To all City council:
We request that the decibel level be lowered down by 200 decibels on 1200 block 3rd street promenade as it detrimentally impacts residents in their apartments/homes on 1100 block 3rd street.
We have performers & 1212 restaurant both competing for attention from the public and thus the Santa Monica residents suffer damage as a result of this competing sound battle.
Over the weekend 2readings we’re taken by “ block to block” staff & they reported 950 decibels each. However if they’re next to each other that sound is doubled and the gateway is all the way north to our homes.
We request that this rule be placed so that we can have peace in our apartments/condos/senior housing. Our rights to having peace at home are being compromised.
Kindly,

Fine green grass property owners!!
Yesterday, I witnessed new sprinklers and grass installed in the new luxury building 2 doors south from my apartment. [Outrageous!!]
The same day, the front page of the LA Times headline read "State is saving water‐but not enough" Let's please do something now.
Please let me know what I can do to help?

EXTERNAL
Dear Mayor and City Council Members,
Many rent control tenants have not yet received notice of their specific rent increase amount and are unaware of what their rent will be increased to and due on September 1st.
Many will be shocked. How many will find a 6% rent increase impossible to budget for? Please act carefully and expeditiously to protect our tenant community now.
1. Limit this year’s increase to no more than 3%.
2. Place a measure on November’s ballot to amend the Rent Control Charter that will give the city the ability to better address tenant protections during extreme or unusual circumstances.
Please figure out a way to use every power you can muster to limit this year’s rent increase for our community members in rent controlled units to no more than 3%. Please do this before the September 1st increase goes into effect. Enact emergency powers, or whatever is at your disposal to protect tenants before it is too late.
The 6% rent increase could very well force residents to move out of Santa Monica. Prudent people know spending more than 50% of your income on housing is not wise. Responsible residents recognizing that this outrageous 6% outlying increase will become a permanent and compounding component of the MARs will leave Santa Monica. The vacated units will then be rented at market rate. Will longtime tenants, who have nowhere to go or cannot afford moving expenses, be forced to forgo healthcare, medications, food and other essential items? City of Los Angeles froze rents during the pandemic. Santa Monica did not. Our neighboring cities of Beverly Hills, West Hollywood, Culver City, and Inglewood have decided on increases of no more than 3%. Oakland’s City Council recently enacted an ordinance to limit their rent increase to no more than 3%.
An increase of no more than 3% is what other California jurisdictions have determined to be fair to both the property owners and tenants.
Regarding a proposed ballot measure to amend the Rent Control Charter, staff has recommended "Authorize the Rent Control Board to impose a rent freeze during a declared emergency.” This will not give the city officials the ability to mitigate future rent spikes in extreme conditions that threaten the public good and public health, like sky high inflation.
The City of Santa Monica needs to give itself the ability to respond to situations that may not be an "official declared emergency” such as extreme economic conditions or other unforeseen circumstances or a combination of unforeseeable occurrences.

Financially some are better off than the Majority of renters, please consider implementing an Emergency Rent Freeze Ordinance starting immediately or as soon as possible, no rental increases at all or if any a 1%‐3% cap.
You will not just be capping the Santa Monica Rents but also the explosion of new Homeless Santa Monica Residents.
The Rent Control inflation clause will seriously harm many Santa Monica Renters for generations to come if the 6% rise is allowed and will make Santa Monica Residents Homeless now and in the future.
Please Find a way to Freeze the 2022 rent rise.

Members of the Santa Monica City Council,
This letter is to support action to help keep our neighbors in their places of residences, some of which have called these places home for decades. Along with other organizations throughout the city, we are concerned that the automatic increase of 6% will force residents throughout our city out of their homes and into possible homelessness.
We would ask that you obtain advice from the city attorney on whether you could impose an emergency order to cap the increase at 3% (equal or similar to other nearby cities) and if deemed allowable, propose such action before our neighbors are forced to not call Ocean Park home, or worse, don’t have anywhere to go.
Thank you for your prompt attention to assisting the members of our Ocean Park community and the entire City of Santa Monica.

Good Morning :
Please consider reducing this huge amount of rent increase in this difficult times.. A 3% increase is more fair and reasonable. Our income and work has been reduced and this increase makes it extremely difficult to afford. My income is 40% less compare to 2 year ago.. I have been a resident of Santa Monica since 1977 and consider this beautiful city as my home and do not intend to move.

