MILLS ACT CONTRACT APPLICATION INSTRUCTIONS
WHAT IS THE MILLS ACT?
The Mills Act is a California State law that enables cities to enter into contracts with property owners of qualified historic structures. Mills Act contracts can provide· tax benefits for both owner-occupied and income producing properties. In the case of owner-occupied property, the income projection is based on comparable rents for similar property in the area or, if insufficient rental information is available, the income that it could reasonably be expected to produce. For income producing property, the income amount is based on rent actually received and on typical rents received for similar property in similar use.
The owner of any building that is either a designated local landmark or a contributing building in a designated historic district may file a Mills Act Contract Application. Once approved, a Mills Act contract requires the County Tax Assessor's office to determine the value of the historic property based upon its current income, rather than future development potential.
In exchange for this reduction in property taxes, the contract requires the property owner to undertake specific restoration tasks, if necessary, and to properly maintain the historic structure. The proposed restoration and maintenance items are included in a work plan that is submitted by the applicant and, if approved, becomes attached to the contract as an exhibit.
More details about the State enacting law are available at vVW\¥.'ohp.parks.ca.gov.
CONTRACT TERM
Mills Act contracts are for a ten-year term and are renewed automatically each year on the contract's anniversary. As a result, unless either the property owner or the City submits a notice of non-renewal, the owner is always ten years away from the contract tennination. The effect of a non-renewal notice is contract termination at the end of the then current ten-year tenn. The owner may also petition the City to initiate an immediate cancellation. If cancelled, a penalty equal to 12 1/2 percent of the property's assessed market value is imposed. The City may also cancel the contract in the case of breach of the contract conditions. The rights and obligations to the contract are also binding upon successive property owners during the contract tenn. Although new contracts can take place at any time, new valuations will not be effective until March of any given year.
APPLICATION PROCESS
The deadline for filing an application for a Mills Act Contract is May 31st annually.
Applications must be filed by appointment at the City Planning Division's public information counter.
Appointments are available weekly on Tuesdays and Thursdays. Please contact the City Planning Division at (310) 458-8341 at least one week in advance to schedule an appointment to file your application.
Staff will review your Mills Act Contract application upon receipt and will contact you and/or your representative to schedule a site visit. Following a site visit, staff will prepare a report to present to the Landmarks Commission for their recommendation (tentatively scheduled for the August or September Landmarks Commission meeting). It is important for you and/or your representative (architect) to be present at this meeting to answer any questions the Commission may have regarding the property.
After the Landmarks Commission has made a recommendatiol). on the Contract application, staff will then take it to the City Council for their review and approval. Once City Council approves the Contract, notarized signatures of both the property owner and City officials must be obtained no later than earlyDecember. The City will endeavor to submit the signed document to the Los Angeles County Recorder for recordation no later than December 28 for benefits to begin the following tax year.
Upon receipt of the fully executed and recorded document, the 'City will then forward it to the Los Angeles County Tax Assessor, who will recalculate the property owner's tax payment (usually mid April). Staff will provide you a copy of the fully executed Contract after it has been sent to the County Tax Assessor.

CONDITION ASSESSMENT REPORT
Overview
The property at 518 Adelaide Drive constructed in 1925, consists of a singlefamily two-story home designed by architects Ruoff & Munson in the French Revival style that has been designated as a City of Santa Landmark. The parcel is located in the north of the City of Santa Monica overlooking Santa Monica Canyon and approximately five blocks from the ocean. The site and buildings at 518 Adelaide Drive are in adequate to fair condition and in need of significant maintenance and repair.
Project Site
Kaplan Chen Kaplan conducted an historic resources condition assessment of 518 Adelaide Drive, The property is identified as Assessor's Parcel Number 4293-001-00. The property is located at the northern border of Santa Monica and overlooks Santa Monica Canyon with a view of the ocean to the west. The property includes small parcels on the north side of Adelaide Drive but they are steeply sloped and unbuildable. The primary parcel with the landmark residence is generally rectangular, relatively flat in the rear yard and sloping down to a slightly angled frontage along Adelaide Drive.

