EXTERNAL
Dear council,
I am writing to express my strong opposition to item 7B, as it takes a very limited view on improving safety in Santa Monica.

Despite claiming a broad, holistic approach to public safety, it entirely neglects the one of the most frequent forms of crime and unsafe behavior in Santa Monica— Traffic violence. As traffic injuries and deaths continue to rise in California and the US, it does not even mention the essential need to move forward the City’s goal of Vision Zero to eliminate fatal and severe injury crashes by 2026. Due to a chronic lack of initiative and funding, we are not on track to even come close to this goal. This is especially egregious considering that motor vehicle crashes are the leading cause of death for children in the United States. To add a personal anecdote, I’ve now been hit by a driver both while cycling and as a pedestrian on a “residential” street, yet have never been a victim to other forms of violence in Santa Monica.

The SMPD are responsible for responding to many traffic incidents daily, including collisions and hit-and-runs. This is a drain on the police department’s and other first responder resources, taking personnel away from other tasks that address the types of safety mentioned in this report. However, these crashes are not “accidents,” and by properly addressing traffic safety through design we are able to more efficiently direct our SMPD officers to other tasks.

In addition to freeing up current resources for other safety related tasks, many approaches to safe streets can add additional efficiencies for first responders. For example, the addition of 24/7 dedicated bus lanes to Santa Monica Blvd, Lincoln Blvd, Wilshire Boulevard, and Pico Blvd would also be used by emergency vehicles, allowing for faster response time. Similarly, wide two-way protected bike lanes like the Bike Action Plan has proposed for Arizona Ave are wide enough for emergency vehicles to use to bypass vehicle traffic, improving response times and increasing emergency access to essential locations like UCLA-Santa Monica Hospital, Providence St Johns Hospital, and SMFD Station #1 and #3.

I urge you all to not take action on this item until traffic violence is fully addressed in the proposals. Without that, safety for the public will never be fully realized.

Thank you,
Connor Webb

Dear Santa Monica Mayor and City Council:

Please find attached a letter on behalf of Santa Monica Spoke and the Santa Monica Safe Streets Alliance to express our serious concerns that the Budget Study Session on Enhancing Public Safety, as currently laid out, is flawed because it ignores traffic violence and mobility issues as part of public safety even though the staff report claims, “The city takes a 360° approach to the issues of safety and homelessness, with resources dedicated to prevention, emergency response, prosecution, and diversion.” Public safety must include the conditions of safety for all people of our streets.

Also attached is our support for the original traffic measure for reference.

RE: 7B item on Safety Study Session

Dear Mayor and City Council Members:

On behalf of Santa Monica Spoke and the Santa Monica Safe Streets Alliance we are writing to express our serious concerns that the Budget Study Session on Enhancing Public Safety, as currently laid out, is flawed because it ignores traffic violence and mobility issues as part of public safety even though the staff report claims, “The city takes a 360° approach to the issues of safety and homelessness, with resources dedicated to prevention, emergency response, prosecution, and diversion.” Public safety must include the conditions of safety for all people of our streets. The Council established in 2016 Santa Monica’s Vision Zero, declaring “Vision Zero is Santa Monica’s initiative to reduce severe traffic injuries and deaths on city streets by 2026.” Yet, the study session omits any mention of traffic matters or Vision Zero.

Traffic lawlessness is a threat to public safety in the same way that other crimes are threats to persons or property. What is ironic is that it is a ballot measure for a parking tax that may generate funds for any additional infrastructure, programs or personnel to tackle public safety in visible ways that help our community trust that its safety really matters to our City and its police and fire departments. People need to know that their safety when walking, biking, using active mobility or driving a vehicle is a priority.

After all, our streets amount to approximately a whopping 24% of our collective public space, the largest public space in Santa Monica. Everyone using our streets, particularly children, elders and the most vulnerable, must be able to count on our Council to consider carefully and responsibly an accurate and meaningful “360° approach” to public safety starting with how one defines it in order to address community safety thoroughly and inclusively.

It is imperative for the Council to instruct staff to include traffic violence in the definition of public safety and to identify the necessary and appropriate enforcement measures and programs for safety on our streets. These efforts are critical if we are to achieve safety for our community and visitors.

Sincerely,
Cynthia Rose

Furthermore,

1. It's bad governance to budget based on measure K funds before seeing is measure K passes.

2. It's thumbing your nose at the voters to place PSK on the ballot and then not wait to see to see what the will of the voters is before rushing to allocate the money. Remember, it's perfectly well possible that K passes and PSK fails.

