EXTERNAL
Dear Santa Monica City Council,
My name is Chris Gorbos and I'm the co-owner and General Manager of M.i.'s Westside Comedy Theater.

I'm writing to offer input into the entertainment zone that is being discussed at tonight's meeting. I'll also be in attendance for most of the meeting.

For the briefest of backgrounds, The Westside in Santa Monica has been open since 2009 so we've been a Santa Monica business for 16+ years. We love having a business in Santa Monica. We've stuck with this city through a financial crisis, a pandemic, civil unrest, and now an economic downturn where 40-50% of the promenade is vacant. We draw 20,000-25,000 visitors to the promenade every year to see shows at our Theater and to take classes in improv standup and sketch in our Training Center. I think we are a unique business for the area and offer a unique viewpoint on the issues facing Downtown Santa Monica.

I applaud the city council for being open to new ideas like the Entertainment Zone, and I fully support the idea. I would ask you to consider the following.

Please keep promenade adjacent businesses in mind when creating the Entertainment Zone.

Currently the only liquor license holders in the proposed zone are Barney's Beanery, Cabo Cantina, and 1212. We are an alley facing business between 3rd and 4th street. For years, I have attended Downtown Santa Monica Inc meetings where they talk about activating the alleys. We have been activating our alley for 16 years.

The surrounding mom and pop businesses should be afforded the opportunity to take advantage of this new zone. The alcohol licensees in the zone currently are large corporations with multiple locations.

Maybe there is an option for a beer garden on the promenade that adjacent businesses can sell from. I know there was talk of partnering with stores/shops that don't have licenses, but this is a great opportunity for the city council to advertise, promote, and financially benefit all of the license holders from 4th and 2nd street.

I think the city council should think expansively. We have an opportunity to revitalize an entire area and not just a few select license holders. Consider making the zone from 4th street to 2nd street. 3 blocks may seem like a lot, but currently the dining/entertainment options are slim in that area. If you expand to 4th and 2nd street, you include a comedy club, another movie theater, several hotels, a jazz club, santa monica theater, and dozens more bars, restaurants, and shops.

2 Also, alcohol is a major source of revenue from my business. I have been licensed from the state to sell beer and wine from my location. If someone comes to the promenade early to explore the Entertainment Zone, and they drink on the promenade, they will spend less money in my business.

Finally, we pay more in sales and use tax to have a business in downtown Santa Monica, and it feels unfair to pay to be in an area of Santa Monica and be excluded from new benefits coming in.

I hope the City Council thinks expansively and inclusively in regards to this measure. I think there are creative ways to make sure that long time stakeholders in Downtown Santa Monica all benefit from this exciting idea. Make Downtown Santa Monica a destination for more than 3 blocks. The whole area can benefit.

Thank you for reading, and thank you for working to make Santa Monica better, --
Chris Gorbos

Dear Council member,
I am opposing tonight’s agenda items 4J, 4K, 10A and 12A. They all seek to limit residents lives through onerous state control of our land use laws, opening up our public spaces for disruptive use and restricting our right to public interaction with our City Council.

There has to be more equitable solutions to the problems these topics represent.

Love the like-minded residents! Here is my letter to the Council:

What a BAD, irresponsible idea. Why is Santa Monica promoting drinking from 8am - 2am.? Why so early? Why so late? That’s a huge problem on its own.

That is sure to bring in alcoholics who just want to drink all day long.

Plus…..they’ll buy one drink, get the wristband and have their own flasks in their jackets or cars and drink as much as they want without additional purchase.

How will this help the restaurants? How will this help the stores? Since they can’t bring their drinks into the stores, they may just pour the alcohol in their water bottles.

How can we trust people who start drinking at 8am and stay out until 2am? It doesn’t make sense.

PLUS: They will drive to the promenade then drive home drunk---destroying lives and property, and possibly themselves.

Drinking too much alcohol can lead to several negative consequences including, increased risk of accidents, violence, not to mention health problems.

