(a) Councilmember Discussion Items. This category consists of Councilmember requested Agenda items to provide Policy direction. Action and direction may occur on these items to the extent specified in the Agenda item.
Councilmembers should discuss requested Agenda items in advance with the City Manager to assist in developing language on an item. No resolutions or ordinances should be developed or drafted until a majority of the Council gives direction to the City Manager and/or the City Attorney. The City Manager will work with the Councilmember to decide see if the item City Manager will be placed them on the Agenda or address them in other ways. Resolutions for advocacy would be an exception.
