A regular meeting of the Santa Monica City Council was called to order by Mayor Brock at 5:37 p.m., on Tuesday, December 10, 2024 , at City Council Chambers, 1685 Main Street, Santa Monica, CA.

CONVENE/PLEDGE On order of the Mayor, the City Council convened at 5:37 p.m., with all members present except Councilmember Zwick. Mayor Pro Tem Negrete led the assemblage in the Pledge of Allegiance.

OFFICIAL CANVASS 3.B. Adoption of Resolution Accepting the Official Canvass and Official Statement of Votes Cast for the Consolidated General Municipal Election Held on November 5, 2024, and Declaring the Results Thereof, was presented.

Recommended Action
Staff recommends that the City Council adopt the resolution accepting the Official Canvass for the General Municipal Election held on November 5, 2024.
Motion by Councilmember Davis, seconded by Councilmember Torosis, to adopt the staff recommendation. The motion was approved by the following vote:
AYES: Councilmembers de la Torre, Torosis, Davis, Parra, Zwick Mayor Pro Tem Negrete, Mayor Brock

3.C. Administration of Oath of Office to New Santa Monica Malibu Unified School District Board Members, was presented.
City Clerk Newsome administered the oath of office to newly elected Santa Monica Malibu Unified School District Board Members Jennifer Smith, Jon Kean and Maria Leon-Vazquez.
RENT CONTROL BOARD 3.D. Administration of Oath of Office to New Santa Monica Rent Control Board Members, was presented.
City Clerk Newsome administered the oath of office to newly elected Santa Monica Rent Control Board Members Kay Ambriz and Phillis Dudick.
CITY COUNCIL 3.E. Administration of Oath of Office to New Santa Monica City Council Members, was presented.
City Clerk Newsome administered the oath of office to newly elected Councilmembers Dan Hall, Ellis Raskin, Barry Snell and Natalya Zernitskaya.

The City Clerk opened the floor for nominations for electing of Mayor for the ensuing year.
Motion by Councilmember Torosis, seconded by Councilmember Snell, to appoint Councilmember Negrete as Mayor for the ensuing year. The motion was approved by the following vote:
AYES: Councilmembers Hall, Negrete, Raskin, Snell, Torosis, Zernitskaya, Zwick,
NOES: None
ABSENT: None
Election of Mayor Pro Tem for the ensuing two years, was presented.
Mayor Negrete opened the floor for nominations for electing of Mayor Pro Tem for the ensuing two years.
Motion by Councilmember Hall, seconded by Councilmember Raskin, to appoint Councilmember Torosis as Mayor Pro Tem for the first year and Councilmember Zwick for the second year. The motion was approved by the following vote:
