Summary
The City of Santa Monica Public Works Department – Water Resources Division is charged with providing safe, reliable water and wastewater services to the community.

Vital to ensuring reliable service is maintaining uninterrupted operation of the City’s water and wastewater infrastructure, including the Arcadia Water Treatment Plant, Charnock Water Treatment Plant, and the Moss Avenue Pump Station (MAPS).

Emergency generators are required at each critical water and wastewater facility to ensure seamless operations in the event of power loss. Periodic repair and 2 of 5
maintenance are needed to keep the emergency generators working at all times. Staff recommends awarding a contract to Global Power Group, Inc. as a primary vendor in an amount not to exceed $350,000 over five years to provide maintenance and repair services to the water and wastewater facilities’ emergency generators. Staff also recommends awarding a contract to Bay City Electric Works, as a secondary vendor in an amount not to exceed $250,000 over five years to provide maintenance and repair services to the water and wastewater facilities’ emergency generators.

Discussion
The Water Resources Division provides continuous water and wastewater services to the community and relies on emergency generators to provide power to its facilities when there is power loss. The treatment and delivery of high quality drinking water and the collection of wastewater cannot be interrupted due to a power outage so each critical facility is equipped with standby emergency generators. As these facilities are critical to the health and safety of the community, it is essential that any type of electrical outages do not affect operations over extended periods of time. It is critical that the standby emergency generators at each water and wastewater facility are maintained on a regular basis to ensure its reliability to provide power during power outage events. Staff recommends Global Power Group, Inc. as the primary contractor, and Bay City Electric Works as the secondary contractor, in the event Global Power Group is unable to provide necessary electrical services due to scheduling, equipment availability, supply chain delays, or if additional resources may be needed.

Best Bidder Justification
The proposals were reviewed by a selection panel consisting of staff from the Public Works Department – Water Resources Division. The proposal evaluations were based on previous experience, ability to deliver, cost, and compliance with City requirements.

Based on Global power being the most cost effective and their previous experience with the City of Santa Monica and other agencies, staff recommends Global Power Group, Inc. as the best bidder and primary vendor to provide repair and maintenance services for the City’s water & wastewater treatment facilities emergency generators and Bay City Electric Works as the secondary vendor. Staff would use Bay City Electric in circumstances where Global Power Group, Inc. is unable to perform services because of scheduling or other causes.

Environmental Review
The maintenance and repair of emergency generators at the City’s water and wastewater facilities are categorically exempt pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines. Section 15301 provides exemption for the operation, repair, maintenance, permitting, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. This award contract would ensure that the City’s existing electrical controls are maintained and/or repaired. The contract would not expand or materially change existing facilities or operations. Therefore, the contract for maintenance and repair of emergency generators is categorically exempt pursuant to Section 15301 of the CEQA Guidelines.
