakeholders of an operating airport.

Sincerely,

Please keep in mind, that these airports are a very integral part of training Future Commercial Airline Pilots,
as well. We are losing pilots at a huge rate and replacing them a very slow rate, currently causing cancelled
flights and less flights offered overall. How are we going to meet the demand if there aren't airports for training?

EXTERNAL
Council Member,
I write to encourage the council to appoint Eve Lopez to the Airport Commission. As a pilot and resident, she would be the only Airport Commissioner to have the requisite knowledge to properly represent both the citizens of Santa Monica and the users of Santa Monica Airport. She also represents a diverse viewpoint on the issues affecting the airport ,both as a user and member of under-represented classes of people, whose voices are often not heard or ignored.

Her knowledge as a pilot provides the unique perspective of the value of aviation to a community. One that the current Airport Commission does not have. The actions of the past few years have demonstrated that the Airport Commission does not value the airport and has made decisions contrary to the financial well being of the City of Santa Monica. The Removal of jet traffic cost the community several million dollars in revenue.

As a pilot, I used to fly into Santa Monica Airport on a regular basis to use restaurants, buy fuel, attend entertainment events, participate in meetings and visit friends. I no longer do those things because of the policies put in place by the Airport Commission. I now hold meetings, and go to events more convenient for me to drive to outside the Santa Monica Area. The decisions of the Airport Commission have widespread impacts beyond the boundaries of the City of Santa Monica,. Please keep this in mind when you appoint your new Commissioner.

Ms. Lopez will be able to bring ideas on how the airport can continue to service not just Santa Monica, but the entire Southern California area while respecting the needs of the neighbors. Although I do not live in Santa Monica, the Airport is important to me and I hope my voice can be heard and considered.

Given the complete absence of anyone with an aviation background, I also wish to note that two other candidates, Marie Manvel and Diane Reynolds do not meet the basic needs that this commission currently has – which is a clear understanding of the issues and a voice for the users of the airport.

Marie Manvel does not meet these criteria and has submitted applications for 11 of the city’s 25 Boards and Commissions. She clearly is interested in having a voice in civic activities but would be better suited for a commission which does not need technical knowledge of aviation and how it works.

Diane Reynolds, would be a disservice to the council to appoint since she has a clearly stated agenda to close the airport. A person with this bias and lack of any understanding of aviation issues could compromise airport operations with decisions and recommendations that may not be in the best interests of the nearby residents and other stakeholders of an operating airport.

I strongly support Eve Lopez as the best candidate for the Airport Commission. She will provide balance and sound advice as they move forward into the future. I hope you will join me by appointing her to the Airport Commission.

Sincerely,
James A. Miller

Dear City Council Members:

I wholeheartedly endorse Sunset Park resident Diane Reynolds' application to serve as an SMO Airport Commissioner and strongly encourage the Santa Monica City Council to appoint her to a four‐year term.

As a representative of our neighborhood, Diane will hold community interests in mind during the critical next four years at SMO. Diane is dedicated to mitigating SMO health impacts, promoting sustainable current uses such as a planned expansion of Airport Park, and actively supporting the Commission and SM City Council in preparing SMO for a successful return to local control in 2029.

Specifically, Marie Manvel does not meet these criteria and has submitted applications for 11 of the city’s 25 Boards and Commissions.

Sincerely,
Atila Vass

From: Board of Directors, Friends of Sunset Park
RE: 6/28 agenda item 16-A: Airport Commission appointment The FOSP Board supports the appointment of Diane Reynolds to the Airport Commission.

Ms. Reynolds is the only candidate who clearly supports airport closure and transition to park space. A choice for her is a choice for the future and a vision of transforming a diamond in the rough to a sparkling jewel.

The other candidates would promote the status quo and work to maintain the airport property as an airport that serves a privileged few instead of park/recreational space for the enjoyment of the many.

In 2014, Ms. Reynolds was an active volunteer with the successful community effort to pass Measure LC -- “It’s Our Land” -- https://itsourland.org/ -- https://2014.smvote.org/BallotMeasures/
“Shall the City Charter be amended to:
(1) prohibit new development on Airport land, except for parks, public open spaces and public recreational facilities, until the voters approve limits on the uses and development that may occur on the land; and
(2) affirm the City Council's authority to manage the Airport and to close all or part of it?”
Measure LC passed with more than 60% of the votes cast, and it defeated an opposing ballot Measure D, even though the community coalition was outspent 10 to 1 by aviation interests who supported Measure D and opposed Measure LC. The voters clearly mandated the desire for park/recreational uses.

