City Council
Report
City Council Meeting: September 24, 2024
Agenda Item: 5.G
1 of 2
To: Mayor and City Council
From: Oles Gordeev, Acting Director of Human Resources, Human Resources Department
Subject: Adoption of Salary Resolution for the Re-establishment of a Job Classification Recommended Action
Staff recommends that the City Council

1. Adopt a finding of no possibility of significant effect pursuant to Section 15601(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines.

2. Adopt a Resolution of the City of Santa Monica to re-establish the previously abolished job classification of Business and Revenue Operations Manager.

Summary
The resolution presents the job classification of Business and Revenue Operations Manager for re-establishment.

Discussion
In preparation for an upcoming retirement, staff has requested that a job classification needed to meet the current operational needs of the Finance Department be restored.

As such, the Human Resources Department recommends the re-establishment of the previously abolished classification of Business and Revenue Operations Manager.

Upon approval of this action, the City’s salary schedule, which reflects the City’s list of active classifications, will be updated to reflect this action.

Environmental Review
2 of 2
The revisions to the classifications are exempt from CEQA pursuant to Section 15061(b)(3) of the CEQA Guidelines, which states that CEQA does not apply, “where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” This revision to the City’s classifications is administrative in nature. Therefore, it can be seen with certainty that the agreement would not result in adverse physical impacts on the environment, and as such, is exempt from CEQA.

Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a result of the recommended action. Staff will return to Council if specific budget actions are required in the future.
