Please support item 14A to streamline the procedural rules, particularly the allowance to begin closed session early or as a separate meeting. Far too many meetings over the last year ran well past midnight, greatly impacting the public's ability to attend. The general efficiency gains of this item will also help avoid unnecessary administrative time and allow focus on areas that require more nuanced debate and consideration. Sound decisions are not made at 2am.