Ms. Reynolds, a resident and stakeholder in Sunset Park for 25 years has been active in community service for decades.
• Her two children, Eli and Emma Brown, attended SMMUSD schools, and she volunteered with the school district and with the PTA.
• In 2008, she canvassed for the SMMUSD Measure R parcel tax, which combined and replaced the previous Measures Y and S parcel taxes, contained a CPI-U adjustment, and included a senior exemption.

Item 16.A

• In 2020, she was invited by Peter James to serve on a working group regarding the relocation of the Public Landscape Maintenance Division. • Organized her local Neighborhood Watch group.
• As a Licensed Marriage & Family Therapist for 25 years, Diane consults with First 5-LA, Connections for Children, and the L.A. County Department of Mental Health.

Even though an aviation background is not Ms. Reynolds’ primary asset, she is the child of an Alaskan bush pilot and someone who has lived near Santa Monica Airport for many years. She would add diversity to the current Airport Commission, following in the footsteps of Lael Rubin and Sunset Park residents Susan Hartley and Dr. Suzanne Paulson, all of whom have served on the Commission.

Sitting Airport Commissioners Joe Schmitz (retired Air Force Major) and Bruce Malarky (an instrument-rated commercial pilot, a 25-year Army flight instructor, and a former Los Alamitos Army Airfield Commander/Airfield Manager) will continue to add their aviation expertise to pertinent topics and agenda items.

Ms. Reynolds’ skills in organizing, providing education and training, helping teams navigate complex issues, and welcoming all voices in building the future, would be very helpful on the Airport Commission. She could support the Commission’s efforts to mitigate health impacts from the airport, promote sustainable uses, and prepare for the airport’s closure in 2029.

Again, the FOSP Board supports the appointment of Diane Reynolds to the Airport Commission.

Airport Commission Appointment
Support Diane Reynolds

Councilmembers,

The Santa Monica Airport2Park Foundation was formed shortly after the passing of Measure LC in 2014 to support and promote the creation of a great park on the land that is currently the Santa Monica Airport.

LC, approved by over 60% of the votes, installed in the City Charter that the airport land is to be used for park and recreational purposes.

Upon reviewing the applicants for the current Airport Commission vacancy, there is only one applicant who will advocate for the transition of the Santa Monica Airport to parkland upon its closure Dec. 31, 2028—Diane Reynolds.

With Airport land consisting of 227 acres, the City of Santa Monica has a once in a generation opportunity to create a park space to rival the greatest urban parks in the nation.  The time to start planning is NOW.  The Airport Commission will play a role in this transformation and we need a Commissioner with a like vision of the voting public—not a Commissioner who that will put aviation interests at the forefront.

Ms. Reynolds, a 25‐year resident of Santa Monica, worked on the LC campaign and has a long history of community service including PTA, Stairway to the Stars production, Measure R campaign. She also has primary interest in mitigating the environmental impact of the Santa Monica Airport in the interim prior to the airport closure.

Appointing Ms. Reynolds would be another step toward sustainable airport land use and creation of a great urban park.

Park space available for all to use and benefit from—not just by the privileged few airport users.

Its unfathomable that the airport commission continues to operate with complete lack of expertise. You wouldn’t allow a surgeon to your taxes, so why would you an airport to be run by individuals with no expertise in technical aviation. This must be corrected and it must be done immediately.

Dear Council Members,
I write to sincerely advocate for the council to appoint Eve Lopez to the Santa Monica Airport Commission.  As a pilot and resident, she would be the only Airport Commissioner to have a technical aviation knowledge about issues related to the operation of the airport.

As a volunteer pilot for Angel Flight West, based out of Santa Monica airport, she also provide free medical and compassion flights to cancer patients, and those with rare medical conditions, who need access to the cancer centers and medical center in LA.

