Safety Element Comments
February 11, 2025
I am writing to you today as a private resident about three concerns regarding the Draft Safety Element for your consideration:

1. PROVIDING FOR EMERGENCIES AT THE FUTURE GREAT PARK
As noted in the Safety Element, “The airport planning process will need to take into consideration the need to support the City’s emergency operations, such as emergency supply storage, communications control, and other emergency evacuation and response capabilities. The airport decommissioning process will require several measured steps to ensure that on-site and nearby land uses are not adversely affected.” These considerations are compatible with the return of our Great Park, and can be accommodated with proper direction, planning and integration into the various possible zoning vehicles to ensure the Great Park options conform with Measure LC. Santa Monica Fire Station #5 is there right now should remain in the return of the Great Park. It is one of many non-aviation uses that residents support, a basic need that everyone supports for a park of this scale.

But placing large-scale emergency operations facilities in this location will require the City Council’s attention to sensitive planning (and perhaps the consideration of other, more centrally located city sites). With these considerations we will have a safer and better park that can provide all types of emergency helicopter operations such as those recently witnessed. Let’s see what Phase 3 efforts bring forth.

2. AIRPORT CLOSURE FOR THE RECORD
The Airport Closure section is somewhat “cherry-picked’ language and not in the best chronological order:
• SMO has been the center of legal and political (if that refers to the continuous and unwavering neighborhood opposition to airport operations) for decades. • Measure LC’s 2014 victory came before (and paved the way for) 2017’s Consent Decree and City Council vote to close the airport. In fact, Measure LC was the city’s response to big aviation’s Measure D (2013) that would have ended most if not all local control of our airport land, kept the unsafe 5,000-foot runway (with no safety buffers) and ushered in the active takeover of corporate jets.

Measure D declared in 2013, “Let the voters decide” the issue of what to do with our airport land. The city responded with Measure LC to ensure local control of our Item 12-A

airport land is in our City Charter, giving our residents “the decision” per Measure D’s declaration. Measure LC trounced Measure D, winning a 60.4% “YES” mandate for closure and the return of a Great Park. 52 of 55 precincts voted for LC and against D.

This wasn’t a vote in a vacuum for only the Great Park, as some would want you to believe.
• Measure LC contain 3 key “Sections,” of which only Section 2 is included. LC’s Section 2 that’s missing from Measure LC’s partial description confirmed the right of local control over airport land and to close the airport:
“ …the City Council shall have full authority, …to regulate use of the Santa Monica Airport, manage Airport leaseholds, condition leases, and permanently close all or part of the Airport to aviation use.”, paving the way for 2017. • Measure LC’s Section 3 is equally critical to keep in the forefront of airport closure and it’s defeat of Measure D:
“This measure is intended to compete with, prevail over, and nullify all provisions of any other charter amendment placed on the same ballot that relates to the subject of the Santa Monica Airport, including…” Measure D.
• Also missing from the Closure chronology is that the FAA failed to return our airport land to city control as promised after the end of the 1984 Agreement on July 1, 2015.

Then we had the Consent Decree with the FAA in 2017 and the closure vote. Perhaps this is considered ‘too much in the weeds’ for the Safety Element, but I cannot stress how important it is to keep these facts in the active discussion and public realm of airport closure and public safety.

3. POLLUTED RUNOFF ON A LARGE SCALE
The Safety Element describes our airport land as the largest of the worst city hazardous sites, But one last point that I may have missed in the Safety Element is the extensive hazardous runoff generated at our airport land. I would guess that we are looking at hundreds of thousands (millions?) of gallons of contaminated runoff at the initiation of every rain event. This number should be identified as a measure in need of remedy (of which airport closure is the voter-approved remedy).