Dear esteemed Santa Monica city council members,
It has been like living in heaven every day getting to live in Santa Monica. I moved here in November to start a new chapter in my life. I was blessed enough to get a room and a room controlled apartment on Hill Street. I am six blocks and a 20 minute walk to the ocean. Every day when I step out and feel the air and sun, I feel healed.
Some of the seniors in my building have lived here since they got married in their early 20s. Now their grandchildren run around in the courtyard. One gentleman, Frank, who lived in this building, died peacefully in his sleep last night. Because of rent control, people can age in place here. Someone like me, in my midlife, can be situated in a safe place with affordable rent while I figure out my next steps.
I would be grateful if you could adopt a 3% cap for annual rent increases, going forward. A 6% increase would gradually make the current housing stock unaffordable within a few years. The building I live in is very old and threadbare. Most people with lots of disposable salaries would want to live in a more modern, prettier building. But you are allowing seniors and people like me and young people starting their lives a chance to enjoy being rooted on the west side by permitting rent control in these older buildings. It would be unfortunate if only the very affluent called Santa Monica home.
I have a lot of thoughts about how the city could help someone like me to become a first time homeowner, including connecting us with empty‐nesters seniors. I hope you will continue to think out of the box and grow a bright, sustainable and inclusive future for Santa Monica. Affordable rent control keeps Santa Monica diverse, interesting, and neighborhood like.
Thank you for listening. And for all you do on behalf of the city and its people. I personally hope to leave here a long time and grow a family here.

I also supplement my mothers expenses she is 84 yrs old How do I possibly consider not taking care of her in order to pay rent?
Thats what this increase will do to people like me.

Honorable Mayor Himmelrich and City Council Members:
We are currently seeing the effects of our Draconian Rent Control Charter, which does not permit the Rent Control Board authority to mitigate, discuss or confer with regard to rent increases under "any" circumstances, regardless how urgent or dire the situation.
The amendment placed on the ballot in 2012 to cap rent increases at 6% has now been tested for the first time and we see the coming disastrous results for many in our Santa Monica renter community. While neighboring cities, as well as the City of Los Angeles, froze rents for 2 years during the pandemic our Rent Control Board's hands were tied to make any adjustments whatsoever.
The mechanism in our Rent Control Charter that triggered a 6% rent increase at 8% inflation was unknown, untested and has taken our renter community by surprise during a period of highest inflation in some 40 years following a once in a hundred year worldwide Pandemic no less.
We come to our City Councilmembers to ask you to use emergency powers to bring this 6% increase to a level of no more than 3% for this year, in concert with neighboring cities, to protect renters from undue financial stress and in some cases even homelessness.
Secondly, to protect our renters in the future, it is important to make some changes to the Rent Control Charter by giving flexibility to respond to events, as yet unknown, and beyond our control, It is also important for the Rent Control Board to have the authority to freeze rents in a declared emergency. And it is important for City Council to consider lowering the 6% cap in an effort to do everything possible to prevent an economic emergency in the future.
The time to act is NOW. The time to prevent housing insecurity is NOW. The time to reevaluate the current Rent Control Charter and make amendments that meet the moment in today's changing world is NOW. And the time is NOW to protect our renter community from the hardships of a 6% rent increase September 1st.
Thank you.
Sincerely,
Phillis Dudick

Subject: Ominous Rent Increase
EXTERNAL
Dear Councilperson,
Increases in rent must be gradual and those needing help must get support. Sources of support, such as Social Security, retirement funds, and pensions have not had time to adjust for the abrupt inflation. You can help with his critical problem.
Please act now to avert the looming 6% rent increase to all rent-controlled tenants, and to provide support to our already struggling
rent-burdened lower-income neighbors:
1. Place on the November ballot a Charter Amendment to lower the General Adjustment cap to 3% or less;
2. If legally permissible, pass an ordinance limiting rent increases from September 1 through the November election to 3%;
3. Cease or reject efforts to undermine, and instead support, the citizens’ transfer-tax initiative signed by over 10,000 Santa
Monica residents that will provide desperately needed funding for ongoing and emergency rent subsidy programs. Please protect
Santa Monica residents and Santa Monica values today.
Thank you for your attention to this critical issue,
Very Sincerely,
Michael Moore

To the Santa Monica City Council Staff:
We can not and should not continue the gentrification process. On top of inflation, people who have lived and are living in Santa Monica for many many years are being pushed out by the in affordability and increase in prices of rent and other costs of living variables. Do we want Santa Monica to be a city where only the wealthy and affluent have the opportunity to thrive or is Santa Monica an inclusive city that welcomes all.
Please act now to avert the looming 6% rent increase to all rent‐controlled tenants, and to provide support to our already struggling rent‐burdened lower‐income neighbors:

Santa Monica residents who are just trying to keep a roof over their heads should not bear the burden of landlords who not only are able to pay off mortgages with renters’ money, but profit massively off the income they derive from renters. Homelessness is a rampant issue across LA County and Santa Monica should not be contributing to the unhoused population by allowing landlords to raise rent by so much that people are pushed out of their homes.
Please protect Santa Monica residents and Santa Monica values today. Thank you.