Not only is Eve Lopez an exceptionally human being, she would also be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice in line with Council values.  She would also understand the value of the future EVTOL aircraft (electric vertical take‐off landing) and could help the city usher in an electric future in aviation, as EVTOL continues to revolutionize inner city commute and human/cargo transport.  Santa Monica has been a pioneer of aviation in the past, and could have an opportunity to become a pioneer again for electric aviation startups to promote a future of clean air electric aviation and a pollution free form of travel.

Given the complete absence of anyone else applying with a technical aviation background, I see a strong case to appoint Eve Lopez to the Airport Commission.  I also wish to note that two other candidates, Marie Manvel and Diane Reynolds have no aviation background at all and do not meet the basic needs that this commission currently has – which is a clear understanding of aviation issues.

Subject: Recommendation for Santa Monica Airport Commission Candidate, Eve Lopez

EXTERNAL
Dear Council Member,
I am writing to encourage the Santa Monica City Council to appoint Eve Lopez to the Airport Commission. Eve is a Santa Monica resident and a pilot. I am understanding she would be the only Airport Commissioner with the technical knowledge about issues relating to the operation of the airport. She would also be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice that is in line with your council values.

I also wish to note the two other candidates, Marie Manvel and Diane Reynolds do not appear meet the basic needs that this commission currently has – which is to act in an advisory capacity to the City Council in all matters pertaining to Santa Monica Municipal Airport and on related aviation matters to the extent they affect the City of Santa Monica.

Why? Because neither of these candidates has the aviation experience to fulfill this advisory role.

I am hearing candidate Marie Manvel has submitted applications for 11 of the city’s 25 Boards and Commissions. As she seems eager to get involved in city matters, perhaps she would be better suited for a non‐airport board or commission. I am also understanding that the other candidate, Diane Reynolds, has been very vocal about closing your airport.

Appointing this person with this bias and lack of aviation experience could compromise your airport operations with decisions and recommendations that may not be in the best interests of the nearby residents and other airport stakeholders.

The City of Redlands has an airport advisory board to advise their city council on matters relating to my home airport, Redlands Municipal. The Redlands City Council has recognized the need to have board members with aviation experience. There are currently 5 members of our 7‐person airport advisory board that have been or are active pilots.

The Redlands City Council has recognized the need for board members to have this skill to best advise them on matters relating to their airport.

On behalf of the members of our association and as a member of the local aviation community, I encourage you to appoint Eve Lopez to your airport commission for the same reason.

Sincerely,
Theodore Gablin
President, Redlands Airport Association
Chapter of the California Pilots Association.

Dear Santa Monica City Council:

Kate Scott should NOT be appointed to the Airport Commission. As a reminder, in October 2017, she filed a lawsuit against the SM City Council in Los Angeles Superior Court although it was later moved to U.S. District, California Central District. It halted and delayed the runway shortening project.

Eve Lopez should NOT be appointed to the Airport Commission. As a reminder, in April 2022, she filed a Brown Act Complaint against the SM Airport Commission based on her own misinformation.

Both Kate and Eve would be real problems on the Airport Commission, and I have no doubt that their participation would lead to further litigation against the City eventually.

Please appoint Diane Reynolds to the Airport Commission. Her interests align with the City of Santa Monica and its residents. She was a volunteer who helped support Measure LC in 2014. Based on her excellent experience and qualifications (see her application) she would make an excellent advisor to City Council on all matters related to SMO. She would be especially helpful facing potential complexities along the path to closure of SMO in December 2028, per the:
(1) 2014 Charter Amendment and Measure LC (https://itsourland.org) (2) 2017 Consent Decree
(https://smofuture.weebly.com/uploads/3/1/0/1/31010165/2017_consent_decree.pdf) (3) 2017 SM City Council SMO Closure Resolution No. 11026 (CCS) (http://bit.ly/SMO-ClosureResolution) Thank you,

I endorse Diane Reynolds for Airport Commissioner. Diane is a long‐time Sunset Park resident with a deep history of service to the City of Santa Monica. She is smart, analytical, and measured in her strategies. Sunset Park and Santa Monica would benefit immensely from her participation in the airport commission.

Sincerely,

Subject: Eve Lopez Appointment to Airport Commission

EXTERNAL
Dear Councilmembers,
I am writing you this letter to encourage you to appoint Eve Lopez to the Airport Commission.

