To: Mayor and City Council
From: David Martin, Director, City Planning
Subject: Adoption of Resolution Approving Final Map for Condominium at 2002 21st Street
Recommended Action
Staff recommends that the City Council:

1. Adopt a finding that the proposed project was previously analyzed in the certified 2002 21st Street Project Environmental Impact Report (State Clearinghouse No. 2007031019), and no further review is required pursuant to the California Environmental Quality Act; and

2. Adopt the attached resolution approving Final Tract Map No. 66625.

Executive Summary

A Vesting Tentative Tract Map application (06TM-021) was submitted to the City Planning Division on July 12, 2006, to create 19 residential condominium air space parcels on one land lot in the R2 Zoning District. After a public hearing and careful review of the record and staff recommendations, the Planning Commission approved a Vesting Tentative Tract Map for the above project on May 15, 2019. The action of the Planning Commission was based on its findings that the proposed subdivision will not cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat, and is in conformance with all state and local laws and regulations, and applicable General Plan Elements. The Final Map conforms to the Tentative Map. As a vesting tentative tract map application, its associated approval confers a vested right to proceed with development in substantial compliance with the ordinances, policies, and standards in effect at the time the vesting map is deemed complete by the City. In this case, the application was deemed complete on July 12, 2006, and therefore the development is subject to the development standards of the Zoning Ordinance in effect at that time.

The developer will be required to show proof of payment of the condominium tax of $19,000 prior to issuance of building permit. The Final Map has been approved by the Los Angeles County Engineer’s Office and certified by the City Engineer for 3 of 3
conformance with the Tentative Map and conditions thereon, the Subdivision Map Act, and local ordinances pertaining to the subdivision. The City Engineer’s office indicates that there are no required off-site public improvements.

Environmental Review
In accordance with CEQA, this project was analyzed in the 2002 21st Street Project Environmental Impact Report (State Clearinghouse No. 2017031019) that was certified by the City on May 15, 2019. No substantial changes have occurred warranting the preparation of a subsequent EIR as set forth in Section 15162 of the CEQA Guidelines.

Therefore, no further environmental documentation is required pursuant to CEQA.

Financial Impacts & Budget Actions
There is no immediate financial impact or budget action necessary as a result of the recommended action.