Dear Hon. Mayor
and Hon. Council Members
The SMMR recommendations before you now
Are important for the city and the community of renters which constitute many voters who will be affected.
Our city has received important recognitions for building affordable housing Our way of merging affordable housing into the land scape of our city and integrating it into the built landscape has been honored by many awards.
Keeping 3% as the yearly raise does not create hardships for people as raising it to 6%
You can manage the vote to keep affordable Housing for our tenant’s population.
The Transfer Tax Initiative has been used by many cities to create a fund to support needed funds for ongoing emergencies for renters in their city.
I also understand that a petition is in front of you with 10,000 of signatures of Santa Monica residents in support of this tax transfer. For all other petitions the number of 750 signatures suffice, it is not a good idea to ignore this request.
I urge you to place both issues on the ballot for Nov 2022, and let the public speak.
Best

City Council members,
I have been a Santa Monica resident since 2009. This is one of the best cities in LA County, in my opinion. However, it's also one of the pricier cities in LA County. Regardless, I appreciate the fact that I can walk or bike within this city and not have to drive often, if I don't want to. Public transportation is great here, as well, and very accessible. The small-town, community feel that Santa Monica has, combined with being "big city-like" is another thing I love about this city.
In 2020 when COVID first hit, like many, my work hours were cut significantly. I was lucky, though, to still be able to afford rent. In 2021, my work hours are back to normal, BUT, I'm STILL trying to catch up on financial issues due to COVID. I don't want to have to move out of Santa Monica if the rent increase of 6% is permitted.

I advocating for the elderly and for families trying to keep shelter for themselves and their families. The added increase in rent can cause them to lose their apartments and take the additional monies you are proposing to increase out of their pockets for food and other necessary living expenses.
I am a single person and I faith I will be able to continue to meet my rent requirements, however, that doesn’t mean I am not hard working and approaching retirement age. I did not have to take advantage of the COVID rent offerings, but many did and some who were eligible and needed to likely weren’t able to understand or access it because of age and non‐technical abilities. Use what is left in your budget to fund whatever it is you are going to fund from taxpayers and renters from your bucket that is likely still full. Many of you, if not all of you, likely live in a home that has a fixed mortgage and have live off of a salary of good fortune and some from taxpayer dollars. Santa Monica is getting out of control with homelessness and crime. Many likely want to leave, but where would they go? They don’t have savings that can afford them to up and move. Help make our city safer and maybe people wouldn’t oppose an increase. Just sayin’… Sincerely,
Ann Schlorholtz

I advocating for the elderly and for families trying to keep shelter for themselves and their families.
The added increase in rent can cause them to lose their apartments and take the additional monies you are proposing to increase out of their pockets for food and other necessary living expenses.
I am a single person and I faith I will be able to continue to meet my rent requirements, however, that doesn’t mean I am not hard working and approaching retirement age. I did not have to take advantage of the COVID rent offerings, but many did and some who were eligible and needed to likely weren’t able to understand or access it because of age and non-technical abilities. Just sayin’…
Sincerely,
Ann Schlorholtz

Thank you thank you thank you!!! I have owned multi family units in Santa Monica since 2002. The usual rent increase allowed of about $47 never kept up with the market rates or expenses.
During 2 years of COVID, I didn’t raise rents. Inflation has risen so fast that it’s harder and harder to keep properties up, but we must!
Thank you and I ask you to stand firm with this increase! Evelyn Kelly

Dear Santa Monica City Council Members:
My husband and I have lived in Santa Monica for over a decade in the same apartment. I work in Santa Monica, and my husband now works from home.
We have a community in our apartment complex. We take care of one another, water each other’s plants, keep an eye on homes while renters are away. We spend our money in this neighborhood. Our laundry, groceries, dining out, all done in Santa Monica. We buy local. We support our community. Support us. I urge your consideration against the 6% proposed rent increase beginning in September.
This increase will not only hurt our family, but also take away our ability to give that money back to local businesses; to continue to foster our unique, diverse community. Rent control helps to keep this community reflective of the people who work and shop here. We should be able to live here too. With all the financial pressures of the world mounting for working people, and no end in sight, a 6% increase to our rent would be another step toward a tipping point. Please don’t let this happen to us.
Please act now to avert the looming 6% rent increase to all rent-controlled tenants, and to provide support to our already struggling rent-burdened lowerincome neighbors: 1. Place on the November ballot a Charter Amendment to Item 1.A