She is both a pilot and a resident of Santa Monica.  Additionally, she will bring increased diversity to the Board of Commissioners.

Remember that as Council Members you are supposed to represent all segments of the Santa Monica Community, not just the ones who agree with you!
Thank you very much,
Brian Reff

Subject: Please appoint Eve Lopez to the Airport Commission

EXTERNAL
Dear Council Member,
I write to encourage the council to appoint Eve Lopez to the Airport Commission. As a pilot and resident, she would be the only Airport Commissioner to have technical knowledge about issues related to the operation of the airport. She would also be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice in line with Council values.

Sincerely,
Gary Palmer

Lately restrictions placed on airport operations have cost the city millions of dollars in lost revenue.

Please consider Eve Lopez as the one who is appointed to the Commission.

Subject: Support appointment of 3 new Stakeholders to the Board of Downtown Santa Monica, Inc (DTSM) Agenda Item 16.A. 6/28/2022

EXTERNAL
Dear City Council,
I am writing to you to request that City Council appoint the following three stakeholder applicants onto the Board of Downtown Santa Monica, Inc.

Thank you
Sincerely,
D. Melamed

Support Diane Reynolds
Councilmembers,
The choice is clear.

Only one applicant clearly supports the transformation of Santa Monica Airport land into a great Park.

That applicant is Diane Reynolds.

The public wants more playing fields and park space.  Over 60% of the voters passed Measure LC affirming their desire for recreation and park space on airport land.

We don’t need a Commissioner who is an aviation advocate.  We need a Commissioner to help usher in the next chapter for the airport land—park land for the enjoyment of all.

Dear Council Member, June 27, 2022
I have been a USA pilot since 1977; a New Zealand pilot in 1983. I am a naturally born USA citizen. My parents worked for UNICEF in 1947, when I was born. I was the President of the only group (org) in the World to teach 320 youth to become pilots for free.

They now fly worldwide from Russia to Australia and USA and South America. I am now the Managing Member of another Non-profit teaching kids to fly, Space Force, Inc. Kids learn to fly in small airports such as Santa Monica and Gillespie and Brown (KSDM).

Your airport is crucial to sustaining safe pilot training. Please keep it open.

I am writing to encourage the council to appoint Eve Lopez to the Airport Commission.

As a pilot and resident, she would be the only Airport Commissioner to have technical knowledge about issues related to the operation of the airport. She would also be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice in line with Council values. I write to encourage the council to appoint Eve Lopez to the Airport Commission. Additionally, I am informed Harrison Ford has numerous aircraft, some of which have been hangered at Santa Monica. For similar reasons, I suggest he be included as an ad hoc advisor.

Ford is a licensed pilot of both fixed-wing aircraft and helicopters.[16] On several occasions, he has personally provided emergency helicopter services at the request of local authorities in Wyoming, in one instance rescuing a hiker overcome by dehydration.[5] Item 16.A

2 Ford began flight training in the 1960s at Wild Rose Idlewild Airport in Wild Rose, Wisconsin, flying in a Piper PA-22 Tri-Pacer, but at $15 an hour (equivalent to $134 in 2021), he could not afford to continue the training.[83] In the mid-1990s, he bought a used Gulfstream II and asked one of his pilots, Terry Bender, to give him flying lessons. They started flying a Cessna 182 out of Jackson, Wyoming, later switching to Teterboro, New Jersey, flying a Cessna 206, the aircraft in which he made his first solo flight.[84] External video
video icon Ford's Bell 407GX
Ford's aircraft is kept at Santa Monica Airport.[85] The Bell 407 is often kept and flown in Jackson and has been used by the actor in two mountain rescues during his assigned duty time with Teton County Search and Rescue. On one of the rescues, Ford recovered a hiker who had become lost and disoriented. She boarded Ford's helicopter and promptly vomited into one of the rescuers' caps, unaware of who the pilot was until much later; "I can't believe I barfed in Harrison Ford's helicopter!" she said later.[86] Ford flies his de Havilland Canada DHC-2 Beaver (N28S) more than any of his other aircraft, and has repeatedly said that he likes this aircraft and the sound of its Pratt & Whitney R-985 radial engine.[87] According to Ford, it had been flown in the CIA's Air America operations and was riddled with bullet holes that had to be patched up.[88] In March 2004, Ford officially became chairman of the Young Eagles program of the Experimental Aircraft Association (EAA). Ford was asked to take the position by Greg Anderson, Senior Vice President of the EAA at the time, to replace General Chuck Yeager, who was vacating the post that he had held for many years. Ford at first was hesitant, but later accepted the offer and has made appearances with the Young Eagles at the EAA AirVenture Oshkosh gathering at Oshkosh, Wisconsin, for two years. In July 2005, at the gathering in Oshkosh, Ford agreed to accept the position for another two years. He has flown over 280 children as part of the Young Eagles program, usually in his DHC-2 Beaver, which can seat the actor and five children. Ford stepped down as program chairman in 2009 and was replaced by Captain Chesley Sullenberger and First Officer Jeff Skiles. He is involved with the EAA chapter in Driggs, Idaho, just over the Teton Range from Jackson, Wyoming.