Given the fact of having such a massive ‘superblock’ hardscape with hundreds of daily aircraft operations, where are the mitigation measures, if even possible? Mike Salazar, Architect

On Tuesday, January 7, 2025 from 12:30pm – 1:30 pm. PST I attended a LA Law Library MCLE class, “Can’t We All Just Get Along? Civility in the Practice of Law”. It was hosted by two prominent Judges of the LA Superior Court-- Judge Mark Juahas and Judge Robert Broadbelt. See attachment. “We conclude by reminding members of the Bar that their responsibilities as officers of the court include professional courtesy to the court and to opposing counsel. All too often today we see signs that the practice of law is becoming more like a business and less like a profession. We decry any such change, but the profession itself must chart its own course. The legal profession has already suffered a loss of stature and of public respect.... Lawyers and judges should work to improve and enhance the rule of law, not allow a return to the law of the jungle.” (Lossing v. Superior Court (1989) 207 Cal.App.3d 635, 641.) It seems to me there is a crisis in your department that is escalating at wildfire pace. Would you like to discuss this in person? Perhaps you can explain better how the law works in Santa Monica. You might want to consider having your staff take this online course as soon as possible to avoid scandal and exposure to litigation.

Kindly reply, thank you.

City of Santa Monica Equity Updates
Zoe <[email protected]> Thu, Sep 19, 2024 at 3:13 PM
To: Social Justice Santa Monica <[email protected]> Hi Lisa,
I don't see the issue of the BBB Title Title VI of the Civil Rights Act and How to file a Title VI Complaint, that we addressed along with neurodiversity literacy included in the summary. I addressed it directly with the City Council and staff by email on July 24, 2024.

Here is the copy:

Dear Santa Monica City Council and City Manager David White, Please consider my comments on item 5 F.2 at last night's meeting.

Further research indicates that education to drivers of the BBB about the civil rights of riders is not included in the press release of February 28, 2024. It only includes:

The specially trained unarmed officers will ensure passengers feel comfortable and confident riding Big Blue Bus, and will help:

Assist riders with navigating the regional bus and rail network Provide guidance on Big Blue Bus fares and payment methods Address safety and maintenance concerns reported by passengers Offer support and resource materials to passengers in need Educate riders about Big Blue Bus's Code of Conduct and ensure adherence Ignoring the vital critical aspect of CIVIL RIGHTS POLICY exposes the City of Santa Monica to litigation. I want the Big Blue Bus to consider adopting the Los Angeles County Metropolitan Transportation Authority's (LACMTA) commitment to ensuring that no person is excluded from participation in or denied the benefits of its service based on race, color, or national origin as provided under Title VI of the Civil Rights Act. In addition to Title VI, LACMTA also prohibits discrimination based on sex, age, disability, religion, sexual orientation, gender identity, and other protected classes enumerated in federal and state laws.

You must train the BBB drivers about invisible disabilities and de-escalation protocols. Otherwise, there is no equity in the recommended action plan in the agenda last night and the city continues to expose itself to litigation. A plaque must be installed on every single bus with the BBB CIVIL RIGHTS POLICY, along telephone number and/or email to report any type of abuse or violations to Title VI of the Civil Rights Act and How to file a Title VI Complaint.

Please schedule for the next meeting. It is one of the solutions we came up with at an event we hosted for the Citywide Equity Plan.

RE: PUBLIC RECORDS REQUEST of January 03, 2025., Reference # R032594- 010325.

Dear Ms. Zoe Muntaner,
The City of Santa Monica received a public information request from you on January 03, 2025. Your request mentioned:
"I have a public records request from the Code Enforcement Violation reported to the City Of Santa Monica on August 21, 2024. I would like to get a record of all the letters and communications from Everth Gonzalez, Maurice Cochee, Daniel Mick, and the property owners, agents, and anyone else involved with the property located at 643 Pacific Street Santa Monica, CA 90405. I would also like to receive the record of the Complaint I filed with the City Attorney's Office Consumer Protection Unit, on August 22, 2024." With this letter, the City is providing the business license application and business license information for Santa Monica Beach CoLiving.