3. We currently cannot fill the number of officer slots we're currently budgeted for, so it seems especially pointless to increase the police budget at the expense of other city services. But even if we were filling the PD job postings as soon as we posted them, many residents and business owners have recent experience with our police such as "We called the police but there was nothing they could do because there was no crime as he did not get the purse" (https://smdp.com/2024/02/28/brazen-purse-snatching-attempt-at-blue-plate-taco-caught-oncamera). Traffic enforcement is nonexistent except for when SMPD gets an outside grant to do a targeted day or two of enforcement, assuming the police aren't the ones committing the traffic violations themselves (which is distressingly common!). I recently saw three police cars' worth of officers stand around staring into space while fire department personnel attended to a homeless man who was immobile on the ground in need of medical assistance. Good evening council
The study session being reviewed tomorrow on enhancing public safety seems woefully inadequate. How can this be looking at a comprehensive approach to public safety without even considering traffic safety? The discussion during the 9 July meeting that resulted in this study included numerous comments from the council members about how public safety means a lot of things, including Mayor Brock asking about "safe routes to school". Where is the evaluation of additional crossing guards or bump outs to save children, enforcing speeding to reduce traffic deaths, or adding mobility infrastructure to allow less destructive modes of transportation. Taking such a narrow definition of public safety directly conflicts with the ballot wording for measure K that this item is supposed to provide direction for.

Even if the council was exclusively focused on applying more resources towards the narrow definition here, how about freeing up the police, fire, and EMS resources spent responding to traffic violence? The City already has a clear Vision Zero plan that could be readily implemented with these funds. I urge the council to at least consider the full scope of public safety when making any decisions related to this, just like the voters currently are on their ballots.

Dear Council,
I’m writing to share my strong opposition to item 7B.

The report talks about taking a “broad, holistic approach to public safety,” but it almost completely ignores the serious issue of traffic violence. This is especially worrying in a county where car crashes are the leading cause of death for children.

Also, the report overlooks the Mobility Division’s Vision Zero goal to eliminate fatal and severe injury crashes by 2026, which doesn’t seem achievable at the current pace.

Every day, the Santa Monica Police Department handles numerous traffic accidents, including hit-andruns. These aren’t accidents—they’re preventable crashes that take up valuable time and resources from our first responders. Until we prioritize traffic safety, these tragedies will keep happening.

Please don’t move forward with these proposals without fully addressing traffic violence. Investing in public safety means considering all aspects of safety.

Thank you.

Dear council,
I strongly oppose making any decision on item 7B at this time.

Considering that we’re in a budget crisis, it seems quite odd to spend staff time and resources on a measure that hasn’t passed yet, and for which funds won’t make it into our budget any time soon even if/once it passes.

Regardless of that, I understand that there are many aspects of public safety that we need to work on and consider in our city, and I believe that there are ideas and statements in this report that are perfectly valid and will still hold up once the funding comes in if this measure passes.

However, I am also aware that there has been multiple severe crashes in our city just in the past couple weeks, that enforcement of traffic laws onto the most dangerous road users and behaviors has been lacking, that we are extremely behind on our plans for safe streets, and that until our infrastructure truly protects our residents and visitors, our streets will remain deadly, especially if we send a message to drivers that virtually no one will stop their reckless driver, which is exactly what we have been doing.

Everyone in our city deserves to feel safe, and I understand that there are many concerns (some of which are perfectly valid) around other things than traffic violence, but as one of the many people who have been hit by more than one careless drivers on our streets and will deal with some of the injuries for the rest of my life, while nearly getting hit again by more careless drivers on a daily basis, I find it clear that not protecting our road users from traffic violence isn’t doing our city justice.

The report claims to take a "broad, holistic approach to public safety," yet it almost completely neglects the critical issue of traffic violence. This is particularly concerning in a county where motor vehicle crashes are the leading cause of death for children.

Moreover, the report ignores the mobility division’s Vision Zero goal of eliminating fatal and severe injury crashes by 2026, which we have no chance of reaching at the current rate.

Hello,
I am writing to express my strong opposition to item 7B. It is really sad a city like Santa Monica is dangerous to walk and bike in. I should be able to safely bike to the grocery store a half mile away. I should be able to walk across Main Street and not have to beg cars to give me time to cross.

This is preventable!! We can make Santa Monica actually safe and usable for humans not in cars. You just have to prioritize traffic safety.