On July 28, 2016, Ford flew the two millionth Young Eagle at the EAA AirVenture convention.[89]
As of 2009, Ford appears in Internet advertisements for General Aviation Serves America, a campaign by the advocacy group Aircraft Owners and Pilots Association (AOPA).[90] He has also appeared in several independent aviation documentaries, including Wings Over the Rockies (2009),[91] Flying The Feathered Edge: The Bob Hoover Project (2014) and Living in the Age of Airplanes (2015).[92]
Ford is an honorary board member of the humanitarian aviation organization Wings of Hope,[93] and is known for having made several trips to Washington, D.C., to fight for pilots' Item 16.A

3 rights.[94] He has also donated substantial funds to aerobatic champion Sean Tucker's charitable program, The Bob Hoover Academy (named after legendary aviator Bob Hoover) which educates at-risk teens in central California and teaches them how to fly.[95] Given the complete absence of anyone with a technical aviation background, I also wish to note that two other candidates, Marie Manvel and Diane Reynolds do not meet the basic needs that this commission currently has – which is a clear understanding of the issues.

As a pilot and resident, she would be the only Airport Commissioner to have a technical knowledge about issues related to the operation of the airport. She would also be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice in line with Council values.

As relates to Diane Reynolds, I believe it would be a disservice to the council to appoint a non-technical person who is only focused on closing the airport. A person with this bias and lack of any technical understanding of aviation issues could compromise airport operations with decisions and recommendations that may not be in the best interests of the nearby residents and other stakeholders of an operating airport.

Thank you.

Hello,
As a Santa Monica resident and a constituent with a lease at Santa Monica Airport, I wanted to encourage the council to appoint Eve Lopez to the Airport Commission. She would bring a much‐needed balance to the commission, including the voice of a resident pilot, and helping to balance the perspectives of the aviation community with that of the city.

Hello
I would like to take this opportunity to introduce myself, my name is Jose C Torres I'm a pilot l own 3 three aircraft and have my A&P license, I currently keep our aircrafts at KWHP,  we use our aircrafts during the operation of our business, my son and myself own the business for over 38 years and use them to travel to different locations  throughout California and other States. Our company has contracts that needs to be service on a  monthly, quarterly or annually.

Sometimes we provides routine service to local and government agencies. One of the areas airport that we use is KSMO as one of our airport we land to provide our services to agencies in the area. When we land  we need services too like fuel, food, rental car sometimes tools and materials are purchased to complete our job task. i know it doesn't sound like much but as a business owner every little bit helps the bottom line, It's really sad that the people of Santa Monica have no idea how much money comes in because of this airport and because people like us. I meet so many people in business like ourselves who are doing the same by flying into KSMO conducting business in the City of Santa Monica they use the airport to do there business in the City of Santa Monica. It's a shame that the airport is scheduled for closing 2035. If this happens I'll probably stop doing business in the area because of the time that it takes for us to drive the 405 we could have completed one two of our service stops. It's very hard to drive with all the traffic and I'm sure that with the airport closing they'll probably building homes and condo's.more traffic less time to do business.

I hope you can understand why we would like to keep using Santa Monica airport as one of our landing points.

If you would like to contact us feel free to.

