Report
City Council Meeting: March 11, 2025
Agenda Item: 4.G
1 of 3
To: Mayor and City Council
From: Dana Brown, Human Resources Director, Human Resources Department Subject: Adoption of Salary Resolution to Reflect Title Change for Assistant Building Officer
Recommended Action
Staff recommends that the City Council

1. Adopt a finding of Categorical Exemption pursuant to Section 15324 and a finding of no possibility of significant effect pursuant to Section 15601(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines.

2. Adopt a salary resolution changing the classification title of Assistant Building Officer to Assistant Building Official.

Summary
The attached resolution presents a change in classification title of Assistant Building Officer to Assistant Building Official.

Discussion
Staff requests that a job classification be retitled to Assistant Building Official. This change better aligns the title of the position reporting to and supporting the City’s Building Official. Building Official is more widely used among California municipalities, rather than Building Officer. The Building Official and Assistant Building Official titles better reflect the nature of their responsibilities to the development community and potential employees. The position is currently vacant and recruitment will commence immediately after this action to support the time sensitive work of the Building and Safety Division to support the timely completion of building projects in the community. 2 of 3
Upon approval of this action, the City’s salary schedule, which reflects the City’s list of active classifications, will be updated to reflect this action. There is no salary change as the result of this action. Human Resources supports this request.

Environmental Review
The revision to the classification title is exempt from CEQA pursuant to Section 15324 (Regulations of Working Conditions) of the CEQA Guidelines. Section 15324 (Class 24) of the CEQA Guidelines exempts actions taken by regulatory agencies to regulate working conditions, including wages. Additionally, the revisions are exempt pursuant to Section15061(b)(3) of the CEQA Guidelines, which states that CEQA does not apply, “where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” This revision to the City’s classification title is administrative in nature. Therefore, it can be seen with certainty that the agreement would not result in adverse physical impacts on the environment, and as such, is exempt from CEQA.

Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a result of the recommended action. Staff will return to Council if specific budget actions are required in the future.
