Subject: Prop 36 Condemnation

EXTERNAL
Dear City Councillors,
I'm a graduate of SMMUSD schools (Edison/JAMS/SAMO), the daughter of a long-time Santa Monica school district employee, the grand-daughter of the former manager of the liquor store at 7th and Wilshire, and a regular substitute teacher at JAMS and Will Rogers - I'm writing to strongly encourage you NOT to formally endorse Prop 36 as a body. In fact, I strongly encourage you to rebuke such a punitive and regressive policy proposition. Frankly, I'm shocked to see this body even considering formalizing their support for such an overtly partisan and feckless proposition designed to punish and criminalize communities struggling with poverty and addiction, particularly in light of the supposed commitments this body has made to combat institutional racism and "create a community where differences in life outcomes cannot be predicted by race, class, gender, disability or other identities." I understand that our community is struggling with how to provide for the needs of unhoused people who live and stay in Santa Monica. The prominence of discussion over the needle exchange programs in Tongva and Reed Parks has been really shocking to me as a person who grew up in and around this community and tries to live many of its values - these are evidence-based public health efforts designed for harm reduction, to meet people where they're at in times of need, and to reduce the number of unnecessary fatalities connected to drug use. Councilmembers Brock and Negrete in particular have centered these programs in a fear mongering campaign that unnecessarily blames people suffering from addiction for the bulk of Santa Monica crime and city disturbances, all while failing to comment on the growing cost of living in this community and the enormous strain it puts on residents and longtime community members. I've watched many of my former peers and classmates, most of them longtime Pico neighborhood residents, be unceremoniously pushed out of the community because their families can no longer afford to live here. Moreover, many of my former classmates have faced issues with drug addiction and loss recently; two of them, both incredibly sweet, kind, hilarious, genuine people, died of preventable drug overdoses during the years of the pandemic. Prop 36 and its intended return to harsh sentencing and policing as a supposed "deterrent" for drug possession and non-violent crime (which peer-reviewed social science evidence DOES NOT SUPPORT AT ALL) is not serving people in our community hardest hit by these difficult times. It's a form of political violence. I ask that you not mobilize my community's political voice to endorse it.

As a PhD student in educational policy at University of Wisconsin-Madison, I've spent the last 7 years looking at how policies designed to punish almost always disproportionately harm low-income communities of color. Santa Monica is a place that touts itself as a national leader of progressive, innovative policies that celebrate sustainability, equity, and community care. Yet it routinely betrays these values when affluent (usually white) people are made uncomfortable by the very existence of impoverished people in our community. You don't need doctoral training to know that increased policing Item 1

2 and incarceration are NOT viable long-term solutions to addiction and poverty, you frankly just needed to have your ears open during the social uprisings in 2020. Or 2016. Or 2012. Or 1992. But in case you didn't, here's a wonderful (and short) nonpartisan guide to the issue produced by LA Public Press that should hopefully help you decide that big corporate chains, state police unions, and state Republican organizations - not all of whom even "do business" here - aren't as important as the needs of people who "live, work, learn and play" in the community you govern - https://lapublicpress.org/2024/10/proposition36-vote-supporters-opponents/. I sincerely hope you agree.

With respect,
Gabrielle Orum Hernandez

Dear Council,
I've spent a career in TV news covering every election since 1984, so I'm used to seeing cutthroat political mud-slinging, propaganda, outright lies and the lofty claims of the full-color campaign mailers which land on our doorsteps.

With two weeks to go before Election Day, you, your friends and allies, and this city would do well to remember the following:
--"Show me a person who's never done anything wrong and I'll show you a person who's never done anything."
--Councilman Oscar de la Torre is NOT anti-Semitic.
--You know who is? Hamas, Hezbollah and Iran.

Thank you,
John Cyrus Smith

EXTERNAL
Hello,
I pay taxes and support your salary. The drug addicts in Reed park take these funds. And then stab each other to death. Then terrorize the tax payers.

When will sense enter the City Council agenda to end this program that does not benefit tax payers? Also, when can the cops do their jobs? And when can we attract more cops to SMPD by allowing them to do their jobs?
Could be cool.

Thanks,
Ryland Bacorn of Sunset Park

This is sad that our City Council and the Developers will NOT FACE THE CITZENS of Santa Monica IN PERSON. How easy is it for you to hide and continue to lie and manipulate the people of Santa Monica.

You have not integrated any of the ideas the neighbors had suggested in regards to the massive changes that will happen to our neighborhood. I hope you're happy now that you have put the Pet Store out of business, nice job, putting stores out of business.

You have not addressed the LACK OF PUBLIC PARKING. Oh we will figure it out,..no we wont there are not enough parking period.