Subject: Airport Commission Appointee

EXTERNAL
Dear Santa Monica City Council Member,
I am writing you in support of Eve Lopez as a candidate for the Santa Monica Airport Commission. As a technical advisory group, the Airport Commission should have at least one commissioner who is a current, active pilot and user of Santa Monica Airport.

In its current form, there is not one member of the SM Airport Commission who is an active pilot and user of SMO.

Unlike other technical boards and commissions in the City, the Airport Commission oddly requires no specific aviation experience. The Airport Commission would clearly benefit from requiring aviation expertise from the majority of members. All that is currently required to apply is residency and not being a paid City employee.

The Airport Commission consists of five (5) members appointed by the City Council. They must be residents of the City of Santa Monica and none of whom shall hold paid office or employment in the City government.

Applicant Marie Manvel has applied to multiple commissions and would be a better suited for a non‐airport board or commission. Applicant Diane Reynolds is also a non‐aviator who lacks any technical knowledge and/or experience with airport operations, etc.

Applicant, Eve Lopez, as a long time resident, experienced and active pilot, and woman of color, would be the ideal appointee inline with Council values.

Thank you for your consideration.

Sincerely,
Christian Fry

Dear Council Members,
It has come to my attention that today you will be appointing a new airport commissioner.

It’s important that all of the City’s commissions deeply understand their issues and represent all residents. In the case of the airport commission, there are many important issues to be dealt with in the coming years while the Santa Monica Airport is open. But none of the current commissioners have any aviation experience. How can the city council trust the recommendations of a commission whose members have minimal working knowledge about how airports work? I urge the council to appoint someone who has relevant knowledge and represents the City’s diverse interests. I have seen Eve Lopez in action and I believe she would be a fantastic choice. But I’d welcome anyone who brings a deep understanding to all of the aviation‐related issues the commission is faced with—and can also identify other issues that the current commission might not even anticipate.

Sincerely,
Krisztina Holly

Importance: High

EXTERNAL
Dear Council Members,
I would like to endorse both Erik Neandross and Robert Lempert to be extended for another term on the Commission on Sustainability, Environmental Justice and the Environment. While both have served for some time with proven expertise and track record on the Task Force for the Environment, the newly minted Commission during the time of Covid lock‐ down was mostly dormant with few meetings. It is only this year that meetings have resumed more regularly and they are invaluable to the Commission. I think it would be prudent to continue the Commission's work with their strong expertise and invaluable understanding of the work being done as part of the solidifying of the Commission's cohesiveness.

That is my recommendation as both a new member of the Commission and a citizen of the City of Santa Monica.

Good morning Council Members:

I would like to recommend appointment of Erik Neandross and Rob Lempert to the Commission on Sustainability, Environmental Justice and the Environment given their unique expertise.

Mr. Neandross is an expert in alternative fuel, clean transportation and energy. His expertise will be invaluable to the City as it continues transitioning its fleet to clean transportation to meet its clean energy goals as part of the Sustainability City Plan and limit greenhouse gas emissions.

Mr. Lempert is an expert in climate change. Mr. Lempert can provide insight on climate change modeling, the effects of climate change globally and on the resources within the City of Santa Monica aiding long term planning.

Thank you for your consideration.

This was a year after the Mayor’s husband advocated before the Council for the Housing Commission to be able to return to its normal operations, i.e. monthly meetings, due to the important role of the Commission and the substantial workload the Commission is faced with amid the affordability and homelessness crises. The Council agreed with the Mayor’s husband at the time…
Here’s the Mayor’s dramatic and emotional recusal from a Housing Commission related item four months ago when the Council attempted to remove Leonora Camner from the Housing Commission:

“I’ll be recusing from item 13-G. This has been very painful for me. I want you to know this whole thing. I believe that this Council mistreated my husband to advance the political agendas of various of its members when it refused to let him serve out his term on the Housing Commission. Because of that, I have become personally embroiled in this controversy and have a strong bias around this item, that I can’t separate from my personal feelings, which are very strong and very hurt, and I am therefore recusing myself from this matter. Thank you.” Regards,

Such dehumanizing and prejudicial language and attitude are not what Santa Monicans look for in a city commissioner.

Dear SM City Council Members:

I wholeheartedly endorse Sunset Park resident Diane Reynolds' application to serve as an SMO Airport Commissioner and strongly encourage the Santa Monica City Council to appoint her to a four-year term.

