EXTERNAL
Urgent Emergency
Hello
My name is Spirit(Angel Edmuns). I have contacted your office, I think two years ago asking for support with housing discrimination from santa monica housing authority(including the executives)I have never gotten any support from City Council, I completed to include my concerns at a city council meeting, I was never contacted.

I am a Santa Monica homeless resident because of Domestic Violence(PTSD). I have Chronic Lung Disease (greater risk of getting the Virus). Dr. Mleczko(2022) requested Reasonable Accommodation to break a lease for a unit Santa Monica Housing Authority(executive Threaten me to sign, if I didn't I would never rent a unit in Santa Monica)they were aware my psych doctor stated the unit Retraumatized me and I developed Psychosis she said for me not to go back to the building.

Mr. Komesu asked if I wanted me to give an extension on the voucher to look for a different unit or should he closed the voucher and issue a new voucher. I asked Mr. Komesu to close the voucher and issue a new voucher. I made Mr. Komesu the providers that were suppose to help me with permanent housing.

The people concern St joseph center PATH Weingart center.

January 2023 I found another unitI asked Mr. Komesu if smha would pay the application fee and deposit to apply for the unit. Mr. Komesu stated smha have a department to pay the application fee contact Nicholas and Mr. Komesu stated the program would pay the deposit(it never happened). November
I contacted Mr. Komesu about a different unit and I had a money order to pay the application fee Mr.

Komesu told me to have the Manager from sea castle apartments to contact him for the deposit(Mr.

Komesu told me he was never able to get in contact with the manager the manager from sea castle told me she was never able to contact Mr. Komesu).

My case manager from weingart center asked Mr. Komesu to email her a statement that my voucher is active(she stated she told him not to issue the actual voucher)she wanted to apply for funds application fee deposit, there is no approval guarantee ther is no time line how long it would take to get a response. Mrs. Fuller stated Mr. Komesu told her to tell me to request the voucher and the amount of time so that we are on the same page. Me and Mrs. Fuller notice the previous voucher was for six months I brought this information to Mr. Komesu attention I was for a six months extension, I also reminded Mr. Komesu the information shared she only needed a statement that the voucher is active, she didn't want him to issue the voucher because she didn't want the voucher to expire.

2 Mr. Komesu issued the voucher for five weeks(expire 7-31-24).

Mr. Komesu and his supervisor emailed me early July 2024 staed Weingart center approved the funds request and I should work with them. I contacted weingart center the next day I spoke with a supervisor for the finance department. She apologized to me that I was given False information. The supervisor stated she Never got a request for funds for me, weingart center do not pay application fees and a deposit is paid after the inspector approves the unit.

I went the next day in person to let Mr. Komesu know the information I found out I was told he was not ther his supervisor
Ms. Verlinich came out I shared the information with her I also asked Ms. Verlinich will smha pay the application fee and deposit to help me apply for a different unit I found at sea castle apartments. Ms. Verlinich stated first she needed to talk to the supervisor at weingart center then she would get back to me. I asked her again smha will pay the application fee and deposit, she stated let her talk to the supervisor then she will get back to me.

Almost two weeks passed I had not heard from Ms. Verlinich (Voucher expire7-31-24). I finally emailed Ms. Verlinich reminded her of our conversation and I would like to apply for the unit at sea castle apartment. Her response was the new provider will help me with permanent housing. This is why I kept attempting to get city council Ms. Averick Mr. White every political person office in santa monica to offer me support before my voucher expired.

Dr. Mleczko requested Reasonable Accommodations for a unit I feel safe(PTSD because of Domestic Violence) and Voucher Extension the same doctor Mr. Komesu approved the Reasonable Accommodation to break the lease smha Threaten me to sign 2022 if I didn't sign the lease I would never rent a unit in santa monica Mr. Komesu refused to use Dr. Mleczko Reasonable Accommodations that was given to him two weeks after I gave him my psych doctor Reasonable Accommodations
that Mr. Komesu took out of context 100% False denial information. I requested your help before this happen. Clearly
I have been discriminated against because of my race my disability I am low income. I thought I was suppose to find a unit where I feel safe not a unit where smha(executive and staff tell me where they want me to live drug infested building unit that retraumatized me. Mr. Komesu took me to see one unit that retraumatized me and he still attempted to force me to take the unit he saw this for himself he offered me to speak with the therapist at his office if she was available(I did speak with the therapist she also diagnosed me with PTSD and it is important for me to have a unit wherevI feel safe she also stated I should see my psych doctor weekly.