We have redacted personal and private contact information pertaining to individual citizens, including email addresses, Social Security numbers, driver’s license numbers and phone numbers, as the information is exempt from disclosure under Section 7922.000 of the Government Code. This section permits a public agency to withhold a record where “the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record.” In enacting the Act, the California Legislature was “mindful of the right of individuals to privacy.” (Gov. Code, § 7921.000.) When it comes to disclosing personal information under the Act, the public interest which must be weighed is whether such disclosure “would contribute significantly to public understanding of government activities” and serve the legislative purpose of ‘‘shed[ding] light on an agency's performance of its statutory duties.’’ (City of San Jose v. Superior Court (1999) 74 Cal.App.4th 1008, 1019.)
Recognizing that the California Constitution grants individuals the right to privacy, the California Legislature enacted the California Consumer Privacy Act (“CCPA”), effective as of January 1, 2020, to require businesses to implement security measures to safeguard personal information. The term personal information, as defined in Civil Code section 1798.3(a), covers a wide range of data. “The term ‘personal information’ means any information that is maintained by an agency that identifies or describes an individual, including, but not limited to, his or her name, social security number, physical description, home address, home telephone Item 12-A

number, education, financial matters, and medical or employment history. It [also] includes statements made by, or attributed to, the individual.” In weighing the public interest, the City finds that disclosure of personal and private contact information pertaining to individual citizens would constitute an unwarranted invasion of personal privacy. The public interest served by nondisclosure such information clearly outweighs the public interest served by disclosure. Disclosure of the private and personal contact information reveals little or nothing about the City’s business and operational functions while disclosure would compromise privacy rights of individuals. Under the circumstances presented here, the City determined that disclosure of the withheld information would compromise substantial privacy interests. (Gov. Code § 7922.000.) To locate potentially responsive email communications, the City performed the following search of the City server:

City of Santa Monica Equity Updates
Social Justice Santa Monica <[email protected]> Thu, Sep 19, 2024 at 2:56 PM To: Social Justice Santa Monica <[email protected]> Hey everyone,
Big thanks to all of you who joined our recent community workshops! Your participation has been instrumental in our process for creating our city's first Equity Plan. With over 100 of you stepping up to lead events, your dedication is truly inspiring, and we feel lucky to have such an engaged community. Here’s a short summary of what we heard from you:

Operations
and
Inclusivity:

You told us
that you want
to see more
diversity in
leadership
roles within the
city. You also
want better
support for
people with
disabilities,
stronger
partnerships
and
communication
within our
community,
and more
efforts
to increase
cultural
awareness
and combat
anti-Semitism.

Economic
Development:

On the
economic front,
you
emphasized
the need to
empower
marginalized
communities by
supporting
minority-owned
and queerowned
businesses.

You also
stressed the
importance of
enforcing antidiscrimination
measures at
workplaces,
offering
financial
literacy
courses, and
stimulating
economic
growth through
job training and
fairs and
special
economic
zones,
especially in
areas like
Belmar.

Housing: You
showed strong
support for
creating more
affordable
housing
options and
providing
specialized
services for
seniors,
Communities
of Color,
students, and
people with
disabilities.

Preventing
displacement
through
expanded rent
control and
Right
to Return
eligibility to
counteract
gentrification is
also a top
concern.

Public
Safety:

When it
comes to
public safety,
you asked for
more
diversity
training for
officers and
better
strategies to
combat hate
crimes, with
enhanced
protections
for vulnerable
communities.

Community
Programs and
Events: You
highlighted the
importance of
fostering
engagement
and inclusivity
through
mentorship
programs,
cultural
competence
training, and
community
dinners.

Ensuring
transparency
by providing
accessible
information
through
newsletters
and other
channels was
also
mentioned.

Repairing
Harm:

Addressing
past harms
against
Communities
of Color that
the City took
part in was
another main
theme that
emerged from
your feedback.

These include
the destruction
of the Belmar
Triangle, the
construction of
the 10
Freeway
through the
City’s
multicultural
Pico
Neighborhood,
and the taking
of land from
the Tongva
people.

Our next step is to share the plan with community groups and members to get your input before we present it to the city council for adoption in January.