The relatively large single family parcel roughly 115 wide by 178 to 186 feet deep contains a two story single family residence with small basement area built as a wood frame structure with plaster exterior. According to the Los Angeles County Assessor, the French Revival style residential building at 518 Adelaide Drive was constructed in 1925 with modifications in 1940. The main two story structure is offset to the west. There is large two story rotunda tower with the main entry in front of the wing at the center of the site nestled by the short wing with the stair on the east that projects towards the front and connects with the living room on the east. There is also a tall one story wing projecting south towards the rear yard with a covered outdoor area at the south end.

Neighborhood and General Building Description
The property is located on the south side of Adelaide Drive east of Fourth Street that connects to nearby San Vicente Boulevard and adjacent streets. The nearby properties on Adelaide Drive are two story residences of differing styles built over decades. An alley is located behind the property. Multi-family three story 518 Adelaide Drive, Santa Monica

buildings that face San Vicente are on the opposite side of the alley. The area is near the ocean and subject to the coastal climate
The Los Angeles County Assessor indicates a total of 3,424 square feet of interior space for the landmark residence. The building has a stucco exterior finish with a modeled and slightly textured surface with radius corners at building edges and window and door openings. There are a few ornamental metal elements including two second floor balconies that project from the building and railings at the French doors on the front elevation. The openings are a mix of original wood doors and windows primarily on the front and east elevation and later replacement aluminum windows primarily jalousie windows on the south and west behind the garage. Most of the window openings are flanked with surface mounted wood shutters. The shutters consist of two vertical rough sawn boards with a chamfered cross piece at the upper and lower quarter points.
There are a couple of leaded glass windows including a large panel at the stair landing and one behind a decorative opening in the exterior stucco. There are two masonry chimneys with clay tile flue extensions. The roofing is composite asphaltic shingles. There are clay tile attic vents which may suggest that the roof was also originally clay tile. Semi-circular gutters surround the entry rotunda and run along the top of several walls with downspouts to grade.
There is extensive paving including the original driveway that consists of different sizes of individual cast concrete rectangular panels. There is a small entry court in front of the residence starting at the entry to the rotunda porch area and running to the west to meet the driveway with a return to the façade defined with low landscape. The driveway sloping down to the street is also paved with a pattern of different sized rectangular cast concrete panels and has a low retaining wall to the adjacent front yard on the east.
The landscape in the front yard is primarily lawn with a low hedge at the public sidewalk and plantings near the building. There are no trees in the front yard other than a tree close to the northeast corner of the living room and a large palm tree toward the back along the east property line. The rear yard includes lawn on the east and around the back of the house with a large portion along the rear property paved for a tennis court Rectangular cast concrete paving from the original drive before construction of the garage exists on the west side of the residence behind the garage leading to the paved court.
A fundamental issue for long term maintenance of the residence is the settling of the house along the north elevation as well as the southeast. 518 Adelaide Drive, Santa Monica

SUMMARY OF REPAIR / MAINTENANCE WORK
Sitework
Location:
The front yard terminates at the public sidewalk with a low retaining wall along the public sidewalk that turns up the driveway on the west. There is extensive paving that consists of different sizes of individual cast concrete rectangular panels at the driveway, the entry court walkways and areas behind the house including an original extension of the driveway behind the garage. The front entry sidewalk is also paved with similar pavers and with a couple of steps at the sidewalk. Areas around the south wing on the back of the house have been remodeled and the paving is a different pattern. There is a small entry court in front of the residence surrounded by low plantings. There is a circular scored concrete and brick framed landing at the front door. A bronze plaque is mounted on a large stone commemorating the Landmark property in the front yard. The back of the property includes a large, paved tennis court and wall along the alley.
Condition:
The extensive original paving is generally in place and in adequate condition with a few areas of settling along the walk and missing pavers. Steps at the street and low retaining wall at driveway have minor cracks. A non-original slumped brick wall is discolored and splitting apart. The house is settling especially along the front northeast corner as well as the southeast of the residence. The front circular entry porch is in one piece but steeply sloping due to settlement. A semicircular pattern of rust has developed on the scored concrete from the metal balcony overhead. The tennis court is faded and occupies much of the backyard but is not a character defining feature of the property.
Treatment:
The grade needs to be reduced along the front elevation, especially at the living room. The paved walk areas can be cleaned but not so aggressively to damage the material. Offset paving panels should be adjusted for a level path. Additional markings for safety can be added on stair treads. The low retaining wall at the driveway may require replacement and steps at the sidewalk should be reviewed for cosmetic repair.