Sincerely,
Marlene Perales

Last night at the Airport Commission meeting, when three women were to speak on Item 9, the Chair of the Commission attempted to cut their time short.

This was a blatant effort to stifle public comment and was conducted in a manner that was deliberate and unjustified.

I sat in the chamber and was less than shocked, since it was already horrific to watch these men state factual errors and then proceed to make decisions based on misinformation.

Do we seek disfunction in our government? Are we afraid of women with knowledge and skills that can contribute real world experience and facts to our commissions? Eve Lopez is a resident, pilot and user of the airport. She will bring balance and factual information to the commission.

An imbalance in government brings us the Supreme Court we now have.

All I ask for is a fair and balanced commission with experienced commissioners.

The Airport Commission has no member that understands current aviation technology and operations at the Santa Monica Airport.

Last night, one commissioner tried to defend the aviation credibility of another member.

If you don’t know what aviation knowledge looks like, how do you know it when you see it? Again, last night, not one word was said about safety or improving safety or mitigation of noise.

This commission is currently a liability and not an asset.

Please appoint Eve Lopez to the Airport Commission

The Santa Monica Police department is flying drones over our City with a woman as the safety pilot. This is the future of aviation. (pictures attached)
Currently there is a commercial tenant at the airport operating in a less than prudent manner. The Airport Commission has no idea since they are not pilots and never set a foot on the airport and have no pragmatic interest in aviation safety.

Why is there is not a woman on the airport commission or anyone with current aviation experience? We have white men with zero vision for safety, electric aviation and are spinning a yarn of myths. They waste our City Staff resources with baseless projects that accomplish nothing but waste money.

In 2011, The Airport Commission spent $70,000 with Rand on a consultant brief
https://www.rand.org/content/dam/rand/pubs/documented_briefings/2012/RAND _DB639.pdf
This was a waste of money since the Airport Commission did not like the findings of the brief and lambasted the authors. The Rand report suggested the airport land had multitude of long term values if properly managed
We need a balanced Airport Commission to spend money in an ethical manner and have a flow of information that is of value to everyone.

Dear Council member,
I am writing to support the nomination of Eve Lopez to the Airport Commission. Eve will bring her great talent, experience, knowledge, and insight, to the Airport Commission. As a Santa Monica resident living just west of the runway, Eve is acutely aware of the critical issues and challenges relating to the airport and its impact on the Santa Monica community.

As a Santa Monica mother and resident, she will put the focus on the well-being of families and our children in helping to guide the council towards the future.

Eve has experience working with and serving on boards, she has a proven record of volunteering for social causes, and she has the deep know-how and understanding of aviation that none of the other candidates possess (other than Kate Scott, who is also knowledgeable and has a great history in public service and volunteering to serve and give back).

Eve's involvement and local knowledge of all things related to Santa Monica shows by the depth of her application - unmatched by any of the other candidates. The fact that Eve applied earlier than any other candidate, by more than 4 months, is a telling example of her diligence and dedication.

Eve is committed, diligent, and hard-working. Eve's work ethic will make the Council's work easier and more streamlined, because she will always present an even and fair approach and analysis, measured and balanced after taking in all data and all relevant factors.

The data-driven and locally-insight-based analysis that the council can expect from appointing Eve Lopez or Kate Scott is necessary and will make the council's work more efficient.

I strongly encourage the Council to appoint Eve Lopez. She will be an asset; and the City, the Commission, and the Council, will all benefit tremendously from her participation. If for any reason the Council is not inclined to appoint Eve, I also strongly support the appointment of dedicated civil servant Kate Scott.

In February 2022 the Council attempted to boot Ms. Camner from the Housing Commission.

Surprisingly, none of the sponsors of the item articulated the reason why Ms. Camner should be removed from the Commission.

Let me state it here:

Ms. Camner draws a salary to direct the operations of a legislative advocacy organization called Abundant Housing LA, whose goal and purpose is to advance through legislation a specific political agenda: one of forced urban density.

What better way to advance such an agenda than to get on an advisory body to the City Council, e.g. the Housing Commission, and influence legislation this way? Ms. Camner has been using the Santa Monica Housing Commission as a platform to advance the goals of her organization, e.g. upzoning, which is a wealth transfer from the public to the private sector.