I am desperately urgently asking for your support. Dr. Mleczko July 2024 (before voucher expire 7-31-24)
Reasonable Accommodation for a unit I feel safe and Voucher Extension with approval.

Respectfully
Spirit

Subject: Santa Monica Courthouse

EXTERNAL
In Santa Monica, there is no safe haven from dangerous drug-induced homeless, high on any available opioid. This is the Santa Monica Courthouse at 1725 Main Street on a weekday at 9 AM. SMPD is responsible for the safety of the building EXTERIOR and INTERIOR corridors. The LA COUNTY SHERIFF'S DEPT. is responsible for the INTERIOR COURTROOMS and OFFICES. SECURITAS PRIVATE SECURITY screens all persons entering and personal belongings.

Basic safety is overlooked. SMPD's Dispatcher, and a sworn officer approached on foot entering the Parking Garage, declined to help. Securitas Private Security refused to take any action, and Deputies from the LA County Sheriff's Department had not yet arrived.

Subject: Santa Monica's Ongoing State of Emergency

EXTERNAL
Santa Monica Mayor Brock - - City Manager David White requires that you obtain authorization to communicate with the Chief of Police. Given the current status of crime and lack of safety in Santa Monica, don't you think it's time to bypass the City Manager and speak directly with the Chief? Councilmembers Caroline Torosis, Jesse Zwick and Gleam Davis do NOT want to transfer funds to the Police Department the Chief says he needs. Please don't waste additional time procrastinating.

Santa Monica's 3rd Street Promenade and Downtown are one of the most dangerous shopping and dining venues in all of California. You have a 1 in 19 chance of becoming a victim of property crime in Santa Monica. A crime rate 131 percent higher than the national average. 90% of ground floor retail stores experience walk-in theft multiple times every month. There are "a reported" 66 rapes and 500 stabbings and assaults per 100,000 people. On average, 5 people overdose or die on the street per week. Yet 2 former Downtown SM Board Members, Ericka Lesley and Barry Snell, think they can do even better now running for City Council. The same ones who want to keep District Attorney George Gascon and stated they do NOT want armed law enforcement on the Promenade. And City Manager David White says if we have more Police presence, residents and visitors will have to give up City Services. Promenade business owners want to get rid of DTSM, Inc. Residents want District Elections. But the City Manager, 3 Councilmembers, a Cypress Equities developer and special interests on the DTSM Board manage to use millions of dollars in tax funds and assessments against us.

FILTHY Santa Monica. Do you think LA County Supervisor Lindsey Horvath, Public Health Director Barbara Ferrer, SM City Manager David White and Councilmembers Gleam Davis (2x a former Mayor!), Jesse Zwick and Caroline Torosis really care about "a clean and safe Santa Monica?" They obviously don't really care about Hep C, MRSA "staph" bacteria, Tetanus and other toxin-producing bacterium that STREET LIVING creates. 86% of residents won't shop or dine in Downtown SM. Why then should tourists? 73% of residents who live in apartments have lost their parks to 24-7 drug addicts waiting for their next fix and free handouts of meth pipes and needles. Results of what 1-PARTY RULE for 45 years by SMRR has produced for Santa Monica.

Subject: Set up a Park Safety Commission - Memorial Park

EXTERNAL
Dear Members of Santa Monica City Council
We are writing to you as concerned patrons of Memorial Park. We are athletes, family members, parents, and citizens who use the amenities there - which include the numerous tennis and pickleball courts, baseball fields, skateboard park and recreation center.

We demand access to a Safe Memorial Park.

In recent weeks, we have been concerned for the safety of ourselves and the more vulnerable population, our children. Please see a list of incidents below:

1. A 5 year old child was approached by an unhoused person in conversation to “play a game”.

2. An unhoused and unstable individual jumped the fence into the Cove skatepark while children were skateboarding in the park, which resulted in evacuation.

3. An unhoused and unstable individual is having altercations in the public parking lot. This individual and others are currently residing in cars in the public parking lot.

4. Public drug use is being conducted in the public bathrooms at the Little League fields, which is the main bathroom used by families. We have noticed individuals residing in some of the bathroom stalls, leaving feces and hypodermic needles in close proximity to the Little League fields.

We demand that our Santa Monica government officials focus their attention on this matter and come up with a strategic plan to be enforced immediately to ensure access to a Safe Memorial Park. --
