Subject: Fwd: Request for New 16 Agenda Item for City Council Meeting July 9, 2024

EXTERNAL
Dear Councilmembers Parra and de la Torre, and Mayor Brock, Third request, again, for your commitment, consensus and agreement to place the (attached) proposed 16 Agenda Item on the July 23, 2024 City Council Agenda.

So great we have gotten so far but we must finish the job and fulfill the original intent.

We must close the loopholes that currently exist with the similar 16 Agenda Item Council recently passed. It was noble that you passed the last resolution, but unfortunately it is missing critical items.

We will use all means available to regain for residents and visitors their right to safely use the grassy areas of their parks and end all distribution of drug paraphernalia in our parks and outdoor public spaces.

No needles, glass pipes or any drug paraphernalia should be distributed in any park or outdoor public space in Santa Monica by any party, regardless of whether they are a recipient of City funds or Homeless Services Grant money.

And, you, as members of Santa Monica's legislative body, have the legal right, jurisdiction and obligation, to approve any type of program the LA County Public Health Department wishes to implement in our charter city. You must not ignore your legal responsibility or consider your silence as a tradeoff on any other item or funds the LA County Supervisors dangle in return.

And, please read the emails and the two Joint Statements I sent each of you between Santa Monica City Manager David White and the decision-makers at the LA County Public Health Department.

Looking forward to hearing from you within 48 hours so that we can get this resolved and put it behind us..

Respectfully,
John Alle

Councilmember Christine Parra cc: Mayor Phil Brock
Councilmember Oscar de la Torre
City of Santa Monica, California
Dear Christine and Oscar,
Monday evening within the first 10 minutes of the well-attended Northeast Neighbors and Friends Neighborhood Association Meeting, Mayor Brock agreed to co-sponsor or support a new 16 Agenda Item that would expand upon a similar Council-approved resolution (passed April 9. 2024) and that was a Councilmember Discussion Item passed May 14, 2024.

Would the two of you agree to sponsor a new 16 Agenda Item (proposed ordinance) to be drafted that would accomplish the following - -
Eliminate the distribution by County or any County-affiliated, non County-affiliated, third party, and/or independent private entity, of all drug paraphernalia and equipment, including but not limited to needles, syringes, glass pipes, straws, rolling paper, miniature spoons, etc., in our parks, common spaces and anywhere closer than 1,000 feet away from any school, church, senior center or senior living facility. The only exception would be Narcan, which helps save, not kill people.

The Santa Monica Coalition (of which I am one of the cofounders), comprised of over 5,000 Santa Monica residents, business owners and locals, is hoping you can be proactive on this matter and introduce it in the next City Council Meeting, rather than have the issue linger and force The Santa Monica Coalition to collect the same 22,200 signatures (or more) we obtained for the first Resolution, and again make the issue a central topic of public discussion.

As you know, the County is now contracting with UCLA, a new independent substitute entity that is not currently a city-grant recipient, and other private entities are entering the parks for the same activities the original 16 Item addressed. Further, the Venice Family Clinic, a recipient of city grant funds, is entering into the grassy areas of the parks from unmarked sedans and distributing glass pipes. Distribution of glass pipes by employees of Venice Family Clinic was witnessed first-hand by Mayor Brock and Vice Mayor Negrete last month in Reed Park, and by Vice Mayor Negrete in Tongva Park.

This new resolution should close all loopholes and satisfy the main intent of the resolution passed May 14, 2024.

Time is of the essence as we want to make the required deadline for getting this item on Tuesday's City Council Meeting Agenda.

Thank you,

Subject: PREVALENCE OF SQUIRRELS - PALISADES PARK

EXTERNAL
Mayor Pro Tem Negrete:

I contacted you on June 19th regarding the massive presence of squirrels in Palisades Park.

You told me that you would look into the matter.

I haven't heard back from you.

Many times I am unable to cross through the park to access the bridges over PCH to access the beach.

My A.D.A. issues are formally recognized and I have a formal trained Service dog.

It was an option that you get back to me in this situation.

I am your constituent.

Other residents in my building are having a similar problem.

I need this situation addressed in a timely manner.

I would appreciate a timely response from you.

Mr. Raxten
1530 5th Street, #511.
