A special meeting of the Santa Monica City Council was called to order by Mayor Brock at 4:37 p.m., on Tuesday, December 19, 2023, at City Council Chambers, 1685 Main Street, Santa Monica, CA and at Hotel Riu Plaza Guadalajara, Av. Adolfo López Mateos Sur 830, Chapalita, 44500, Guadalajara, Jalisco, Mexico.