Condition Assessment and Maintenance Plan
Kaplan Chen Kaplan 7 March 15, 2024
Landscape
Location:
The front yard is primarily lawn with small plants and against the front façade and a small tree at the northeast corner. There is also lawn outside the areas of paving on the east and west of the residence and around the backyard. There are a few small trees and plantings on the rear and side yards and a tall palm tree along the eastern property line. Much of the backyard is paved as a tennis court.
Condition:
Plantings are too close to the front elevation allowing moisture to accumulate.
Other plantings around the building are small and sparse. Areas of the side and rear yard lawn have worn areas creating patches in the lawn. The palm tree appears to have been maintained.
Treatment:
Existing plantings directly adjacent to the residence especially at the north should be removed or significantly trimmed. Bare lawn areas should be fertilized and reseeded, re-planted or otherwise landscaped. Added irrigation with care not to direct near the building may help in maintenance. The large palm tree along the eastern property line has been maintained with dead palm fronds removed and that should be continued.
Foundations / Structural
Location:
The residence has typical continuous perimeter footings and internal piers for support of the wood frame structure. There are concrete footings, but little is visible as plaster finish continues to grade. The foundations do not show obvious failures although the front along the north especially at the living room and dining room has settled substantially There are apparent seismic improvements with a steel plate bolted to the wood frame and foundation.
Condition:
There is evidence of cracking in some foundations. The front façade has subsided in the grade. There is also evidence of settling at the southeast of the 518 Adelaide Drive, Santa Monica
Condition Assessment and Maintenance Plan
Kaplan Chen Kaplan 8 March 15, 2024
residence. This settling allows moisture to penetrate into the structure. The wood frame and roof construction exposed during work on the upper floor appears sound with typical older framing details, Interior wall finish cracking such as in the stairway is likely the result of settling of the building. The floor in the living room slopes down to the front north wall.
Treatment:
A structural engineer should review. Additional seismic strengthening, shoring or underpinning for settlement may be required. Any unsafe seismic condition should be strengthened including review of attachments of the wood frame to the concrete footings.
Plaster Exterior
Location:
The building exterior is a slightly uneven surface and textured stucco. This texture is relatively consistent around the building. The stucco finish wraps into the door and window jambs. There are also two open patterns in the stucco in front of windows – a decorative shape at the ground floor with leaded glass behind and a gridded opening at the upper floor with a clear operable sash behind.
.
Condition:
The stucco is in adequate to fair condition with a few cracks primarily from settlement of the north facade.
.
Treatment:
The stucco is best maintained with regular cycles of prep and paint. Following stabilization of the structure, repairs need to be carefully crafted to match the original finish and color.
.
Wood Doors
Location:
Exterior doors are primarily wood frame with glass. These doors are in pairs around the living room and one set off the dining room. The doors appear original with a few modified as fixed and with hardware removed. The balcony door are also pairs of wood sash with glazing. The front entry door is a solid 518 Adelaide Drive, Santa Monica
Condition Assessment and Maintenance Plan
Kaplan Chen Kaplan 9 March 15, 2024
wood door. A few non original wood doors are located on the rear and west elevation behind the garage.
Condition:
The original doors are mostly intact although showing years of deferred maintenance and should be preserved where possible, especially the front entry door. A few doors have rotted bottoms and hardware removed. Pairs of doors facing west on the living room and dining room are badly damaged with water damage evident. The thin mullions separating the glass are also in poor condition
Treatment:
Doors should be evaluated for repair and rehabilitation where possible as well as whether any doors should be rebuilt due to extensive damage. Rotting at the bottom of doors should be checked so that there is no long-term deterioration.
Fully damaged doors can be replaced with new doors with matching profiles.
Painting should be provided that carefully protects and maintains the original door. Doors should be prepped and painted on a regular basis. Original hardware that can be repaired should be maintained or as needed replaced with compatible hardware.
Windows
Location:
Most of the windows on the front (north) and east elevation are original wood windows. Two windows on the front have been replaced with large single pane fixed glass. Operable original windows are hinged sash. Some windows also have a second wood sash with screen. Windows on the south and a few on the west have been replaced with a mix of slider and jalousie type aluminum windows. There is also a leaded glass window behind a decorative plaster screen as well as a large rectangular leaded glass on the upper east elevation.
Condition:
Existing windows are in need of refurbishment. Window hardware is missing in places. Not all windows provide a tight seal to the exterior. The screen window elements should be reviewed for function and to determine if original to be retained. Many replacement windows are in basic functional condition but do not appear appropriate to the landmark such as the jalousie and aluminum slider windows. The leaded glass windows appear in satisfactory condition. 518 Adelaide Drive, Santa Monica
Condition Assessment and Maintenance Plan
Kaplan Chen Kaplan 10 March 15, 2024
Treatment:
Wood windows need to be maintained to preserve the wood and avoid water intrusion into frames and exterior walls. Aluminum window sash may pit especially near the ocean and where appropriate should be replaced with compatible window types. The wood windows should be carefully maintained with regular schedule of prep and paint. Ongoing window maintenance programs may consider replacements of the aluminum to match original wood windows.
