Subject: Friendly Amendment to 6/11/2024 Agenda Item on electric vehicle charging stations.
EXTERNAL
Why use an electric vehicle if it is charged by a grid that runs on fossil fuel? Approximately half of the Santa Monica grid uses non-renewable fuel sources to generate 73.16% of their total electricity, as cited below.
The plan under consideration by the City Council on June 11, 2024, doesn't state whether it applies to anyone using less than 100% renewable energy. As Ariana Vito wrote in a May 7, 2024, email, only "96% of Santa Monica customers are enrolled in the 100% Green Power rate."
If that plan applies to any of the remaining 3,992 fossil fuel burning businesses or residents in Santa Monica, then it should include a safeguard for electric vehicle operators who need to maintain climate neutrality.
At least, the City should require the contractor to post a warning if the electric vehicle charging station is powered by less than 100% renewable energy. How else can the electric vehicle operator make an informed parking decision based upon how green the energy is?
Therefore, every newly-installed electric vehicle charging station should run on 100% renewable energy.
As I stated in my email to Ariana Vito and the City Council on May 7, 2024, The Sustainable City Plan declares that the City's decision-making process is guided by the mandate to maximize environmental benefits and reduce or eliminate negative environmental impacts." https://www.santamonica.gov/sustainable-city-plan Tailpipe emissions from vehicles are the largest source of global warming-causing pollutants in Santa Monica. https://www.santamonica.gov/blog/u-n-releases-new-report-santa-monica-s-2019-2020-ghg-emissions-arecalculated The grid in Santa Monica is only 33 to 64%

• Southern California Edison: 49.80%
• Clean Power Alliance: 50.20%

Probably the other 4% of Santa Monica customers use the remaining 49.80% of the electrical power of which 73.16% is generated from non-renewable fuel sources. I have seen no evidence to the contrary.