You have not changed your plans to BUILD A SMALLER FOOT PRINT where a 6 story building is out of scope in a 4 story environment. Cut the number of stories so all the people who have lived before this mega building is put up so that we can share the light and cool breezes.
6 stories destroys the quality of life for anyone living east of the building in the alley.

Please stop irresponsible BIG development. We want the nice Santa Monica which everyone loved, not this deal with the devil to put up bigger and bigger development so that you can collect your environment awards and check off the box that you have achieved an arbitrary Federal, State and Local development goals which is destroying the fabric and culture of the city.

Subject: Response to Ted Winterer's letter: "The Great Santa Monica Safety Debate." Fellow Residents,
Wow, it’s a bore to keep deconstructing the desperate confabulations of SMRR and their puppeteers. But somebody’s got to do it! The latest is from Ted Winterer, who presided on the City Council from 2012- 2020 (and as the Mayor 2016-2018), and has written a truly hilarious SMDP op-ed in which he wonders why the two incumbents running (Phil Brock and Oscar de la Torre), haven't yet created safer streets in their 3 years in office when they’ve been in control for 40. This is also a theme in SMRR mailers.

Well Ted, I’ve lived in Santa Monica for 32 years and can remember exactly when our city started its downward turn, which coincided with the arrival of you and your SMRR compatriots in 2012, destroying the Santa Monica we all knew and loved. That’s not hyperbole. Your exact reign took a city that was thriving, a crown jewel with a sane 4-story development policy, safe streets, and a sophisticated beach vibe that drew people from around the world, and turned it into a chaotic husk of its former glory.

Winterer starts by writing how all the candidates said they would vote for more police. Wow, Ted, that’s some really convenient campaign trail gullibility; glad you’re coming around on this issue. But your SMRR slate is intrinsically anti-police: they do NOT support Prop 36, a statewide measure polling at 70% approval that will allow police to arrest chronic thieves that now get to steal everything up to $950 Item 1
October 22, 2024
Item 1

2 without consequences. And the four SMRR candidates are also supporting George Gascon, our criminal friendly LA District attorney who’s about to be voted out by county residents sick of his soft on crime policies. And out-of-touch candidates Dan Hall and Natalya Zernitskaya are even against our police making traffic stops! This means that a recent arrest, one of many that resulted from traffic stops exposing drug dealers bringing Fentanyl and guns into our city, wouldn’t have been made.

Winterer goes on to say a city with a 750 million dollar a year budget can’t afford the 15 million dollars a year it would take to bring our police up to the 300 our police force says they need. That’s a mere 2% of our budget that would more than pay for itself if the streets regained a reputation for safety instead of chaos, drawing businesses back to downtown and restoring the 26 million in taxes we’re losing every year. In the meantime, maybe audit the 53 million a year the city spends on ineffectual homeless services? Or the ornamental DEI department that most cities, universities, and companies are now debunking and dismantling? You say we can’t afford more police, Ted? Well, I say we can’t afford not to invest in safe streets, the core responsibility of government.

Winterer goes on… instead of acknowledging our new and well-deserved reputation as an unsafe and unstable city, Ted instead blames our lack of recovery on the people pointing out the problem rather than the problem itself. He says instead we need to "Lure back the customers and businesses with a positive message, increase revenues and then enhance safety even further – that’s the shrewder strategy.” Yaaas, Ted. If only people wouldn’t point out the weekly rapes, murders, kidnappings, muggings, and general disorder, then surely businesses and tourism would return. Never mind that the city is making national news every week for its random violent crime, according to you it’s just a PR problem! Well, as somebody who’s been personally attacked twice in two years, once with a deadly weapon blocks from my house near 9th and Wilshire, I’m calling total bullshit on your gaslighting. Maybe you live in a part of town in which you’re not crossing the street to avoid high and unstable transients screaming obscenities at you, but most residents are, and we’d like a bit of the compassion you and SMRR show the perpetrators. I’ve heard SMRR council members cite the 2023 FBI stats about how violent crime was down 2.1% nationally despite people’s sense that it was rising. Well, the FBI just revised it and in 2023 violent crime went up nationally to 4.3%. Look it up. But we in Santa Monica already knew it from what we see every day.

The bottom line is Santa Monica has an active substrate of disorder that smothers tourism and our recovery. From this substrate sociopathic criminals emerge to predate on residents (and the truly needy) making the streets unsafe, which is obvious to anybody walking them. This can only be solved by proactive policing, including:
 Arresting transients for the “minor” crimes of public use of hard drugs, vandalism, shoplifting, intoxication, etc.
 Running them for parole violations and warrants to weed out the felons.  Simultaneously targeting the dealers by restarting our undercover unit.  Rinse and repeat until our reputation as easy pickings with soft enforcement gets turned around.