Dear Councilmembers,
Please act now to avert the looming 6% rent increase to all rent-controlled tenants. As a longtime resident of Santa Monica who had to stop working when the pandemic started due to health issues, I write on behalf of our Santa Monica community to voice the struggles that we are currently facing as tenants. The pandemic, coupled with soaring inflation and gas/food prices, have severely affected many families who are deciding whether they can even stay in Santa Monica, or California for that matter. We love our community, but a rent increase of 6% would be intolerable for our young family, who is currently living on one income until I am well enough to work again. I cannot even imagine what lower-income neighbors are going through.
I urge you to preserve and provide support to our already struggling rent-burdened low-income neighbors by following the steps below.
1) Place on the November ballot a Charter Amendment to lower the General Adjustment Cap to 3% 2) If legally permissible, pass an ordinance limiting rent increases from September 1 through the November election to 3%; and
3) Cease or reject efforts to undermine-- and instead support-- the citizens' transfer-tax initiative signed by over 10,000 Santa Monica residents that will provide desperately needed funding for ongoing and emergency rent subsidy programs. Please protect Santa Monica residents and values today.
Thank you.

We are still struggling to meet basic expenses, which have increased with inflation, and our loss of household income as a result of the pandemic has been devastating. We cannot afford to pay more and don't have the money to relocate so we are stuck between a rock and a hard place. An increase in rent means not paying for either health insurance or food and the pandemic is NOT OVER.

Dear Santa Monica City Council,
I fully support the measures listed below created by the Santa Monican's for Renter's Rights. I live in a rent control building and am shocked that we will have to pay $140 + additional fees every month when my landlord is doing zero to maintain or improve the building. There are zero legal expectations for him to provide an increase in livability or care but every year I'm expected to pay more due to costs. I am still working but have several elderly neighbors who live on fixed income and increasing their rent by this much is not only unfair but predatory given the rising costs of food and gas.
Pass an ordinance that caps rent increase and put on the ballot a measure to lower the General Adjustment Cap to 3%.
HELP KEEP SANTA MONICA DIVERSE ‐ ensuring accessible housing is the only way that is possible.
Thank you,
Jessica Baclesse

Phil, Kristen, Oscar, Sue, Kristen, Lana, and Christine, I currently reside in Santa Monica. The rent increase of 6% will be a financial hardship for me. I just found out about it after I signed a year lease. This is a horrible thing to do to unsuspecting renters like myself. Had I had more notice I could have made alternate plans, but now I am stuck. I’ve lived in Santa Monica for years and never had an increase like this.
This is outrageous. After the loss of income I’ve already experienced from the pandemic, this is just furthering my financial difficulties. This is just making life harder than it needs to be. Please don’t allow this to happen.
Please act now!

Dear Council Members,
I was extremely disheartened to learn that starting in September our landlords can raise the rent by 6%. This is an exorbitantly high amount considering it’s coming at a time when many are doing their best to make ends meet with ever increasing gas and food prices. It’s not as though any of us are suddenly getting a 6% raise at our jobs — many people work at minimum wage. (I myself am an extremely skilled 20+ year freelancer in the entertainment industry and would love to have a full time job with benefits, but the studios do not want to pay for that.) This amount is truly unreasonable and plays directly into the assumption that Santa Monica is just for “rich white people” who would happily let the disparity between the "haves and have nots" become even more out of control.
We ask you to please act now to avert the looming 6% rent increase to all rent‐controlled tenants, and to provide support to our already struggling rent‐burdened lower‐income neighbors: 1. This increase is a burden to those who can the least afford it, and is unfair to both tenants and Landlords. If someone pays $5000 a month rent they their increase is only 3%, it doesn’t make sense… those who can afford it the most pay the least!
Especially coming out of this very difficult time, in which not all of us were able to get the subsidies… Please, protect us.
I have a senior living with me for whom I am responsible financially. These are already tight quarters. And the 3% increase has already been a burden.
With my best regards,
Nathalie Bartling

