Subject: Adoption of a Resolution Amending the Rules of Order and Procedure for the Conduct of City Council Meetings
Recommended Action
Staff recommends Council adopt the attached amended Council Rules Resolution to include Rule 6(s).
Executive Summary
Staff is bringing forth an amendment to Rule 6(s) of the Council Rules Resolution (Exhibit A) to clarify the purpose and procedure for placing Council Discussion or 16 Items on the agenda.
Discussion
At the March 21, 2023, Council meeting, the Council unanimously approved, a 16 Item to amend Rule 6(s) of the Council Rules Resolution to clarify that 16 items are to provide policy direction only, and that legislation should not be developed or drafted until a majority of Council gives direction to the City Manager and/or the City Attorney, with the exception of resolutions for advocacy.