This fall, we're excited to be developing a community-driven reparative justice program aimed at addressing the harms done to BIPOC communities in Santa Monica. This comes as a response to the council direction coming out of recommendations from the Reframe
Initiative to create a plan for addressing harm done to multiple different communities. We are currently slated to go to the council on November 12 with our proposal, and we welcome your interest and input to the council on what you would like to see in the plan. Please reach out to [email protected] with any questions or to find out how to get involved.

How to Fix It
Try one or more of the following:

If you're a member of the group, you might be registered with an email address other than [email protected]. Resend your message using the email address where you received a welcome message from the group.

Ask the group owner to add [email protected] as a group member. If you don't know who the group owner is, contact the organization's customer service department for assistance.

Ask the group owner to allow people outside their organization to send email to the group.

The Microsoft 365 group, [email protected], is configured to reject messages sent to it from outside its organization -- unless the sender is a guest group member. [email protected] isn't part of the organization, and it isn't a guest group member.

If you're the group's email admin or owner, check if the sender is a member of the group, but is registered under a different email address. Alternatively, the group owner, or email admin, can add [email protected] as a guest member of the group.

Gmail - Appointment of Dr. Luis Barrera Castañon 2/10/25, 4:09 PM https://mail.google.com/mail/u/0/?ik=3b31a130d8&view=pt&search=…gid=msg-a:r3596216136723964863&simpl=msg-a:r3596216136723964863 Page 1 of 1 Zoë Muntaner <[email protected]>
Appointment of Dr. Luis Barrera Castañon
Zoe <[email protected]> Mon, Feb 10, 2025 at 4:09 PM
To: [email protected]
Cc: [email protected], [email protected], [email protected], [email protected] Margaret,
I assume that after all your years of service and political involvement you are familiar with the California Election Code and the constitutional rights of candidates and voters alike. At the Santa Monica Democratic Club meeting you spoke as an official member of the SMC Board of Trustees telling the room that the college does not want to hold a special election because of the $16 million dollars deficit of the school and the cost of a quarter million dollars for the election.

I have copies of the June 13, 2017 ($199,611.72), March 27, 2019( $214,868.53), 4/16/2021 ($240,384.33), 4/26/2023 ($278,897.62) invoices. I understand you are concerned about the deficit of the school. We share common ground there, which is the primary reason I decided to run for the SMC Board of Trustee seat left by Dr.

Susann Aminoff after she decided to retire. To my surprise I found irregularities in your and Anastasia Foster nomination papers as I examined them. You are a seasoned politician and you know the rules. I am concerned that your actions are bringing scandal and shame to the integrity of the institution.

The Writ of mandate is alive in the court and the decision might impact the composition of the Board including your seat. Perhaps you want to consider retirement after all these years of service. Your daughter was looking at all my social media posts after your comments on the Lunar New year Meeting of 1/29/2024. I will go ahead and file another Writ of Mandate in the court tomorrow to challenge the illegitimate appointment of Dr. Barrera Castañon. I also noticed that the Board struggled to keep a Student Trustee engaged in service since I was a student at SMC.

Note that I have asked Santa Monica College administration for documents and comment regarding the reason SMC does not want to hold a democratic special election. I have postponed the publishing of the inaugural Newsletter I launched on January 21, 2024 waiting for an official comment from SMC.

Kindly reply with your comment since you were the one who publicly made the comment in a public meeting at the Thelma Terry Room of Virginia Park.

Kindly reply, thank you.