Dear City Council MembersI am writing in response to the notice from SMRR about the 6% rent increase. My view is that a 6% increase is not unreasonable. My rent is low and I want my building maintained and I see all but the most essential maintenance getting deferred over the last couple of years. There is more and more vandalism and theft over the last few years and I want the landlord to be able to afford to do the repairs and provide more security measures. I say this because I and most of my neighbors can more than afford - this increase as they all have good paying jobs, who are long time renters and some are owners of multiple rental properties in Los Angeles and Santa Monica (and some only pay $800 for a 2 bd apt even though they don't stay there much of the time because they have other property!) Although a few newer renters have not paid rent this year (they are young and worked in restaurants and entertainment) . I worry about the landlord being able to maintain the building as he has not been able to receive rents from some newer tenants due to the pandemic and there are many long time renters who have very low rents but are doing very well in their jobs. The owner is very old and has been taking on more of the maintenance himself and I think the owner will be forced to sell if things keep going the way they have where he can't collect rents from all renters and expenses are going up and they cant even increase rents on these very low rent renters who are doing very well. I think its going to be larger corporations and the city buying these apartments. It seems the city is going to far with all this and making the landlords slaves because they have to work for free for some of these renters who don't pay or don't pay enough to cover the expenses. Instead the council should look at ways to provide assistance to those who are truly facing a hardship but not just give a break to everyone.
Thank you.

Please act now to avert the looming 6% rent increase to all rent‐controlled tenants, and to provide support to our already struggling rent‐burdened lower‐income neighbors: 1. Place on the November ballot a Charter Amendment to lower the General Adjustment cap to 3%; 2. If legally permissible, pass an ordinance limiting rent increases from September 1 through the November election to 3%; and 3. Cease or reject efforts to undermine, and instead support, the citizens’ transfer‐tax initiative signed by over 10,000 Santa Monica residents that will provide desperately needed funding for ongoing and emergency rent subsidy programs. Hello,
Santa Monica is a community driven by all types of people. I worry that this rent increase will continue to force out those less fortunate, leaving Santa Monica as a home to only the wealthy and short‐term vacationers, ruining the sense of community and place to many that call Santa Monica home.

My fiancé grew up in Santa Monica and, aside from college, has lived here all his life. We have loved living here and we hope to be able to stay. Getting our most recent rent increase in the mail, even at the cap of $140 a month, has made us question whether or not we can. Despite both of us holding full time jobs before Covid, this pandemic has not stopped affecting our livelihoods as hours have been cut and days have been more inconsistent. We both are more than willing to hustle, each of us hold more than one job to make ends meet, but compounding all of that with the staggering inflation rates and gas prices, that extra $140 a month is a burden -- and I consider myself one of the luckier, more affluent residents of Santa Monica.
Please act now to avert the looming 6% rent increase to all rent-controlled tenants, and to provide support to our already struggling rent-burdened lower-income neighbors: 1. Please avert the 6% ‐ I am a single mother and my son will be a sophmore at Samo High‐ I do not have additional income, only what I bring in and no child support. This is not fair to the renters, unless the landlords are also required to make significant improvements to the property, which are already incredibly overpriced.
Thank you,

I am a single woman who supports myself and now have an additional $140 to pay per month starting in September that I have not budgeted for, against historically high inflation, soaring gas prices, etc. An additional $140 per month is more than my friends rents are going up in NON rent control cities in Los Angeles. I am hoping you all will act, for me and hundred of other rents who are feeling this burden.
Thank you.

Last weekend, Santa Monica honored its essential workers at the Fourth of July parade. In two months, the gesture will ring hollow as rents rise to unprecedented levels.
I implore the City Council to consider its credibility during these difficult times. Hard decisions are part of the job, but from my perspective, it seems like an easy starting point to consider renters' needs, as these are the very people who we've seen are essential to our community.
I trust that the Councilmembers will consider their responsibility to the community, and through their actions (or potential inaction) their credibility going forward as leaders of the community. ‐‐

