• 08/10/2010 – Council authorized staff to proceed with initiation of a project to replace the Pier Bridge
• 09/11/2012 – Council awarded Professional Services Agreement with T. Y.
Lin to provide public outreach, conceptual design and
environmental documentation services for the Pier Bridge Replacement Project
• 11/26/2013 – Council authorized City Manager to negotiate a third modification to agreement with TY Lin
• 12/17/2019 – Council authorized a fourth modification to agreement with T.Y. Lin • 06/17/2021 – Information Item to City Council regarding Environmental Document and Alternatives

• Bridge was constructed in 1939 (84 years old), current design standards are for 75 years
• Current Sufficiency Rating is 8.2 out of 100
• Over 6 million annual visitors to the Pier yearly
• Santa Monica pier is Instagram’s 2016 8th most instagrammed location in the world
• 2028 Summer Olympics driving schedule
• Award of Dokken Contract now will save 90 days in schedule 6 Procurement

8 Staff Reccomendation
Staff recommends that the City Council:
1. Award RFP #SP2060 to Dokken Engineering, Inc. for the Pier Bridge Replacement Project to provide engineering design services, permit support, develop construction documents, conduct public outreach, and provide engineering support during the construction phase, for the Public Works Department;
2. Authorize the City Manager to negotiate and execute an agreement with Dokken Engineering, Inc., in an amount not to exceed $4,158,400.
3. Direct staff to return to Council for Final Environmental Impact Report/Environmental Assessment (EIR/EA) certification and to commence the final design, only after the Final EIR/EA is certified. 9 Fe b rua ry 14, 2023
