Meeting: January 28, 2024
1 16 ITEM BY COUNCILMEMBERS DAN HALL AND BARRY SNELL
2 Request of Councilmembers Hall and Snell for Council to direct the City Attorney 3 to return with an ordinance codifying resident representation for Council 4 appointees to the governing boards of Downtown Santa Monica, Inc., Santa Monica 5 Travel and Tourism, Inc., and the Santa Monica Pier Corporation, Inc. 6 Resident representation on the governing Boards of Downtown Santa Monica, Inc. 7 (DTSM), Santa Monica Travel and Tourism, Inc. (SMTT), and the Santa Monica Pier 8 Corporation, Inc. (SMPC), has long been an understood norm and an asset to our 9 community. Residents provide oversight and feedback on programming, operations, and 10 leadership for critical organizations that help steer our local economy and promote the 11 Santa Monica brand, history, and culture.
12 Since their respective foundings, each organization has been served by residents 13 on their respective boards. These residents have presided over careful curation of 14 programming that benefit the community such as the Twilight Concert series, Locals’ 15 Night, SaMo Pride, and the ‘Extra Bedrooms’ program. Without resident representation 16 working in partnership with business leaders, industry experts, and property owners, the 17 community loses a critical voice on the governance boards in setting the strategic 18 direction for these organizations.
19 WE THEREFORE MOVE THAT THE COUNCIL:
20 1. Direct the City Attorney to return to Council with an ordinance codifying that a 21 minimum of half of City Council appointees to the Boards of DTSM, SMTT, and the 22 SMPC be residents of the City of Santa Monica, California. 23 1.1. The ordinance shall be presented to Council so that the second reading and 24 adoption can occur in advance of the annual Boards and Commission 25 appointment meeting.
26 1.2. The ordinance shall include a process for the Council to reappoint any 27 Council-appointed seats currently occupied by non-residents with partial 28 terms to complete.
29 2. Direct the City Clerk to make any appropriate and necessary changes to comply 30 with the above direction.