Window operation should be reviewed and rehabilitated as needed.
Decorative Metalwork
Location:
There are two decorative projecting metal balconies on the front façade, a semicircular one at the second floor tower over the entry door and a rectangular balcony nearby off the front bedroom at the second floor. There are also small railings at the ground floor around the living room French doors.
Condition:
Most of the decorative features appear in satisfactory to good condition although attachments are unknown.
Treatment:
The metal balconies and railings should be periodically refurbished, painted and continually maintained in light of the nearby ocean moisture. The balconies’ attachments should be structurally evaluated for safety.
Clay Tile Vents and Chimney Caps
Location:
The multiple fireplaces have protruding clay tile flues at the rooftop chimneys.
There are also a variety of attic vents that are protruding round clay tiles at the upper façade.
Condition:
The clay tiles are in generally appear in good condition The chimney flues however have not been specifically reviewed for damage. 518 Adelaide Drive, Santa Monica
Condition Assessment and Maintenance Plan
Kaplan Chen Kaplan 11 March 15, 2024
Treatment:
The clay tile vents and rooftop chimney caps should be carefully reviewed to avoid damage. It may be appropriate to check the condition of the entire clay tile flue within the chimney. Work on roof and plaster should avoid impact to clay tile features.
Roofing
Location:
The roof is covered with asphaltic shingles that have a notched corner to express an older shingle appearance. The roof is covered by the same material throughout including the roof of the entry rotundo tower. The roof edge trim is dark brown metal.
Condition:
The current roofing may be adequate in most areas for the next few years but there are areas of leaks.
Treatment: .
Roof life cycle should be evaluated. A new roof may be needed immediately or over the next years. Any leaks should be identified and repaired expeditiously.
The roof shingles can be replaced, preferably with shingles with the added thickness.
Gutters and Drainage
Location:
The gabled roof slopes down to metal half round metal gutters along the tops of walls connected to circular downspouts to grade. There are numerous short sections of gutters due to the roof complexities and the gutter surrounding the central rotunda projects outward on brackets to catch the water. There are metal grates at a few locations adjacent to the house, some may be over crawl space access as well as at least one small drainage grate in the front yard.
Condition:
The gutters and downspouts are painted metal. Rust is evident in many sections. The gutter and its attachments at the rotunda are slightly distorted and 518 Adelaide Drive, Santa Monica
Condition Assessment and Maintenance Plan
Kaplan Chen Kaplan 12 March 15, 2024
bent. The drain lines in the front yard to the street appear to have been crushed and have not properly drained.
Treatment: Gutters and downspouts should be treated, repaired and painted and where necessary replaced with similar profile gutters Drainage should be reviewed including water tests as necessary. Gutters and attachments at rotunda should be further evaluated. Crushed drain lines should be repaired and replaced.
Hardware
Location:
There are numerous original pieces of hardware throughout the exterior door and window openings. Wood doors have original type hardware although various elements are missing in areas. The doors to the exterior balconies also appear as original. The front entry door appears to have original hardware.
Condition:
The front door handle is in satisfactory condition. Many window and door hardware elements are missing or not properly aligned and functional.
Treatment:
The front door hardware should be reviewed and refurbished. Existing hardware should be repaired and refurbished as much as possible. Replacement hardware for windows and doorways should be selected to maintain consistency and compatibility.
Exterior Lights
Location:
There are wall mounted front porch lights flanking the front entry. There is a similar pair of fixtures at the porch on the south of the living room. There is also a hanging fixture in that porch and another fixture at the corner of the south wing that appear possibly older. A pair of fixtures are also mounted flanking the garage door on the front facade. There are a few miscellaneous security lights and two tall poles one in the rear yard behind the house and the other along the alley with lights for the tennis court.
518 Adelaide Drive, Santa Monica
Condition Assessment and Maintenance Plan
Kaplan Chen Kaplan 13 March 15, 2024
Condition:
The lights are in satisfactory condition although they may need re-lamping.
Treatment:
Existing porch lights can be re-lamped for energy conservation if the appropriate bulb is chosen. The older fixtures should be evaluated for new wiring and other upgrades. New exterior lighting can be added for security or lighting in the landscape that illuminates the residence and site but should be carefully considered and installed to be compatible
Electrical
Location:
The primary electrical appears to come from the service and is underground to the house. There are a number of older electrical boxes around the residence.
Condition:
The electrical meters appear to be in need of update and other equipment may need upgrades. Much of the wiring is antiquated 3 wire and cloth wrapped wires.
Treatment:
The electrical service should be reviewed by an engineer. The structure should be rewired as well as other appropriate upgrades for safety.
Plumbing
Location:
The interior plumbing and underfloor system is partly visible Condition:
The plumbing service including sewer has not been investigated. Much of the plumbing throughout the house is older piping and in need of replacement. Drain lines buried in the front yard have been crushed.
Treatment:
Plumbing should be reviewed. New service and drain lines may be necessary. 518 Adelaide Drive, Santa Monica