Dear City Council Members.
I'm getting close to retirement age, figure I will need to work way past retirement age to cover the increasing cost of living, pay market rate due to being forced to move from my previous rent controlled apartment, but this building is also under rent control. I received your annual rent increase notice and felt sick. I don't see how paying $141 more a month is reasonable or more important, affordable. I don't see how I'll still be able to afford to live in Santa Monica if mandated increases continue to be raised as high as those proposed. I'm not trying to sell you a sob story, but talk about the reality of the situation.
Please act now to avert the looming 6% rent increase to all rent‐controlled tenants and to provide support to our already struggling rent‐burdened lower‐income neighbors. Below are some suggestions as to what might be done.
1. Place on the November ballot a Charter Amendment to lower the General Adjustment cap to 3%.
2. If legally permissible, pass an ordinance limiting rent increases from September 1 through the November election to 3%.
3. Cease or reject efforts to undermine, and instead support, the citizens’ transfer‐tax initiative signed by over 10,000 Santa Monica residents that will provide desperately needed funding for ongoing and emergency rent subsidy programs.
Please protect Santa Monica residents. Thank you.
Sincerely,

It is so stressful worrying about such a substantial rent increase. In my situation I’ve been living in my apartment for 16 plus years. There have been no upgrades to my apartment in all these years. Including painting, carpet upgrade, kitchen cabinet repairs. Yet, I will be paying a substantial increase in my rent. I simply can not afford it. I could be facing not having a place to live. Please help me!

I am in such shock at this 6% rate increase!!! With the inflation situation, rising prices for everything plus being on a fixed income, this rent increase would be absolutely disastrous for me! How can you do this now… when we’re experiencing such extreme precariousness and desperation.
Of course I understand the need for an annual rent control increase, but this is frightening. I implore you to consider and take the actions above please please please!!! Thank you so much.

Subject: Protect Renters Against Extreme Rents
EXTERNAL
Dear Council Members,
I am a Santa Monica resident and have been for the last 7.5 years. I moved from NYC where rents are obscene and was able to find a nice 1 bedroom for myself at a reasonable price. Since living here that reality has changed drastically.
The rents are so unreasonable high unless you make 300+ a year you cannot afford to live here.
Santa Monica should not only be for the extremely wealthy.
I am currently in a rent controlled apartment, 1 bedroom as a single mom with my son. I would love to be able to give us the space we need as a family but I am locked into the apartment because of the extreme rents here. We stay so that my son has the ability to go to the schools here and receive a good education.
With rising inflation and excess prices on everything in our daily lives we are struggling to stay afloat.
If our rent was to increase by 6% it would crush us and MANY other families.
Here are the steps myself and others are asking you to take as our representatives:
1. Place on the November ballot a Charter Amendment to lower the General Adjustment cap to 3%;
2. If legally permissible, pass an ordinance limiting rent increases from September 1 through the November election to 3%;
3. Cease or reject efforts to undermine, and instead support, the citizens’ transfer-tax initiative signed by over 10,000 Santa Monica residents that will provide desperately needed funding for ongoing and emergency rent subsidy programs. Please protect Santa Monica residents and Santa Item 1.A

Dear City Council members,
I have lived in my current apartment here in Santa Monica for 43 years. I am now retired from 3 different work industries: hospital technology, motion picture film editing, and residential realtor. Because my current income is limited to Social Security and past savings, the prospect of my rent being raised annually above 3%, has me very concerned.

I would just add that one reason this is important is that the State of California inflation adjustments just finalized (and likely similar measures in the future) are unfairly less adequate for single adults who do not have children than for adults (single or otherwise) who do have children.
Thank you again.

I have lived in Santa Monica for over 10 years and have a Santa Monica business license for my sole proprietorship but I would be unable to continue to live in this city without the current rent control measures. This increase threatens the tenancy of so many Santa Monicans and will only add fuel to the crazy rent hikes as people are forced to move out of the city and landlords can name their price. Many of us residents and business owners are still trying to recover from the impacts of COVID, historically high gas prices and cost of living increases. I paid my rent ontime every month throughout the pandemic despite loss of business and now to have the rent raised even further feels like an unfair burden.
Thank you for your consideration,
Mary Catherine Finney

Our family is on Section 8 and it's so hard to stay within the small window that lets us stay in our place. If rents go up, we will have to pay the difference between our voucher limit and the new rent. We are already very close! The federal limit is much lower than the average SM rent. We are only able to stay in our place AT ALL bc we've been here a long time. If the rent gets too high above the voucher, we will be in crisis as we are currently on welfare and food stamps and pursuing federal disability. (My husband and I are both mentally disabled.) Thank you for your attention.

