Summary
In addition to aeronautical operations, the Santa Monica Airport (SMO) provides areas 2 of 6
of business, education and entertainment for community members, visitors, and City staff. The mechanical equipment in many City-owned buildings at SMO and throughout the City have reached the end of their useful life and require replacement. Staff recommends entering into two contracts with ACCO Engineered Systems, Inc., a mechanical contractor. One contract would include the work to replace mechanical equipment at multiple locations at SMO. The second contract would be for on-call, asneeded services for mechanical equipment repair and replacement at City-owned facilities.

Discussion
The current SMO Administration Building, located at 3223 Donald Douglas Loop South, Santa Monica, CA 90405, was constructed in 1986. Since its construction, the building has served as commercial office space, airport administration offices, and restaurant space. The mechanical system at the SMO Administration Building has been repaired multiple times throughout its lifetime, has reached the end of its useful life and needs full replacement. The contract for planned mechanical equipment replacements would include the replacement of the mechanical equipment at the SMO Administration Building’s cooling tower and suites 3233A, 3233B, 3233C, 3233D, 3235, and 3155.

The City of Santa Monica owns facilities at SMO and throughout the City. These facilities range in size and age and need periodic repairs or replacement of their mechanical equipment. The contract for on-call, as-needed services would enable the Public Works Department to provide prompt action on future and on-going mechanical service calls at all City owned facilities including, but not limited to: Santa Monica Public Library, Public Safety Facility and City Hall.

These contracts would support the Santa Monica City Council’s priority of “Cultivating Economic Recovery & Expanding Community & Cultural Offerings” by ensuring the City maintains and improves its facilities for use by the community, local businesses and City staff.

Municipal Code SMMC 2.24.180
The technical and phasing complexity of the project narrowed down the available contractors that are capable of providing the necessary services that the City requires.

Six vendors attempted to apply. Three vendors submitted no-bids while two did not respond. The three no-bid vendors stated no interest on bidding with no further feedback. ACCO Engineered Systems, Inc., has an extensive history performing mechanical equipment replacement and repairs for the City of Santa Monica and was the only bidder.

ACCO Engineered Systems, Inc., a company based in California with license types A, B, C4, C10, C16, C20, C36, C38, and C42 in the State of California, was determined to be the best and only responsive bidder. Bidder meets all City’s requirements. They offer extensive professional experience, knowledge of working at and for the City of Santa Monica and Santa Monica Airport, a successful track record, stability, similar references to the proposed scope of work, and reasonable pricing.

Environmental Review
The agreement for HVAC equipment and services is categorically exempt from CEQA pursuant to Section 15302 (Replacement and Reconstruction) of the CEQA Guidelines.

Section 15302 exempts Class 2 projects which “consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.” The replacement HVAC would replace existing HVAC system with the same purpose and capacity. Therefore, the contract for HVAC is exempt pursuant to Section 15302.
