Report
City Council Meeting: October 22, 2024
Agenda Item: 8.A
1 of 2
To: Mayor and City Council
From: Douglas Sloan, City Attorney, City Attorney's Office Subject: Adoption of a Resolution Amending the Council Rules of Procedure Regarding Councilmember Discussion Items (16 items) - CONTINUED FROM 10/08/24
Recommended Action
Staff recommends the City Council:
1. Adopt the resolution amending the Council Rules of Procedure regarding Councilmember Discussion Items (16 items); and
2. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines.
Executive Summary
Pursuant to direction given at the Council meeting on September 10, 2024, the amended rules would require proposed Councilmember discussion items (16 items) to be reviewed by the City Attorney and City Manager before being placed on the Agenda.
The City Attorney would review to ensure the item requests a policy direction or action that is lawful, and the City Manager would review to ensure the policy direction or action is feasible, or reasonably possible given available resources. The City Attorney and City Manager may suggest changes to the item to bring it into compliance. The amended rules would also state that once a particular 16 item is heard and considered, the same or substantially similar item may not be placed on a subsequent Agenda for reconsideration for 12 months, unless sponsored by one of the Councilmembers on the prevailing side previously.
