Subject: Award Construction Contract to Access Pacific, Inc. for Michigan Avenue Greenway & 20th Street Project
Recommended Action
Staff recommends that the City Council:
1. Award Bid #SP2474 to Access Pacific, Inc. for construction services for the Michigan Avenue Greenway & 20th Street Project for the Public Works Department;
2. Authorize the City Manager to negotiate and execute a contract with Access Pacific, Inc. in an amount not to exceed $2,110,170 (including a 15% contingency);
3. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within contract authority; and
4. Authorize budget changes as outlined in the Financial Impacts & Budget Actions section of this report.
Summary
The Michigan Avenue Greenway & 20th Street Project (Project) would complete a segment of the Michigan Avenue Neighborhood Greenway (MANGo) Plan (Attachment A), which aims to create an enhanced east-west cyclist connection from the ocean to Bergamot Station. The Project, 96% funded by grants, local return funds, and transportation impact fees, would construct a two-way protected bike connection and pedestrian path over the 20th Street freeway overcrossing to link Michigan Avenue where it transitions from the south to the north side of the freeway (Figure 1). 2 of 7
Figure 1: Project area
The Project would substantially reduce the walk and bike distances between the Pico Neighborhood (south of the I-10 Freeway) and the Bergamot Area, encouraging short trips on foot and longer bike trips. Staff recommends Access Pacific, Inc. to provide construction services in an amount not to exceed $2,110,170 (including 15% contingency).
Discussion
The Michigan Avenue Greenway & 20th Street Project would deliver on the community’s vision to create an inviting Neighborhood Greenway in the Pico neighborhood and support Santa Monica’s citywide goals to increase bicycle and pedestrian trips. The Project would serve major destinations locally and regionally including Santa Monica College, Santa Monica High School, Crossroads School, St.
John’s Medical Center, SM-UCLA Hospital, Santa Monica City Hall, Edison Language Academy, and Bergamot Arts Center. The Project also serves regional trips to Culver 3 of 7
City and Los Angeles via the Expo Regional ped/bike path and walking and biking trips to the 17th St/SMC Expo light rail station.
During the MANGo community outreach and planning process, low lighting levels on and adjacent to the 20th Street overcrossing of the I-10 Freeway, lack of bicycle intersection treatments, and unclear pathways were identified as known barriers for walking and bicycling in this location (Figure 1). The proximity of the existing sidewalk to 20th Street vehicle traffic creates an unwelcoming atmosphere that deters pedestrians. The Project would address these concerns with the addition of wayfinding, fencing, and lighting to significantly improve the conditions for pedestrians and bicyclists crossing over the I-10 Freeway.
Location-specific treatments shown in Figure 2 include:
• Creation of a two-way protected bike facility and pedestrian path linking Michigan Avenue on the north and south sides of the I-10 Freeway. • Enhanced lighting on the new pathway.
• Improved fencing along the new pathway to improve the walking environment and overall attractiveness and sense of security.
• Bike markings and bike detection at the intersection of 20th Street and the I-10 Freeway offramp to transition riders and pedestrians to/from the pathway crossing.
• Digital speed feedback signage with posted speed limits along 20th Street northbound in advance of the bikeway crossing.
• Wayfinding signage.
• New accessible curb ramps at crossings.

Best Bidder Justification
Staff recommends Access Pacific, Inc., the lowest bidder, as the best bidder based on bid price and completion of past projects for the City of Santa Monica, including the North Beach Trail Improvements and Pedestrian Improvements at Four Schools projects. Access Pacific, Inc. is also contracted with the City to construct bikeway and pedestrian safety improvements on the 17th Street/SMC/Expo Bike Path Connection and Pico Blvd Pedestrian Safety Improvements Projects. On previous and current projects, Access Pacific, Inc. demonstrated the ability to produce a high-quality work product while working in a safe manner in City streets and neighborhoods.
Public Outreach
Construction is expected to begin between late 2022 and early 2023 and last for six to eight months. Prior to and during construction, City staff and the contractor would distribute notifications to adjacent properties, Crossroads School, and Pico Neighborhood Association regarding the project scope, construction schedule, and potential impacts, as well as mitigation measures that would be included in the traffic control plan. Periodic updates would be provided, as necessary. Social media would be utilized to notify the public about general construction updates.

Meeting Description
2/11/2014 (Attachment A) Adoption of MANGo Concept Plan Financial Impacts and Budget Actions
Staff seeks authority to approve funding from the Local Return, Miscellaneous Grants, Special Revenue Source, and Stormwater Funds to award a contract to Access Pacific, Inc. to provide construction services for the Michigan Avenue Greenway & 20th Street Project. Award of the contract would require a budget appropriation of $835,474 from the Transportation Impact Fee (TIF) fund balance. TIF funds are programmed during the planning phase of a project and the construction phase is typically two to three years later. Staff anticipated higher costs due to inflation in the construction sector and reserved TIF fund balance in case bids came in higher than initial estimates. This appropriation will be from the reserve. All other funds are included in the FY 2022-23 Capital Improvement Program budget for this project.
