Agenda Item: 5.G
1 of 3
To: Mayor and City Council
From: Rick Valte, Public Works Director, Public Works, Water Resources Subject: Approval of First Modification to Contract #2810 with Nobel Systems, Inc. for Software Licensing and Maintenance of GeoViewer
Recommended Action
Staff recommends that the City Council:
1. Adopt a finding of no possibility of significant effects pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines.
2. Authorize the City Manager to negotiate and execute a first modification to Software License and Maintenance Agreement #2810 in the amount of $120,000 with Nobel Systems, Inc. for software licensing and maintenance of GeoViewer, a turn-key mobile GIS-based electronic underground service alert ticket tracking system for the Public Works Department. This will result in a fourteen-year amended agreement with a new total amount not to exceed $314,000 with future year funding contingent on Council budget approval.
Summary
The City’s Public Works Department, Water Resources Division maintains over 200 miles of water distribution mains, over 150 miles of wastewater collection pipelines, and approximately 60 miles of storm drains throughout the City. The Water Resources Division has used Nobel Systems, Inc.’s GeoViewer since 2014 to manage and track Underground Service Alert (USA) DigAlert information in the field, via mobile devices, while performing underground utility location services to protect the City’s water and wastewater infrastructure. Staff is requesting a first modification to agreement #2810 to continue the subscription and maintenance of Nobel Systems GeoViewer, a proprietary software used to assist in marking underground utilities. 2 of 3
Discussion
USA DigAlert, also known as 811, is the non-profit service in Southern California for private and public entities to request marking of underground utilities prior to subsurface boring or excavation in the public right-of-way and avoid damaging underground utilities.
The underground utilities include, but are not limited to, water and wastewater pipelines, fiber optic lines, gas lines, and electrical lines, and marking of these utilities is the responsibility of each respective owner.
The City receives approximately 350 USA DigAlert marking requests each month from various construction projects. The City’s Underground Utilities Safety Coordinator receives and manages these requests using GeoViewer to mark out the City’s underground water and wastewater pipelines with appropriate markings so contractors working in the area are aware of the location of the underground utilities and can avoid damaging them during excavation or subsurface boring activities. GeoViewer employs the City’s Geographic Information Systems (GIS) data along with the tickets from USA DigAlert to identify the location of the utilities to be marked and serves as a scheduler to alert when new requests are created and closed when the marking is complete.
The Water Resources Division has used Nobel Systems, Inc.’s GeoViewer since 2014, under contract #2810, to manage and track Underground Service Alert (USA) DigAlert information in the field. This proposed first modification of contract #2810 would extend the software licensing and maintenance of Nobel System GeoViewer for an additional five years.
Environmental Review
The revised contract for support and maintenance of software would have no possibility of significant effect on the environment, and therefore, is exempt pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines, which states that CEQA does not apply, “where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
