Staff Recommends that City Council:
1. Receive the 2024 Annual Interdepartmental Update on
Addressing Homelessness.
2. Adopt the attached Proclamation declaring a local emergency on Homelessness through 05/31/2025 (Attachment A), unless
repealed or extended by Council, due to the ongoing crisis of homelessness as evidenced by the 2023 increase in the
Point-In-Time Count.
3. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3) (Common Sense Exemption) of the
California Environmental Quality Act (CEQA) Guidelines. 16 Item 11-A
