Subject: Homeless problem in Santa Monica
EXTERNAL
"Sunday morning in Santa Monica the sky is blue and the breeze is fresh, I went to the park next to the city hall looking for a beautiful green shady spot to relax and read my book.
But I can't do it! Yes, it is a beautiful Park, with gorgeous landscape even have a white crane perching on the branch. This poor park is ridden with homeless laying around on all the benches, throwing their trash all over the place, and stinking the area.
"Why a richest International City in the United States can't even managed their homeless?" Disappointed Tourist
Walking through the beautiful city of Santa Monica now not only the residents, and tourists alike, don't have the ability to sit down and enjoy a good day, you can't even walk by a beautiful street with luxury hotels without closing your nose because someone pee on the trees on dumping trash or one have to take care not to step on fresh poop in the middle of the sidewalk with the ass wipe mask throwing on the side!!!! This is not only unfair for the residents of the city, it is a degrading & embarrassing situation for the country to let the whole world coming into Santa Monica and witness how poor we manage our people in richest country in the world. This is why 3rd street promenade is more empty and city will start loosing revenues.
This is not a homeless problem. This is the city's strategic planning & management problem that require a united front with local community to resolve. There's a place and time for everything, and there are already a system setup to subsidy the misfortune and care for the sick at the government cost.
But our city and the citizens and the government have not all come to an agreement and act in unison to secure a safe place for each homeless and have a system that will not allow them back on the street. We must make up our mind & decide whether to leave hundred of thousands of our homeless citizens on the street living off the government money and the charity of stranger randomly? And many of them is either using money for drug or alcohol and then abuse the other homeless while trashing and defficating all over the city.
Why can't we have a way to put each of them where they belong to take care of them versus allowing this dirty transient phenomenon domineering the city?
Why is society allowing people living in front of million dollars home that the other good citizens have worked hard all their lives and pour their savings to buying into a very high‐end community that is not only beautiful but also an international tourist spot?
Where do we start?
How do we solve this alarmingly increasing homeless problem throughout the country? (Especially homeless women and teens)
More money will not do it. The government budget for this issues is staggering, as well as the private donations and projects is endless. But they all feels like drops of water into the desert or needles into the haystack.
We need strong government and United community that have and agree upon and follow a master plan that will organize and intake all homeless through community service center dubbed as a "clearing house" for lack of better term.

2 "Clearing house" a Non profit community center that will offer hot food, good shower and clean clothes then transfer to agencies that will interview each comer to classify each individual to a different category that will received proper care or house them in the shelters ("temporary holding housing") until a path is chosen: a program that would be most appropriate to their needs from A to z until recovery.
For example, It could start by
1st. looking at the city where there are no homeless and why (there are no homeless in little Tokyo, LA, and no homeless in Copenhagen, Denmark)
2nd. Identify the problem and need of each individual homeless: classifying the need of each homeless from criminal or crook to victims of bad luck, & bad social circumstances...all the way to mental or physical illness or drug addict and alcoholic.
Are they here by choice (as free loader) or because they couldn't make it on their own. 3rd. Identify and create a website that list all available programs for each category that will work together in order to place the people that need help. (I have been part of so many non‐profit organization that is set up ready and available to help bring the people to the next level out of there Miss‐Fortune condition and yet there are so many vacant spots sitting there waiting for the patient to come)
4th. Set up rules about three strike you out if they refuse help they will be downgrade to the next level and not allowed to be back on the street which will not be a solution to any problem short‐term or long‐term. 5th. For everyone that is loitering, camping, trespassing or littering in the public or on private ground they need to be fined by the same rules follows by all the good citizens who live in it.
My friend and good citizen of this beautiful city and country that I love dearly, If we want to solve the Homeless problem we have to be willing to make hard choices and follow through until it is done in unity as a community at Large.

Subject: 10/11/2022 City Council Agenda Item #1 - Public Comment
EXTERNAL
Dear Mayor Himmelrich:
This CEASE AND DESIST ORDER is to inform you that your harassing and intimidating actions against me have become unbearable. Such anti-social behavior is completely unacceptable and will not be tolerated. This letter is to demand that your harassment and intimidation CEASE AND DESIST immediately. Should you continue to pursue these activities in violation of this CEASE AND DESIST ORDER, I will not hesitate to pursue further legal action against you.
Mayor Himmelrich, you have been engaged in communications about me and Michelle Gray, the Chair of the Housing Commission, that are defamatory in nature and have done so both publicly during City Council meetings and privately. One of those defamatory communications was with a nonprofit tenant organizing agency, Tenants Together, and could be a conversation that resembles a type of union busting. On September 13, 2022, Mayor Himmelrich, you contacted an employee of Tenants Together, angry that they had written a letter of support for the proposed Client Advisory Board (CAB) that was submitted to the City Council regarding agenda item 7A for the September 13, 2022, City Council meeting. Mayor Himmelrich, you asked the nonprofit tenant organizer if Housing Commission Chair Michelle Gray and I were “behind” the letter of support for the CAB and then began an angry litany by stating that Chair Gray and I bullied Commissioners, that I/we were trying to reduce the number of housing vouchers in Santa Monica, and that we were opposed to 100% affordable housing. None of those statements are true or in any way relevant to the letter of support for the CAB submitted by the Tenants Together organizer for agenda item 7A on September 13, 2022. Clearly, Mayor Himmelrich you are engaged in an act that is analogous to union busting and spreading false accusations you know are not true.
Mayor Himmelrich, during the City Council meeting on May 10, 2022, you made inflammatory and disparaging remarks that were slanderous in nature elluding that me and the Chair of the Housing Commission, Michelle Gray regarding our positions and actions while on the Housing Commission.
You have done all of this, Mayor Himmelrich, in an attempt to silence the voices of some of the most vulnerable community members in the city even though you purport to support low-income households.
Please note that I have a right to remain free from your intimidating tactics, and I will take action to protect that right. Note that a copy of this letter and a record of its delivery will be stored. Note too that it is admissible as evidence in a court of law and will be used as such if need be in the future.
This CEASE AND DESIST ORDER demands that you immediately discontinue and do not at any point in the future under any circumstances make untrue, disparaging remarks about me as a person or as the Vice Chair or member of the Housing Commission.

2 This This CEASE AND DESIST ORDER demands that you immediately discontinue and do not at any point in the future under any circumstances obstruct the organizing efforts of low income tenants.
I urge the City Attorney to ensure Mayor Himmelrich ceases her ongoing slanderous statements against me and other Housing Commission leadership. Consider this a formal cease and desist letter that is also being addressed to Mayor Himmelrich to stop disseminating false and defamatory statements about me.