Warmly,
Zoё Muntaner

SANTA MONICA AMENDING SANTA MONICA MUNICIPAL CODE SECTIONS

6.22.020 AND 6.22.100 TO REVISE THE REQUIREMENTS FOR PRIMARY

RESIDENCE AND PROVIDE FOR CERTAIN EXEMPTIONS FROM RESIDENTIAL

LEASING REQUIREMENTS
WHEREAS, the State is experiencing a severe housing crisis that is driving the cost of living beyond the reach of an increasing share of the population; and WHEREAS, the City has long been committed to ensuring that Santa Monica is an inclusive and affordable community despite mounting market pressures; and WHEREAS, through discussions that occurred as part of the adoption process for the City’s major policy documents, including the Land Use and Circulation Element (“LUCE”) of the City’s General Plan in 2010, the current Housing Element in 2013, the City’s new Zoning Ordinance, Chapters 9.01 through 9.52 of Article 9 of the Santa Monica Municipal Code (“Zoning Ordinance”) in 2015, and the Downtown Community Plan in 2017, and recent amendments to the City’s Affordable Housing Production Program, the City has identified the need for a variety of housing types to serve all household sizes at all income levels; and
WHEREAS, with approximately 75% of its residents in rental housing, the City has maintained a long-standing commitment to protecting tenants and existing rental housing stock, particularly in rent-controlled housing; and

2 WHEREAS, within the context of the Statewide housing shortage and associated impacts on housing affordability, the City has an interest in ensuring that its rental housing stock is retained for permanent housing to the greatest extent possible; and WHEREAS, on August 14, 2018, in light of rapidly-intensifying market pressures on local rents, Council directed staff to study what constitutes “corporate housing” and “short-term rentals” for purposes of the Santa Monica Municipal Code; and WHEREAS, on December 18, 2018, the City Council conducted a study session on corporate housing in response to growing concerns about the erosion of the City’s supply of affordable housing due to market pressures, expressing particular concern about adverse impacts of renovation of rent-controlled housing and construction of new housing that appeared intended to facilitate temporary occupancy; and WHEREAS, as a result of the December 18, 2018 study session, Council directed staff to bring back options for protecting rent-controlled units, amending the corporate housing definition, revising the Zoning Ordinance to address new housing models, and enhancing enforcement measures to maximize the use of the City’s housing stock for permanent housing; and
WHEREAS, on September 10, 2019, the City Council conducted a study session on policy options for existing housing stock and new housing models, smaller units, coliving models and transitory-based housing models; and WHEREAS, at the conclusion of the September 10, 2019 study session, Council directed staff to examine amendments to the Municipal Code to clarify and update regulations for multiple-unit dwellings and related uses, to possibly allow for new housing models and housing for persons who wish to reside in the City temporarily in certain areas

3 in the City, but to prioritize protections for use as permanent housing of rent-controlled units and the City’s existing housing stock in residential districts; and WHEREAS, temporary housing, with lease terms of more than thirty days but less than a year, typically has a higher monthly price point than rental housing subject to annual leases, thereby increasing market pressure on rents; and WHEREAS, increased demand for rental housing in the City, combined with rising housing costs across the City and the State, have made it increasingly difficult for those who live and work in Santa Monica to find rental housing that is available, affordable, and meets their needs; and
WHEREAS, on September 8, 2020, the City Council adopted Ordinance Number 2650 (CCS), adding Santa Monica Municipal Code Chapter 6.22: Residential Leasing Requirements (the “residential leasing regulations”), which required, among other things, that: residential housing units may be leased only to natural persons (Section 6.22.040); residential housing units may be leased only to tenants who will use and occupy the units as their primary residence (Section 6.22.050); residential housing units may be leased only if the initial lease term is of no less than one year (Section 6.22.060); and residential housing units may be leased only unfurnished (Section 6.22.070); and WHEREAS, based on public comments prior to the time of adoption, the City Council directed staff to consider public comments and return as quickly as possible with any recommended modifications to the residential leasing regulations as adopted; and WHEREAS, the City is dedicated to ensuring undocumented students have access to rental housing, and desires to ensure proof of primary residence is not unduly burdensome for those students; and