Kaplan Chen Kaplan 14 March 15, 2024
Mechanical/Heating
Location:
There is gas service to the building so that both water and space heating is gas.
Condition:
The system is currently operable
Treatment:
Mechanical systems including water heating may require update. Review gas shut off for safety. Humidity should be considered.

west of the residence and
around the backyard.
There are a few small trees
and plantings on the rear
and side yards and a tall
palm tree along the eastern
property line. Much of the
backyard is paved as a
tennis court.
Plantings are
too close to the
front elevation
and allow
moisture to
accumulate.
Other plantings
around the
building are
small and
sparse. Areas
of the side and
rear yard lawn
have worn
areas creating
patches in the
lawn. The
palm tree
appears to
have been
maintained.
Existing
plantings

the north
should be
removed or
significantly
trimmed. Bare
lawn areas
should be

Foundations/
Structural
The residence has typical
continuous perimeter
footings and internal piers
for support of the wood
frame structure. There are
concrete footings, but little
is visible as plaster finish
continues to grade. The
foundations do not show
obvious failures although
the front along the north
especially at the living room
has settled substantially
There are apparent seismic
improvements with a steel
plate bolted to the wood
frame and foundation
There is
evidence of
cracking in
some
foundations.
The front
façade has
subsided in the
grade. There is
also evidence
of settling at
the southeast
of the
residence. This
settling allows
moisture to
penetrate into
the structure.
The wood
frame and roof
construction
exposed during
work on the
upper floor
appears sound
with typical
older framing
details, Interior
wall finish
cracking such
as in the

likely the result
of settling of
A structural
engineer
should review.
Additional
seismic
strengthening,
shoring or

for settlement
may be
required. Any
unsafe

should be
strengthened
including
review of

The floor in the
living room
slopes down to
the front north
wall.
518 Adelaide Drive, Santa Monica Condition Assessment and Treatment Mills Act Application 2024 Kaplan Chen Kaplan
Plaster
Exterior
The building exterior is a
slightly uneven surface and
textured stucco. This
texture is relatively
consistent around the
building. The stucco finish
wraps into the door and
window jambs. There are
also two open patterns in
the stucco in front of
windows – a decorative
shape at the ground floor
with leaded glass behind
and a gridded opening at
the upper floor with a clear
operable sash behind.
The stucco is in
adequate to fair
condition with a
few cracks
primarily from
settlement of
the north
facade.
The stucco is
best
maintained
with regular
cycles of prep
and paint.
Following
stabilization of
the structure,
repairs need
to be carefully
crafted to
match the
original finish
and color.

