Subject: Support for Item 10.A - Updates to ordinance to Prohibit Feeding Animals or Birds on the Pier

EXTERNAL
Dear City Council Members –
The Santa Monica Pier Lessees Association, representing key stakeholders and businesses on the Santa Monica Pier, would like to support City Staff’s recommendations to amend Santa Monica Municipal Code Chapter 4.04.390 to Prohibit Feeding Animals or Birds on the Pier and the Beach, item 10.A on your agenda for Tuesday, November 14.

As you are well aware, the beaches around the pier regularly make Heal the Bay’s Beach Bummer List (tied for the top spot just this summer). Their report states that “bird feces is suspected to be the main culprit for the poor water quality” at the pier. Many of our member businesses report seeing pier guests feeding birds, particularly pigeons. We support the changes to the city’s ordinance to include the pier and beach in the existing areas where feeding of wild animals is already prohibited. We are confident this change will enable both police and code enforcement officers working at the pier better options to deter guests from this practice.

On Behalf of the 33 pier businesses, Thank You!

Subject: November 14, 2023 City Council Meeting - Item 10

EXTERNAL
Item 10 – Ordinances ‐ IntroducƟon and First Reading of an Ordinance Modifying Santa Monica Municipal Code Chapter

4.04.390 to Prohibit Feeding Animals or Birds on the Pier and the Beach.

The residents and business that live and work around the Pier and Beach area fully support this change to the code. We as a group are requesƟng that each council member also supports and pass this change at the meeƟng. Mass bird feeding has no benefits for anyone or anything and only creates long term problems. We are glad that aŌer three years of requesƟng this change that it will finally happen.

The next step is to have the city allocate funds for an acƟve Pigeon abatement program to reverse the build up of the flocks from the last three years of mass feedings on the beach. While the bird neƫng under the bird helps, there are sƟll flocks that will roast on the beach, and on the business buildings/rides on the Pier (this has caused health warning issues). An acƟve program now will help rid most of the problems before the Olympics uses this area.

Thank you,
David Newberg
Santa Monica Beach Resident