4 WHEREAS, exempting from the residential leasing regulations certain leases of (a) owner-occupied single- and multiple-unit dwellings and (b) accessory dwelling units and junior accessory dwelling units located on parcels with owner-occupied single-unit dwellings will not adversely impact the availability of permanent rental housing stock and will provide a potential housing option for residents who may temporarily need to vacate their homes due to emergency repairs or remodels; and
WHEREAS, Santa Monica Municipal Code Chapters 4.36 and 8.100 provide protections for tenants when: a landlord is required to temporarily recover possession of a rental housing unit in order to comply with housing, health, building, fire, or safety laws of the State of California or the City of Santa Monica; a rental housing unit has been rendered uninhabitable, necessitating the tenant(s) of the housing unit to no longer dwell within that unit; a tenant is required to vacate a rental housing unit upon the order of any government officer or agency because work being performed in the rental housing unit requires a temporary relocation of tenants; or a construction means and method plan demonstrates, as determined by the Building Officer, that the work being performed on the property may require that tenants be temporarily relocated; and WHEREAS, in accordance with Santa Monica Municipal Code Section 4.36.100, a landlord may elect to provide a tenant with temporary rental housing to satisfy the City’s tenant protections during temporary relocation; and
WHEREAS, exempting from the residential leasing regulations leases that provide for temporary relocation housing for tenants who are subject to temporary relocation under Santa Monica Municipal Code Section 4.36.100 or 8.100.030 will further the ability of landlords to find temporary rental housing for such tenants within the City.

A lot going on at the moment, including endorsements for ADEM and SMC Hey Zoë,
We hope this message finds you safe despite the challenges over the last several days that have deeply rocked our entire community. The Palisades Fire, and indeed all of the fires around LA County, have affected so many of our friends and neighbors. We are grateful for the firefighters, first responders, government officials, and elected leaders who have all kept us safe over these past harrowing days.

We strongly recommend signing up for Councilmember Dan Hall's newsletter for the latest news updates and links to available resources.

Los Angeles is a resilient community, and together we will support our neighbors to rebuild.

If you need help accessing any government service or support system as a result of the wildfires, please reply to this email, and we will do all that we can to connect you to the right place.

Hi Anuj,
On January 22, 2025 on my way to Church in Line #2 Bus 1311,Driver 21524. The driver was so rude an unprofessional that I left the bus leaving behind an important item On my way to Mass at St.

Monica Catholic Community at 12:10. It was so triggered and traumatized that left behind something in the bus of value. A little bad with thank you cards for my Mother's Memorial mass, and a crystal water bottle from Beyond H2O.

I need you to review the incidents.

Dear City Council Members,
It appears that at the last minute the Staff removed any reference to a Great Park from the Safety Element of the General Plan.

This is a serious omission that needs to be restored before Council can approve this document as it is NOT consistent with the published and adopted goals of the Santa Monica Airport Conversion Process.

The City website for the Airport Conversion Process clearly states:
"The Santa Monica Airport Conversion Project is a once-in-a-lifetime planning effort for Santa Monica to create a preferred scenario centered on a great park, consistent with Measure LC. “ Parks played a critical role that parks planed during the recent Palisades fires where TENS OF THOUSANDS of people sought shelter at Westwood Park and Stoner Park Evacuation Centers.

Park are critical infrastructure.

Please address this omission to the Safety Element of the General Plan.

Sincerely
Michael Brodsky

2  Temporary Shelters: Parks can serve as temporary shelters for people displaced by disasters, like earthquakes, floods, or hurricanes. Open spaces in parks can accommodate tents, emergency structures, or even outdoor seating for displaced individuals.  Community Gathering Areas: In the aftermath of a disaster, parks can act as assembly points where people can gather to receive aid or be informed about ongoing relief efforts.

2. Natural Buffers
 Flood Mitigation: Parks, particularly those with wetlands, forests, or grasslands, help reduce the impact of floods by absorbing rainwater and slowing down runoff. These green spaces can act as natural buffers against flooding.
 Urban Heat Island Mitigation: In cities, parks with trees and vegetation help cool the area, which can be critical during heatwaves or other climate-related disasters.

3. Disaster Recovery Spaces
 Mental Health Support: After a disaster, parks provide an area for people to gather, reflect, and reconnect with nature, which can aid in emotional recovery. Having green spaces to restore a sense of normalcy can be vital for the mental health of survivors.  Community Resilience: Parks can become central hubs in the recovery phase, where community meetings, events, or support services are offered.