Subject: 6% Rent Increase for Santa Monica Rent Control Units
EXTERNAL
Dear Santa Monica City Council Members:
I am a low-income, senior citizen tenant who has lived in the same rent-controlled unit in Santa Monica for nearly 30 years. I was absolutely stunned to get a notice in the mail that rent-controlled landlords can raise my rent by 6% as of September 1, 2022. This increase will be incredibly burdensome to me and I'm sure many others in my position. I urge you to use all your power to do the following:
1. Place on the November ballot a Charter Amendment to lower the General Adjustment cap to 3%;
2. If legally permissible, pass an ordinance limiting rent increases from September 1 through the November election to 3%; and

I would be so appreciative for your help. This latest rent increase is a life-changer and will cause significant challenges for me going into the future.
Sincerely,
Adrian Maher

Like many of us, I am on a fixed income. I’ve stayed in this apt. specifically because it is rent controlled. The 6% increase means I have to leave to find smaller and shared accommodations.

Subject: Concern over Santa Monica Rent Increase
EXTERNAL
Hello Councilmembers,
I am writing to express my concern over landlords having the ability to increase rent to 6%.
This is extremely unfair and is detrimental to people of this community.
The cost of living in Santa Monica from taxes to rent is very high and it already takes many sacrifices to be able to live here and enjoy the community.
I've been a Santa Monica resident for 10 years and since I've lived in my current apartment, I've been able to budget out the estimated costs I would incur each year with the standard increase.
Due to my current rent, I would hit the maximum of a $140 monthly increase. This is an unexpected cost that people have not been able to budget for. I live alone and would need to take that full cost on myself which would be an additional $1,680 per year.
This sets a very dangerous precedent for future years as this starts to compound.
Please consider standing up for your residents. We unfortunately don't have the privilege of owning property/having that equity, and in my opinion we are the people that are most poorly equipped to handle rising costs.
Thank you for your consideration.
- Tara Bargioni

Please act now to avert the looming 6% rent increase to all rent-controlled tenants, and to provide support to our already struggling rent-burdened lower-income neighbors: 1. Place on the November ballot a Charter Amendment to lower the General Adjustment cap to 3%;
2. If legally permissible, pass an ordinance limiting rent increases from September 1 through the November election to 3%; and 3. Cease or reject efforts to undermine, and instead support, the citizens’ transfer-tax initiative signed by over 10,000 Santa Monica residents that will provide desperately needed funding for ongoing and emergency rent subsidy programs. Please protect Santa Monica residents and Santa Monica values today.
Thank you.
I am a 70-year-old renter living in Santa Monica struggling to support my wife, children, and myself. We live on my social security and other fixed income and it's especially difficult with inflation the way it is. Our rent will go up $90 per month if our rent is raised 6%, which will be unsustainable. Please do whatever you can to cap the rental increase to 3%.
Sincerely,
Don Farber

My wife and I have lived in Santa Monica for almost 30 years - raised our children here and we have both worked full-time in the Santa Monica community all those years. Previously I grew up here and graduated from Lincoln Middle School and Samohi. We are now seniors, my wife has recently retired and I will be doing so in the next year or two. Reasonable rent increases like the 3% cap suggested by SMRR are sustainable but this 6% increase is shocking and upsetting. If increases continue to be in that range - we, and many other tenants in Santa Monica - especially older ones who are unable to generate greater income - will be priced out of the area and be forced to move from the city we have been such a part of and loved so much. So I am emailing you in support of SMRR’s position and hoping you will seriously consider what can be done to keep the caring people, who have been committed long term to our community and neighbors, sustainably in their homes. We have worked hard to have a life here and would like to continue to be a positive part of the community.
Thank you for considering this,
Yours sincerely,
John Gaydos

My girlfriend and I are so happy and proud to be in a rent-controlled apartment in Santa Monica, the community we love. Please don't allow this change. We depend on the affordability of our rent, as I'm sure so many others do! Side with the people, with the renters, with the lower-income folks. Don't price out and chase out the people who have loved and served this community so well. It's not too late to do what's right.
Please protect Santa Monica residents and Santa Monica values today. Thank you.
Appreciate your time and consideration.

Dear Council Members,
I’ll keep it short, as I know you are receiving a lot of panicked messages. Please add my own concern to that pile.
Many of us lost a great deal of work and income during the pandemic and were never able to fully recover. I, for one, am still trying to get back on my feet. An interruption in my business can be the death of a career, but I’m fighting it tooth and nail. However, setbacks like this unanticipated one (for me, unanticipated b/c I am not privy to all the little planned disasters the rent control board has managed to ignore) can really seal the nail in the coffin.
If there is anything that can be done, please give Santa Monica residents a fighting chance. 3% caps can feel significant as is, but 6% is beyond discouraging. Just a couple years ago, my landlords claimed my MAR was significantly higher than it had been for the 2 decades I was living here. The Rent Control board complied, and claimed they couldn’t show me proof of when it had been increased b/c the “microfiche was missing.” So I was forced to endure a significant rent increase after having made financial decisions based on my circumstances.
This is a double whammy for me. And I’m wholly aware it’s even worse for others.
Please consider us before we get those dreaded 30 day notices.
Thank you,
Kathy Christopherson

