Discussion
The project consists of a 21-unit Tier 2 condominium housing project comprised of approximately 26,230 SF or 3.5 floor-area-ratio within a five-story, 60-foot tall mixed-use building. The airspace subdivision is comprised of two components: one (1) retail/commercial condominium unit comprised of approximately 2,743 square feet on the ground floor and 20 residential condominium units on the upper floors of a five-story building situated above an 18-space subterranean parking garage located in the Neighborhood Village (NV) District of the Downtown Community Plan. The project was granted Administrative Approval 21ENT-0027 on July 19, 2021, and Architectural Review Board approval on October 18, 2021.

A Vesting Tentative Tract Map application (21ENT-0028) was submitted to the City Planning Division on February 3, 2021, to create 20 residential condominium air space parcels and one (1) ground floor commercial condominium air space parcel on one land lot in the Neighborhood Village (NV) District. After a public hearing and careful review of the record and staff recommendations, the Planning Commission approved a Tentative Tract Map for the above project on April 21, 2021. The action of the Planning Commission was based on its findings that the proposed subdivision will have no significant environmental impact and is in conformance with all state and local laws and regulations, and applicable General Plan Elements. The Final Map conforms to the Tentative Map. As a vesting tentative tract map application, its associated approval 3 of 3
confers a vested right to proceed with development in substantial compliance with the ordinances, policies, and standards in effect at the time the vesting map is deemed complete by the City.

The developer will be required to show proof of payment of the condominium tax of $20,000 prior to issuance of building permit. The Final Map has been approved by the Los Angeles County Engineer’s office and certified by the City Engineer for conformance with the Tentative Map and conditions thereon, the Subdivision Map Act and local ordinances. The City Engineer’s office indicates that there are no required offsite public improvements.

Environmental Review
The proposed project is statutorily exempt from CEQA pursuant to Section 15268(b)(3) of CEQA, which exempts ministerial projects including the approval of final subdivision maps.

Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a result of the recommended action.