Wood doors Exterior doors are primarily
wood frame with glass.
These doors are in pairs
around the living room and
one set off the dining room.
The doors appear original
with a few modified as fixed
and with hardware
removed. The balcony
door are also pairs of wood
sash with glazing. The front
entry door is a solid wood
door. A few non original
wood doors are located on
the rear and west elevation
behind the garage.
The original
doors are
mostly intact
although
showing years
of deferred
maintenance
and should be
preserved
where possible,
especially the
front entry
door. A few
doors have
rotted bottoms
and hardware
removed. Pairs
of doors facing
west on the
living room and
dining room are
badly damaged
from water.
The thin
mullions
separating the
glass are also
in poor
condition
Doors should
be evaluated
for repair and
rehabilitation
where
possible as
well as
whether any
doors should
be rebuilt due
to extensive
damage.
Rotting at the
bottom of
doors should
be checked so
that there is
no long term
deterioration.
Fully damaged
doors can be
replaced with
new doors
with matching
profiles.
Painting

518 Adelaide Drive, Santa Monica Condition Assessment and Treatment Mills Act Application 2024 Kaplan Chen Kaplan
Windows Most of the windows on the
front (north) and east
elevation are original wood
windows. Two windows on
the front have been
replaced with large single
pane fixed glass. Operable
original windows are hinged
sash. Some windows also
have a second wood sash
with screen. Windows on
the south and a few on the
west have been replaced
with a mix of slider and
jalousie type aluminum
windows. There is also a
leaded glass window
behind a decorative plaster
screen as well as a large
rectangular leaded glass on
the upper east elevation.
Existing
windows are in
need of
refurbishment.
Window
hardware is
missing in
places. Not all
windows
provide a tight
seal to the
exterior. The
screen window
elements
should be
reviewed for
function and to
determine if
original to be
retained. Many
replacement
windows are in
basic functional
condition but
do not appear

Decorative
Metalwork
There are two decorative
projecting metal balconies
on the front façade, a
semicircular one at the
second floor tower over the
entry door and a
rectangular balcony nearby
off the front bedroom at the
second floor. There are
also small railings at the
ground floor around the
living room French doors.
Most of the
decorative
features
appear in
satisfactory to
good condition
although
attachments
are unknown.
The metal
balconies and
railings should
be periodically
refurbished,
painted and
continually
maintained in
light of the
nearby ocean
moisture. The
balconies’
attachments
should be
structurally
evaluated for
safety