4. Environmental Education and Preparedness
 Training Locations: Parks can serve as venues for community disaster preparedness drills and educational programs. Local governments and organizations can use these spaces to train citizens in emergency response procedures, like first aid, search and rescue, or fire safety.  Awareness Campaigns: Parks can host information booths and events to raise awareness about disaster preparedness and encourage sustainable practices, such as creating personal emergency kits and building disaster-resistant homes.

5. Biodiversity and Ecosystem Services
 Support for Resilience: Healthy ecosystems in parks, like wetlands and forests, help maintain biodiversity and provide critical ecosystem services (e.g., clean air, water filtration) that contribute to a community’s long-term resilience in the face of natural disasters.  Reforestation and Rebuilding: Parks can serve as sites for tree planting and other resiliencebuilding activities that help communities adapt to disasters like wildfires and drought.

Hello,
I am writing against accepting all the changes to the Draft Safety Element Revisions Page 2-52 through 2-53. It's very concerning that the references to "parks and open space", "a great park", "and focuses the project on a great park", are being eliminated. These references should not be eliminated as the land was purchased by a bond approved by the city voters to be a great park and the citizens have voted for it to be returned to a park when the airport closes.

It seems to me to be a not so veiled way to either keep the airport open or use the land for non park, recreation and cultural uses. This is not what the residents of Santa Monica want. Even the people supporting affordable housing on the airport land at the last City Council meeting supported the non affordable housing areas to be a park.

All of the new city council members said in the City candidates forum that you supported returning the airport land to a Great Park. Eliminating the references to a park in this revision is not supporting returning the airport land to a great park.

Please do not accept the proposed revisions eliminating the references to park space for the Draft Safety Element Page 2-52 to 2-53.

Thank you.

Karen Melick

Dear Esteemed Council Members,
I am writing to request two simple revisions to the Safety Element.

1. ADD THE POPULATION OF THE CITY - BOTH DAY AND NIGHT - TO THE SAFETY ELEMENT, AND UPDATE THE PLAN ACCORDINGLY. How can you approve a safety element with no population? Does this plan work for five people, or 90,000 people (current resident population), or 150,000 people (resident population if we build our mandated units by 2028), or 250,000 people (our daytime population)? And since this plan is supposed to govern at least this housing cycle, but last 8 years, how many more people should it support?
For example, the safety element lists the same evacuation routes it always has. How many people can get out via those routes per hour? Are those routes sufficient if we build all we should? If an earthquake hits, are we ensuring we can help our full population? This plan is very superficial and cannot possibly serve as any meaningful safety support without including the basic assumption of how many people it's meant to keep safe.

2. ADD REFERENCES TO THE GREAT PARK BACK TO THE SAFETY ELEMENT.

At the City Council Candidates Forum held by the neighborhood groups last Sept. 8, the four newly elected Councilmembers promised the community to support returning the Santa Monica Airport land to a Great Park.

However, we have observed the fact that all references to a Great Park have been deleted from the proposal the Council will be asked to vote on at this Tuesday's Public Hearing on the City's General Plan. (Agenda Item

12.A.g - Draft Safety Element – Additional Revisions).

We ask the new Councilmembers to keep their promise to the voters and NOT allow the removal of a Great Park from Agenda Item 12.A.g.

keep your work please. We didn't vote for "more housing" - they elected you on the lie that rent control was at risk. Don't twist it.

Recent events have demonstrated that government databases are susceptible to commandeering for political purposes by entities who may argue they have the authority to access such information. I therefore encourage you to strengthen further Santa Monica Safety Element Action item 6.2.11:
> • Action 6.2.11 Cybersecurity: Enhance protection of the City’s critical digital assets from cyberattacks > through measures such as active trainings for City staff and officials, regular vulnerability testing, > and cyber attack response plan.

Our City has, in good faith and in the interests of public safety, accumulated visual and other data that document, for instance, local travel and other non-criminal behavior by residents and visitors. This information should be protected from all parties who might use the information for purposes not intended when we authorized collection.
