Exposing and identifying whistleblowers can be harmful to them. The whistleblowers have asked me not to identify or expose any name(s) or City departments, and I will honor the request. Jobs and safety are on the line. Retaliation and job reassignment from City Manager David White and Staff have already occurred.

We saw what happened to the whistleblower in Fairmont, California ,who exposed David White's misuse of HUD funds. The whistleblower was retaliated against by David White, fired and suffered..... The Court awarded the whistleblower + - $129,000 from the City, David White was demoted from Fairmont's City Manager.

I appreciate your passion but when allegations are made about others — here you make them against David White - you need hard evidence. I am not seeing any here.

Dear Mayor Brock, Vice Mayor Negrete, Councilmembers Parra and De la Torre, and City Attorney Doug Sloan.

The link below contains the March 29th meeting that was arranged last minute with 2 days' notice by LA County Health Director Barbara Ferrer and her colleague Dr. Gary Tsai in Van Nuys, during Spring Break and on Good Friday. Most if not all of the attendees were present to speak and express their opposition to the illegal Needle Distribution in Santa Monica's 3 parks. Barbara Ferrer's purpose was to discuss expanding the needle distribution to Sherman Oaks and Van Nuys. Nobody was present from those areas, probably because the meeting was not advertised or publicized properly in advance.

You should also know that the Clare Foundation, now known as Clare/Matrix, is one of the entities our City of Santa Monica provides large grants to, and one which after 3 years, still cannot account for vast sums of money granted by Santa Monica's City Council. In addition to the Venice Family Clinic, Clare/Matrix has been designated a Harm Reduction Program participant and supplier of needles.

Lastly, I misspoke in the most recent City Council Meeting when I stated that David White was our City's 2nd choice for City Manager. David White was the 4th choice. David White was demoted in his job in Fairfield for mishandling HUD funds and firing a city-employed whistleblower. And in his next job in Berkeley his stated objective was to 'reimagine public safety.' He was hired in Santa Monica after leaving Berkeley with the highest level of crime of any city in the country, regardless of size.

Please respond as soon as possible to mitigate the City's damages. There is a lawsuit The Santa Monica Coalition and I have filed. More are on the way if the distribution of needles is not moved out of our City parks.

May 11 2024 Santa Monica Coalition Mini Documentary
Property owners, businesses, hotel owners and GM's, and restaurant owners and managers along the 3rd Street Promenade, Downtown Santa Monica and along Ocean Avenue, appeared before SANTA MONICA's City Council 3 times in the last year to complain about OPEN DRUG SALES, OPEN DRUG and ALCOHOL USE in the Parks, OVERNIGHT STAYs in the Parks, and the RISE in crime and increased physical attacks and overdoses as a result.

They asked for more sworn police to patrol and protect residents, tourists and employees. They received more unarmed Ambassadors and Legion Private Security instead, and the City FURTHER penalized these job providers by ASSESSING them for the cost.

There are 31% fewer visitors in SANTA MONICA,, hotel stays/number of days booked have decreased by almost 37%, and revenues/taxes from dining and retail in DOWNTOWN SANTA MONICA have decreased an average of 36%.

Former Mayor and current Councilmember Gleam Davis responded verbally by saying, "I want a 'clean and safe' Santa Monica. I just don't want to see more Police."

Dear Supporters,
The following is a timely response (below the printed line) from Santa Monica Mayor Phil Brock.

The Santa Monica Coalition is pursuing its stance that no needles or glass pipes be distributed in Santa Monica's parks or public spaces. The Venice Family Clinic has a freestanding building with vacant space and lots of parking at 2509 Pico Blvd. in Santa Monica. If The County and Venice Family Clinic are intent on retaining the needle distribution component of Harm Reduction in Santa Monica,, that facility might be a building they consider.

Further, The Santa Monica Coalition will continue to insist that no City of Santa Monica funds or monies from Santa Monica's Human Services Grants Fund be used for any type of needle and/or glass pipe distribution, beginning immediately. We know that the Venice Family Clinic, the Clare Matrix Foundation and The People Concern are "Harm Reduction Providers."

7 In addition, neither the LA County Dept. of Public Health nor the Venice Family Clinic has followed rules and guidelines that would allow this distribution in the first place. Former City Manager Lane Dilg, current City Manager David White, and former Mayors Sue Himmelrich and Gleam Davis signed off on the funding for the program, and were or should have been aware of the monies and program from their positions on the City's Audit Subcommittee.
----------------------------------------------------------------------------------------------- From Mayor Phil Brock:

My position on the distribution of syringes in any of our city parks, around our schools, recreation areas, or business districts is simple. It must not occur under any circumstances. In addition, I am adamantly opposed to any Santa Monica city funding, directly or indirectly, being used to support any type of syringe distribution outdoors in our city.

Dear Mayor Brock and City Attorney Sloan,
Three weeks ago we submitted two existing Agreements between the City of Santa Monica and the LA County Department of Public Health with rules prohibiting the County Health Department from commencing a "Harm Reduction Program" with Needle Distribution anywhere in the City without a checklist of items being satisfied, including discussion and approval by Santa Monica's legislative body (the City Council) and meetings, input from the Police, and discussions with the community. None of this occurred.

8 Neither of you has responded to our requests, and Santa Monica becomes less safe every day as a result.

The Santa Monica Coalition also provided both of you and Council with clear evidence that funds from our General Fund and Human Services Grants are doled out to the Venice Family Clinic, Clare Matrix, and The People Concern, all "nonprofits" individually or collectively, participating in the Harm Reduction Program and categorized as "Harm Reduction Providers.

Not one of the three nonprofits has publicly accounted to the City or the City's independent auditors as to how and where their City grant money was spent...since 2020-2021.

A lawsuit has been filed by The Santa Monica Coalition on behalf of residents and taxpayers, against LA County Department of Public Health Director Barbara Ferrer personally, the LA County Department of Public Health, and the Venice Family Clinic. Additional lawsuits will be filed.

We must know your position on both these issues immediately, or other parties and the City of Santa Monica will also soon be included in separate lawsuits.

The Santa Monica Coalition wants the Needle Distribution component of Harm Reduction moved out of our Parks and common areas.

Yet the Venice Family Clinic is still publishing photos of needle distribution and street medicine alongside our 3rd Street Promenade, Parking Garages and parks. We have tens of supporters who have documented such, and forwarded the images and video clips to you. https://www.smobserved.com/story/2024/05/02/news/span-classbrnwsbreaking-news-spansantamonica-gave-funds-to-distribute-needles-in-its-own-parks-according-to-santa-monicacoalition/8269.html https://actionnetwork.org/letters/7587e83044587c236c72dd404b02de831c7b2f94?source=direct_link &