Hello,
I’ve been a resident of Santa Monica for 26 years. I’ve seen the city change from a beach front community into a bigger city. I’ve met the different business owners and landlords in the city. Most of the landlords have had the property(ies) in their families for generations. The buildings are more than paid for and now, other than taxes, they don’t have to pay anything. Most of the renters don’t have family money. A lot live paycheck to paycheck, especially in the past few years.
If we weren’t coming out of a pandemic and in a recession, I would say, ok, don’t like the increase, but I think people can handle it. Not this year. Not considering what we came through and what we are still facing. I hope that resonates with you.
Please act now to avert the looming 6% rent increase to all rent‐controlled tenants, and to provide support to our already struggling rent‐burdened lower‐income neighbors: 1. HI.
I Like to inform you that I am living in Santa Monica for almost 23 years and recently I received a mail regarding raising the rent 6% and am very shocked and disheartened that how could I afford this though I have a limited income and this raise is too much. Due to the circumstances right now and because of inflation, I even can't afford to buy any healthy food. I'm 67 years old and can't look to have a 2nd.job due to my health.
PLEASE CONSIDER MY REQUEST AND DON'T LET ME OUT OF MY APPARTMENT.
THANKS.

Dear Santa Monica City Council Members,

Additionally, it’s important to note that all eyes are on the council. The response to economic challenges, general safety, and housing has been abysmal at best. At the same time, the volume of developers building new properties with a price point that is reserved for a small minority does not align with the progressive and diverse mission for what we, the constituents of Santa Monica have for a long time held as our values. I sincerely hope that the council steps up to bat for those of us who call Santa Monica home.
Please support the people first, and in doing so, we will support you, our elected representatives.
Thank You,
Matt Parker

This is unconscionable. A 6% increase. Nowhere else in the city is that happening. Many of us moved to Santa Monica for its rent control and we pour money into our local businesses. Please do not let this happen.
Please protect Santa Monica residents and Santa Monica values today. Thank you.

Dear City Council Members,
I’ve been a renter and resident of Santa Monica for over 20 years. I also own a home in Palm Desert because I couldn’t afford to buy in my beloved community. As a well‐educated and well‐compensated professional even I am feeling the financial strain of these extraordinary times. The hardship is real and I am very concerned for those who are less able to weather this financial storm.
Over the years, I have seen many changes to our wonderful City. Some wonderful and some well not so wonderful. I shudder to think what our community might look like if we lose our diverse population. With inflation raging and families and individuals struggling just to survive, a rate increase of 6% seems a veritable insult to the already injured.
And let’s be honest here with stagflation all but inevitable, these kinds of rate increases will be the norm for the foreseeable future.
As our elected officials, we’ve entrusted you to be the advocates for our wonderful community. We have charged you to serve ALL those who have chosen to make the City of Santa Monica their home. Now is not the time to abandon your constituents when they need you you most. I trust you will do the right thing.
Please act now to avert the looming 6% rent increase to all rent‐controlled tenants, and to provide support to our already struggling rent‐burdened lower‐income neighbors: 1. Subject: 6% Rent Control Increase
EXTERNAL
Dear Santa Monica City Councilmembers,
I received a letter in the mail earlier this week notifying me that my rent‐controlled unit is now subject to a 6% increase in rent. I'm not positive how this constitutes "rent control" as I have always viewed rent control as protection for tenants. Allowing a 6% increase in rent is the opposite of tenant protection. We are in an unprecedented time in terms of economic downturn and inflation, and this 6% rent hike is a blatant cash grab for property owners and landlords.
Instead of protecting the majority of people in this city who rent, the city council decided to protect the ruling class once again.
Please act now to protect the majority of your constituents in this town who rent and get rid of this 6% rent increase.
The people who need your support are not property owners and landlords but your rent‐burdened wage‐earning neighbors.
Thank you,
Ryan Sterner

Hi there,
I have lived in Santa Monica for two years and I love it, but I cannot afford to pay any more in rent. As inflation and my cost of living increases, my paycheck has remained unchanged. I am trying to save as much money as possible, while also supporting my sick father so I do not have any extra room in my budget.

Thank you.
