Report
City Council Meeting: July 12, 2022
Agenda Item: 5.A
1 of 3
To: Mayor and City Council
From: Rick Valte, Public Works Director, Public Works, Resource Recovery & Recycling
Subject: Adoption of Resolution for California Department of Resources Recycling and Recovery (CalRecycle) Grants
Recommended Action
Staff recommends that the City Council:

1. Adopt the attached resolution authorizing the application for grant funds from the California Department of Resources Recycling and Recovery (CalRecycle) to reduce, recycle and reuse solid waste generated in the state.

2. Authorize the City Manager to execute all necessary documents to apply for all grants, accept the grants, if awarded, and accept all grant renewals, if awarded.

Summary
The California Department of Resources Recycling and Recovery (CalRecycle) administers various statewide recycling and waste management programs aimed at promoting increased recycling and reducing litter in the waste stream. Over the last 17 years, the City of Santa Monica has received over $1.3 million in grant funds. These grant funds have been applied to Citywide waste reduction programs such as used oil recycling, beverage container recycling, and food waste recovery. For the City to continue receiving CalRecycle grant funding, staff requests Council adopt the attached resolution (Attachment B) authorizing the City Manager to execute all required application documents, receive any grant awards, and execute any grant renewals through 2027.

Discussion
CalRecycle requires a resolution that authorizes application for and receipt of any grant funding. Council adopted the current resolution in 2017. Over a span of 17 years, the City has received about $1.3 million over a range of grants from CalRecycle, including $132,049 to educate residents and businesses about organics recycling and to provide them with the resources to recycle organic waste. The resolution enabled staff to apply for CalRecycle’s SB 1383 Local Grant Assistance Program that was aimed at reducing the amount of methane-emitting organic waste in landfills.

The attached resolution (Attachment B) replaces Resolution Number 11073 (CCS) which terminates on August 8, 2022. Following the adoption of this resolution, the City would be eligible to apply for and receive grant funds from the State through August 8, 2027. Once payments are awarded, funds would need to be expended prior to the end of each grant cycle.