This is why we need 300 police who can apply consistent pressure on those who come here to victimize.

Only this will allow people to choose Santa Monica over Culver City, where I went last week, for a day off; CC is actually safe, with none of our disorder or crime. But they have a moderate city council that passed Item 1
October 22, 2024
Item 1

3 ordinances against sleeping in public, public intoxication, etc.—something else the SMRR candidates are against that Safer Santa Monica is for (see chart). Because people, what we have now IS NOT NORMAL, as much as SMRR tries to downplay it.

This mediocre SMRR slate trying to claw back power is out of touch with the times and the moderate trend of the Democratic party in the state. SMRR (Ted) you've had your time. And your cluelessness about what really concerns Santa Monicans runs deeper than election lies. You are morally confused as to what real compassion looks like because you don’t really care. You like to tell yourselves selfcongratulatory stories about “our values,” while allowing residents to be victimized by predators and addicts who lash out on their way down to dying on our the streets. It’s NOT compassion, it’s virtuesignaling. And accusing life-long Democrats of being MAGA, or screaming that rent control will be lost if Safer Santa Monica wins, are truly despicable lies.

When it comes to public safety, the only choice in this election is as clear as its name, the Safer Santa Monica Slate: Oscar de la Torre, Vivian Roknian, Phil Brock, and John Putnam. This will give the council enough votes to truly change direction. Enough is enough of SMRR and their SMDC enablers. Let Safer Santa Monica finish the job that Phil and Oscar started.

It will be a relief to stop pointing out the obvious in what is essentially the same letter I’ve written since 2016.

Subject: Venice Family Clinic and Santa Monica's City Council

EXTERNAL
THREE MONTHS AGO Santa Monica City Council passed a law banning the Venice Family Clinic from entering ANY park or public space to hand out needles, glass pipes and drug paraphernalia. TWO MONTHS AGO Santa Monica Phil Brock and Vice Mayor Lana Negrete scheduled an appointment to watch and accompany Venice Family Clinic employees do exactly that - - hand out packets of drug paraphernalia in Reed and Tongva Parks. As Mayor Brock headed back to his car parked alongside Reed Park in front of Saint Monica's School, he stated, "I watched as they handed out packets. ONLY 8 addicts on the ground received glass pipes." Laws are being broken. Lines are being crossed. Santa Monica's City leaders have placed residents and unsuspecting tourists in harm's way. Santa Monica Is Not Safe.

Subject: Samohi Band Request Assistance for Upcoming UK Tour

EXTERNAL
Dear Santa Monica City Council Members, Mayor Brock and Vice Mayor, Negrete:

As a parent of a Samohi Band Wind Ensemble student, I am writing to request a spot on the November 12th Agenda to make a formal request for financial assistance for an upcoming tour for 62 band students traveling to the United Kingdom in April.

I am also requesting that the council delay a decision and vote on items 16a and 16b on the October 22nd Agenda until the band students can make their formal request for assistance.

The Samohi Wind Ensemble is preparing to embark on a performance tour of the United Kingdom in the spring of 2025, with stops in Edinburgh, Manchester, and London. We are seeking assistance to raise the funds needed to cover expenses for participating students whose families cannot afford the cost of the tour. Your generous support in 2023 helped us send 72 band and orchestra students on the Ireland tour.

This year, we are working to raise $45,000 to cover scholarships, transportation, and instrument rental in the UK for 62 band students. The scholarship need alone is $27,500. We are requesting assistance in the amount of $15,000 to help us cover these costs and ensure all the students can participate.

While we have an ongoing direct donation campaign and fundraising events that engage local businesses and community partners planned, help from the city helps us make this once-in-a-lifetime opportunity a reality for students who may otherwise not get to go. These students have been working very hard to make the top ensemble and have their chance to be ambassadors of Santa Monica.

Understanding there are many requests of the city, we appreciate your consideration. Please let us know if there is a way you can help and if we could be added to an upcoming City Council meeting agenda to formally request the city’s assistance. We also have a small token of thanks to present to the council for your previous help.

Thank you and Go Vikings!

Dear Santa Monica City Council Members, Mayor Brock and Vice Mayor, Negrete:

As the parent of a Samohi Senior and Wind Ensemble clarinetist, I am writing to request a spot on the November 12th Agenda to make a formal request for financial assistance for an upcoming tour for 62 band students traveling to the United Kingdom in April.

I am also requesting that the council delay a decision and vote on items 16a and 16b on the October 22nd Agenda until the band students can make their formal request for assistance.

My daughter has been in the music program at Samohi for 4 years. She worked very hard to earn a spot in the top band, the Wind Ensemble, her senior year. She is also Drum Major for the Samohi Viking Marching Band. The extraordinary music program at Samohi has been a huge part of our lives for the last few years.

