Re: Policy Requiring Renewable Energy Technologies Be Installed by Electricians Who Meet Training and Education Standards - - Agenda Item 16 (D) (a)
Dear Mayor Davis, Council Members, and City Staff:

On behalf of the International Brotherhood of Electrical Workers (IBEW) Local 11, which represents approximately 12,000 members in Los Angeles County, I am writing to express our strong support for agenda item 16 (D) (a) requiring renewable energy technologies, including electric vehicle infrastructure, solar and battery energy storage systems and microgrids, be installed by trained, educated and licensed electricians.

IBEW Local 11 thanks Santa Monica for its leadership in Sustainability. In addition to all it has already accomplished, Santa Monica’s impressive goals of zero waste, water self-sufficiency and carbon neutrality, including electrifying the Big Blue Bus, will continue to improve air quality, help the state achieve its goals, and set an example for the rest of the nation.

By requiring certain renewable energy measures needed to achieve its targets be installed by skilled and trained electricians, Santa Monica will not only guarantee safety, efficacy, and achievement of desired energy generation/savings, it will create high-road careers. The training and education requirements in this item will lead to careers that pay family-sustaining wages and benefits, no-cost apprenticeship training opportunities with job placement with long-term career pathways, and equity and inclusion.

IBEW works with our partners at the National Electrical Contractors Association (NECA) and the Los Angeles/Orange County Building Trades to ensure diversity, equity, and inclusion in our apprenticeship recruitment. Our outreach team collaborates with community groups like the Anti-Recidivism Coalition, 2nd CALL, Women in Non-Traditional Employment Roles (WINTER), Helmets to Hardhats and others to reach populations that are traditionally underrepresented in the workforce.

Santa Monica is leading our county in sustainability. By adopting this item, Santa Monica will make sure its sustainability efforts are installed safely, perform as intended, create high-road careers and provide opportunities for underrepresented populations. IBEW Local 11 strongly supports this.

Sincerely,
Joel Barton

Item: 16.D, SKILLED AND TRAINED LABOR REQUIREMENTS FOR

INFRASTRUCTURE TO BE INSTALLED BY STATE-CERTIFIED
ELECTRICIANS.

Council Members,
I sent in a shorter message opposing Agenda Item 16.D earlier so that I would make the 12pm deadline for public comments, however I wanted to follow up with some more detail for you and the appropriate city staff.

Currently written, these proposed requirements outlined in “Attachment A” would exclude over 80% of construction workers who are not “Joint Labor” construction workers, but instead choose to join a “unilateral” State of California approved electrical apprenticeship training program.

The solution is to simply remove the term “joint labor” from the document and open it up to all State of California approved electrical programs.

Otherwise, this policy will discriminate against the majority of the construction workforce and contractors and block minority-owned companies from bidding and working on the projects - as the vast majority of minority-owned construction companies are merit shop/“unilateral” and wish to remain so.

In fact, John Harmon, Founder, President & CEO of the African American Chamber of Commerce points out that “98% of Black and Hispanic construction companies are non-union shops,” and according to Harry C. Alford, President of the National Black Chamber of Commerce, “…almost all minority-owned contracting firms are not affiliated with unions. African American-owned contracting firms are typically small businesses and employ their own core workforce of skilled construction workers who are not unionized and are generally more diverse than construction workers coming from union hiring halls.” I have highlighted the sections that use the discriminatory phrase “joint ITEM 16.D.

labor” below:

2. Electrical work will be performed by California state certified general electricians and apprentices registered in a state of California approved joint labor management apprenticeship program.

3. Sixty percent (60%) of all “Journeyman” electricians must be graduates of a Joint Labor Management State of California Approved Electrical Apprenticeship Training Program unless for an EVSE Project governed by Section 2 of this resolution below.

9. Fifty percent (50%) of all “Journeyman” electricians must be graduates of a Joint Labor Management State of California Approved Electrical Apprenticeship Training Program.

By removing the term term “joint labor” from the document or by replacing it with the term “joint labor and unilateral,” you will be opening the construction work to all State of California approved electrical programs - including members of the Western Electrical Contractors Association (WECA.)
WECA is a statewide nonprofit organization serving merit shop/unilateral electrical contractors, their employees and the industry suppliers that support them.

WECA offers federal and state-approved Commercial, Residential, Low Voltage (Voice Data Video and Fire Life Safety) Electrical Apprenticeship programs, an Electrical Trainee program, and workforce development to the electrical and low voltage fields.

WECA additionally shares its expertise by producing curriculum products and publications for the industry.

WECA offers workforce development in an effort to achieve its goal of promoting merit shop electrical contracting as the most valuable, qualified choice for the electrical construction industry.

Please feel free to contact me with any questions and thank you for your attention to these materials.
