Council,
The LA County Board of Public Health has no jurisdiction to implement the Needle Distribution component of the Harm Reduction program in Santa Monica, none. Council needs to stand firm on this.
"Council MUST Also APPROVE a letter to be sent by our City Attorney to the County Board of Health, Barbara Ferrer, and the LA County Board of Supervisors, informing them that Santa Monica has not approved the Harm Reduction Program in our City Parks."
What was approved is a start but legally worded so that third parties can get around this: and they are doing so now...
"The Ordinance that was passed on May 14, 2024 does not include any 3rd parties, any other city, the County or any private individual or group that may decide to use our HSGP fund recipients/grantees to distribute syringes in Santa Monica." Item 1

2 So here is suggested text for a new 16 Item which would require a new Motion - -
“Request of Councilmembers Parra, de la Torre and Vice Mayor Negrete that the language relating to HSGP grants approved as an Item 16 on May 14, 2024 be amended so that the contracts provide that if a recipient or grantee, or an agent thereof, participates during the term of the grant in any syringe exchange/distribution at or around any Park, other public space, or within 1,000 feet of any school in Santa Monica, then any funds given to the grantee shall immediately be returned to the City and such grant shall be null and void.” Councilmember de la Torre, you agreed to sponsor this in the coming Council Meeting. Please do this Oscar and Christine.. it needs to be done. It really does Council.

David White is not in charge ..you the Council are ..he is supposed to do as you say..not as he desires. Seems he doesn't understand that.

Why anyone on that dais does not move to relieve Mr White of his duties is wrong to the residents of Santa Monica. He needs to go. Barbara Ferrer does not run Santa Monica nor does David White..Council does- please take charge.
