Report
City Council Meeting: March 19, 2024
Agenda Item: 5.G
1 of 4
To: Mayor and City Council
From: Rick Valte, Public Works Director, Public Works, Water Resources Subject: Approval of First Modification to Agreement #11295 (CCS) with Arcadis U.S., Inc. for Updating the City's Water and Sanitary Sewer Master Plans.

Recommended Action
Staff recommends that the City Council:

1. Adopt a finding of Categorical Exemption pursuant to Section 15301(b)(3) of the California Environmental Quality Act (CEQA) Guidelines; and

2. Authorize the City Manager to negotiate and execute a first modification to Agreement 11295 (CCS) in the amount of $105,550 with Arcadis U.S., Inc and extend the agreement to June 30, 2026, for updating the City’s Domestic Water and Wastewater Master Plans. This will result in a four-year amended agreement with a new total amount not to exceed $910,710, with future year funding contingent on Council budget approval.

Summary
The City has added and upgraded significant portions of the water and wastewater infrastructure in recent years with the goal of enhancing water efficiency and reducing its reliance on imported water supplies. Additional funding is needed to provide continued technical support for deployment of advanced water meters across the City and to rebuild portions of the City’s hydraulic models to reflect actual field conditions discovered during construction of new water supply projects. Staff recommends increasing the current Arcadis U.S., Inc. Agreement #11295 (CCS) by $105,550, for a new total amount not to exceed $910,710. Staff also recommends extending the contract through June 30, 2026, to support the completion of the smart meter project. 2 of 4
Discussion
The City’s Public Works Department - Water Resources Division periodically updates the City’s Domestic Water and Wastewater Master Plans to identify future improvements to the City’s water distribution and wastewater collection systems. As part of these updates, the water and wastewater hydraulic models are also updated to incorporate new water supply projects and changes to the wastewater collection system. Having up to date and well-maintained water and wastewater hydraulic models are essential to provide reliable and continuous operations for the water and wastewater system. The hydraulic models are updated through a combination of techniques including data analysis, flow monitoring, and pressure testing. They are then used to confirm available capacity and pipe condition, and to identify potential constraints in the water and wastewater systems.

On July 26, 2022, Council awarded RFP# 317 to Arcadis U.S., Inc. to update the City’s Domestic Water & Wastewater Master Plans and hydraulic models and to support the City’s deployment of automated metering infrastructure (AMI) meters, also known as smart meters. The updates to the hydraulic models included incorporating the recently completed Sustainable Water Infrastructure Project Advanced Wastewater Treatment Facility and expansion upgrades at the City’s Arcadia Water Treatment Plant, which are scheduled to be completed in the summer of 2024.

Additional funding is needed to re-construct the hydraulic models to reflect unforeseen field conditions at the Arcadia Water Treatment Plant discovered during construction activities to expand the treatment facility and to provide continued technical support for deployment and integration of advanced water meters into the City’s water distribution system. On-going technical support for the advanced water meters includes advisory services on contractor workflow, data analytics support, and business visualization/transition into automated reading services. The advanced water meter project is expected to be completed by the end of 2025.

Environmental Review
The award contract for updating the City’s Domestic Water and Sanitary Sewer Master Plans is categorically exempt from CEQA pursuant to Section 15301(b)(3) of the CEQA 3 of 4
Guidelines. The agreement is covered by the commonsense exemption which states that CEQA does not apply, “where it can be seen with certainty that there is not possibility that the activity in question may have a significant effect on the environment” as the professional services provided are to update the hydraulic model and provide technical advisory services for smart water meter deployment.