Abundant Housing LA’s 2021 Annual Report reads in part,

“In 2021, we co-sponsored AB 1401, a bill to reform local parking requirements, and mobilized members to support SB 9 and 10. The victories of SB 9 and 10 were a major victory and a symbolic renouncement of the exclusionary single family zoning, driving housing scarcity and high costs throughout the state. Finally, AHLA formed a PAC, and is planning to make endorsements and campaign for pro-housing candidates in 2022. In order to make a difference in the 2022 elections, we will need all hands on deck! Please get involved in volunteering and campaigning for housing change.”

For the past six months, since there was a political shift within the Housing Commission due to new appointments, Ms. Camner has been engaging in disruptive behavior during Commission meetings.

For example, she used an agenda item to launch into a seven-minute monologue about an issue unrelated to the agenda item. When reminded by the presiding officer that she was off topic and the Commission had to move on, Ms. Camner threw a tantrum claiming that her right to free speech was infringed upon. She later proceeded to file an unsubstantiated formal complaint with the city regarding the incident. The truth about what transpired is available for anyone – the video of the Commission meeting can be watched online.

Recently Ms. Camner vigorously opposed the proposal by one of the commissioners to invite a guest to speak on the cost of housing in Santa Monica. Ms. Camner does not like the proposed speaker.

Ms. Camner attempted to blackmail the Commission by saying that if that guest is invited, another guest must also be invited, one that she likes and approves of… Item 16.A

RE: 6/28 agenda item 16-A: Airport Commission appointment We support the appointment of Diane Reynolds to the Airport Commission because she is the only candidate who clearly supports airport closure and transition to park space.

Reynolds was an active volunteer with the successful community effort to pass Measure LC -- “It’s Our Land” -

She organized her local Neighborhood Watch group.

Suzanne Paulson, who all served on the Commission.

Again, we support the appointment of Diane Reynolds to the Airport Commission.

Sincerely,
Gavin and Nicola Scott,

Dear Council Members,
I write to encourage the council to appoint Eve Lopez to the Airport Commission. As a pilot and resident, she would be the only Airport Commissioner to have a technical knowledge about issues related to the operation of the airport. She would also be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice in line with Council values.

Sincerely,

As a pilot and resident, she has the technical knowledge related to the operation of the airport and the only woman on the commission and a woman of color.

Two other candidates, Marie Manvel and Diane Reynolds do not meet the basic needs of this commission. We need people who understand how to manage this resource for the whole community and not just provide a biased and small set of residents.

We in Santa Monica value the full communities input, not just load vocal minorities or rich greedy developers.

Its about time we elect people who represent us all
e.g 1. Marie Manvel has submitted applications for 11 of the city’s 25 Boards and Commissions and better better suited for a non‐airport board or commission.
e.g. 2 Diane Reynolds is only focused on closing the airport which is NOT in the best interest of all of us. She is a poor candidate to represent all our views

I write to encourage you to vote for the appointment of Eve Lopez to the Airport Commission. As a pilot and resident, she would be the only Airport Commissioner to have an aviation background and the technical knowledge about issues related to the operation of the Santa Monica Airport.

Additionally, she would be the only woman on the commission and, as a woman of color, would represent a fully inclusive choice in line with Council values.

You may ask why I'm involved. I believe that Santa Monica Airport has been, and must remain, a part of the future aviation of this country. I’ve been a pilot for 52 years and served in the U.S. Navy as a Naval Flight Officer for 30 years, retiring as a Captain. I also instructed at National Test Pilot School for 14 years, teaching advanced aircraft technology subjects to aviation professionals from around the world, including many of the FAA’s Test Pilots and Flight Test Engineers. The world-wide aviation industry is currently at an infliction point in technology. Many newly-designed air vehicles will be required in the future, and they will replace the current fleet with more efficient and technologically advanced systems, providing immense benefit to communities who have the foresight to make local operating facilities (currently called airports) available.

Your Santa Monica Council has many decisions to make for the future, and would be well served by the appointment of Eve Lopez to the Airport Commission, to aid in making important, technical, decisions supporting the citizens of Santa Monica.

Sincerely,
Mark Swaney