This spring, The Samohi Wind Ensemble is planning a once in a lifetime performance tour of the United Kingdom, with stops in Edinburgh, Manchester, and London. This trip is something my daughter has been working towards for years! The band is seeking assistance to raise the funds needed to cover expenses for students whose families cannot afford the cost of the tour. Your generous support last year helped Samohi send 72 band and orchestra students on an Ireland tour. This year, we are working to raise $45,000 to cover scholarships, transportation, and instrument rental in the UK for 62 band students. The scholarship need alone for our students is $27,500. We are requesting assistance in the amount of $15,000 to help us cover these costs and ensure that all of the students can participate.

The Band Parent Association works very hard throughout the year with a direct donation campaign and various fundraising events to support these programs. As the VP of Marching Band, I know firsthand how much these programs cost to run. Without help from the city we cannot ensure this incredible opportunity will become a reality for students whose families cannot afford the cost. These students, like my daughter, have been working very hard to make the top ensemble and have their chance to be ambassadors of Santa Monica.

I am aware and fully understand that you receive many requests for support so I truly appreciate your consideration. I hope that you can provide us with the opportunity to be added to an upcoming City Council meeting agenda to formally request the city’s assistance. We expected to be on tomorrow’s agenda, but sadly, that did not happen.

Thank you for all you do for the City of Santa Monica!

Multiple witnesses have attested that Oscar de la Torre complained ““The biggest problem with the school board is that it’s run by the Jews."
Back in May you voted for a resolution which said, in part, "The City of Santa Monica is appalled by the acts of violence, vandalism and intimidation against the Palestinian and Jewish diaspora in the United States, and reiterates its condemnation of all antisemitism, anti-Arab racism, Islamophobia, and all forms of hate and incitement to violence.”
It is time now to put your commitment to the test.

Do you REALLY stand against antisemitism? If so, the Council should immediately double-check that quote, and disassociate itself from anyone, including a Councilmember, who makes despicable and hurtful statements like that. Mere protestations from de la Torre are not sufficient to resolve this.

A meth addict on his way to Santa Monica Beach who just received his free glass pipes in Santa Monica's Reed Park Friday from Barbara Ferrer's L.A. Public Health Dept. and Venice Family Clinic CEO Mitesh Popat's employees, who arrived in an unmarked white sedan. Students across the street at Saint Monica's School had just been dismissed, seniors from Westminster Assisted Living were out, and tourists from the 5-Star Proper Hotel were at risk of erratic and deadly behavior. Despite new and existing laws banning distribution of drug paraphernalia, City Manager David White with his Mayor and City Council STILL provide Taxpayer grant money to the Venice Family Clinic.

You guys all scream about the mandated housing and con of the state laws and bills..we all know Newsom is in it too -
I Vote Yes on 33
here is why -plain and simple
Don’t be fooled by the latest corporate landlord anti-housing scheme. California voters have rejected this radical proposal twice before, because it would freeze the construction of new housing and could effectively reverse dozens of new state housing laws. Vote No on 33 to protect new affordable housing and California homeowners.

A walk in Santa Monica without free needles and glass pipes from Barbara Ferrer, Venice Family Clinic CEO Mitesh Popat and his employees would do this guy good, but there's no free food. Santa Monica's City Manager David White and the City Council are more concerned about protecting their reputations than protecting the public's safety.

If Santa Monica had been enforcing the laws now in place, the victim sleeping on the beach would have been saved from death. Santa Monica Beach at night is especially dangerous for anyone. If seen by law enforcement, you and I out for a stroll or parked would be asked or advised to leave at that hour. But Santa Monica's City Manager and City Council are sidestepping the laws regarding camping in public spaces that would have prevented this needless loss of life.

Will it take a second LA County Civil Grand Jury or the Feds to force Santa Monica's City Manager, his Staff, the City Council and the City's Audit Subcommittee to produce transparent ledgers that match money actually spent, and trace who is in receipt of nearly $60 million dollars spent and given away to pre-selected "nonprofits" each year since 2021-2022? "Virtual Audits" from the Moss Adams accounting firm, and City Manager David White reviewing and editing the alleged audits before they are even made public, have shortchanged the needy, residents, businesses and tourists.

EXTERNAL
Hello council -
I know we are in the middle of an election and everyone is focused on that, but I wanted to flag an issue that deals with the health of the residents.

There had been a lot of talk these days / scientific studies that show that fluoride exposure is harmful to pregnancies and small children - there seems to be a direct link to reduced IQ.

Fluoride in water has been banned in Europe since 1990.

The City of Santa Monica adds fluoride to the water supply. Is that within the control of the city or is that mandated by the state?
Just a conversation to start and see if we have the ability to remove it.