Clay tile
vents and
Chimney
caps
The multiple fireplaces
have protruding clay tile
flues at the rooftop
chimneys. There are also a
variety of attic vents that
are protruding round clay
tiles at the upper façade.
The clay tiles
are in generally
appear in good
condition The
chimney flues
however have
not been
specifically
reviewed for
damage.
The clay tile
vents and
rooftop
chimney caps
should be
carefully
reviewed for
damage. It
may be
appropriate to
check the
condition of
the entire clay
tile flue within
the chimney.
Work on roof
and plaster
should avoid
impact to clay
tile features.
518 Adelaide Drive, Santa Monica Condition Assessment and Treatment Mills Act Application 2024 Kaplan Chen Kaplan
Roofing The roof is covered with
asphaltic shingles that have
a notched corner to
express an older shingle
appearance. The roof is
covered by the same
material throughout
including the roof of the
entry rotundo tower. The
roof edge trim is dark
brown metal.
The current
roofing may be
adequate in
most areas for
the next few
years but there
are areas of
leaks.
Roof life cycle
should be
evaluated. A
new roof may
be needed
immediately or
over the next
years. Any
leaks should
be identified
and repaired
expeditiously.
The roof
shingles can
be replaced,
preferably with
shingles with
the added
thickness.
518 Adelaide Drive, Santa Monica Condition Assessment and Treatment Mills Act Application 2024 Kaplan Chen Kaplan
Gutters and
Drainage
The gabled roof slopes
down to metal half round
metal gutters along the tops
of walls connected to
circular downspouts to
grade. There are
numerous short sections of
gutters due to the roof
complexities and the gutter
surrounding the central
rotunda projects outward
on brackets to catch the
water. There are metal
grates at a few locations
adjacent to the house,
some may be over crawl
space access as well as at
least one small drainage
grate in the front yard.
The gutters
and
downspouts
are painted
metal. Rust is
evident in
many sections.
The gutter and
its attachments
at the rotunda
are slightly
distorted and
bent. The drain
lines in the
front yard to
the street
appear to have
been crushed
and have not
properly
drained.
Gutters and
downspouts
should be
treated,
repaired and
painted and
where
necessary
replaced with
similar profile
gutters
Drainage
should be
reviewed
including
water tests as
necessary.
Gutters and
attachments at
rotunda
should be
further
evaluated.
Crushed drain
lines should
be repaired
and replaced.

518 Adelaide Drive, Santa Monica Condition Assessment and Treatment Mills Act Application 2024 Kaplan Chen Kaplan
Hardware There are numerous
original pieces of hardware
throughout the exterior door
and window openings.
Wood doors have original
type hardware although
various elements are
missing in areas. The
doors to the exterior
balconies also appear as
original. The front entry
door appears to have
original hardware.
The front door
handle is in
satisfactory
condition.
Many window
and door
hardware
elements are
missing or not
properly
aligned and
functional.
The front door
hardware
should be
reviewed and
refurbished.
Existing
hardware
should be
repaired and
refurbished as
much as
possible.
Replacement
hardware for
windows and
doorways
should be
selected to
maintain
consistency
and
compatibility.

Exterior
Lights
There are wall mounted
front porch lights flanking
the front entry. There is a
similar pair of fixtures at the
porch on the south of the
living room. There is also a
hanging fixture in that porch
and another fixture at the
corner of the south wing
that appear possibly older.
A pair of fixtures are also
mounted flanking the
garage door on the front
facade. There are a few
miscellaneous security
lights and two tall poles one
in the rear yard behind the
house and the other along
the alley with lights for the
tennis court.
The lights are
in satisfactory
condition
although they
may need relamping.
Existing porch
lights can be
re-lamped for
energy
conservation if
the
appropriate
bulb is
chosen. The
older fixtures
should be
evaluated for
new wiring
and other
upgrades.
New exterior
lighting can be
added for
security or
lighting in the
landscape that
illuminates the
residence and
site but should
be carefully
considered
and installed
to be
compatible
518 Adelaide Drive, Santa Monica Condition Assessment and Treatment Mills Act Application 2024 Kaplan Chen Kaplan
Electrical The primary electrical
appears to come from the
service and is underground
to the house. There are a
number of older electrical
boxes around the
residence.
The electrical
meters appear
to be in need of
update and
other
equipment may
need upgrades
The electrical
service should
be reviewed
by an
engineer. The
structure
should be
rewired as
well as other
appropriate
upgrades for
safety.
518 Adelaide Drive, Santa Monica Condition Assessment and Treatment Mills Act Application 2024 Kaplan Chen Kaplan
Plumbing The interior plumbing and
underfloor system is partly
visible
The plumbing
service
including sewer
has not been
investigated.
Much of the
plumbing
throughout the
house is older
piping and in
need of
replacement.
Drain lines
buried in the
front yard have
been crushed.
Plumbing
should be
reviewed.
New service
and drain
lines may be
necessary.
518 Adelaide Drive, Santa Monica Condition Assessment and Treatment Mills Act Application 2024 Kaplan Chen Kaplan
Mechanical/
Heating
There is gas service to the
building so that both water
and space heating is gas.
The system is
currently
operable
Mechanical
systems
including
water heating
may require
update.
Review gas
shut off for
safety.
Humidity should
be considered.