What about bringing special family entertainment to the Promenade? Special rates on 3-course meals? Best “breakfasts” all day long? “Dog” days events at the promenade. Art exhibits? Fashion shows and more!!!….let’s promote our tenants….things for our residents to enjoy and that will attract the community at large….with good, clean fun!!!
I implore you to take the necessary steps to address this proposal in a responsible, caring way and vote NO.

2 Feedback and valid questions about the program from a Pacific Palisades journalist and some of her readers, including several who relocated to Santa Monica after their homes burned down in January:

In order to walk around on the Santa Monica promenade with alcoholic drinks they would have to be put in a nonglass, non-metal container.

Alcoholics rejoice. One may start drinking publicly at 8 a.m. seven days a week, if the Santa Monica City Council approves a full-time entertainment zone on May 13.

The entertainment zone, permitted under California Senate Bill 969 signed by Governor Newsom last September, allows patrons to purchase alcoholic beverages from licensed establishments and consume them while walking through designated public areas.

The Santa Monica City Council is asking for a full-time entertainment zone that would allow public alcohol consumption between 8 a.m. and 2 a.m. seven days a week. Alcoholic drinks would also need to be served in containers that are not made of glass or metal. Does that mean the environmentally-sensitive Santa Monica will be using plastic?
The reason for promoting this zone according to Santa Monica Mayor Pro Tem Caroline Torosis is “If we want to bring our tourists and regional visitors back downtown, I think we need to make it worth their while.”
Many residents have argued for years that the way to bring tourists back to the Promenade is to clean up the homeless some of whom are mentally ill and lay in front of doorsteps, defecate on the streets. People have argued that there should be help for the addicts who also frequent the promenade and leave drug needles (supplied by the L.A.

County of Public Health) in public places.

Perhaps to get tourists back, the City should address the theft, assault and vandalism on and around the Promenade and public parking structures, which is well documented by the Santa Monica Coalition click here.

If it passes, Santa Monica would implement the program in early June, with the Pride on the Promenade event on June 21.

Patrons who are of legal drinking age will be able to purchase alcoholic beverages at a business on the Promenade that has a license to serve alcohol. People can then consume Item 10-A
May 13, 2025
Item 10-A

3 that drink outside within the designated zone, which will run three blocks of the Promenade.

Is Santa Monica aware that alcohol is considered a carcinogen? Studies have shown that alcohol contributes to about half a dozen types of cancers, including breast and colorectal, and heart and liver.

An April 2024 study from Centers for Disease Control and Prevention researchers showed that about 16,800 deaths could be prevented annually, if people limited their alcohol consumption.

And bathrooms? Will there be special porta-potties set up for those consuming booze – or does this mean there will be increased public urination. Who will be responsible for cleaning up the vomit of those who over consume?
How will Santa Monica track those drinking to make sure they don’t drive afterwards? Will the City be responsible if a drunk driver kills someone? It remains to be seen if the City Council answers any of these questions at its Tuesday meeting.

OMG. This is SO stupid. What is the city council thinking? We just moved to SM from PP (yes, our home burned) and we are shocked at the lackadaisical manner in which the city deals with the homeless. The reason people aren’t coming to the 3rd Street Promenade is a fear for one’s safety and the fact there is trash everywhere. And this will only get worse with people drinking starting at 8a out of plastic cups no less. Who are those people who need to drink and walk at the same time that early? We must fight this to protect the city.

4 Well said. Well said. I wonder if the clowns on the City Council read CTN? Perhaps they should. They need to answer your many excellent questions. But we’ve all learned politicians don’t have to answer questions, even if they burn your village down, plus 10,000 structures, displace 100,000+ people, of which 12 were killed and 7 are missing. And SO much more. 눸눵눹눶눺눻눼눷

Encourage belligerent behavior, that’s your answer to increasing tourism? people stopped coming to the promenade because all the shops are horrible, BECAUSE all the good brands left because of belligerent behavior, like theft, homeless, lack of any enforcement of disgusting behavior from homeless and thieves, and public safety, WAKE UP you desperate politicians, could you be any dumber

Santa Monica’s idea is so misguided. They want to bring commerce back to their ruined City… with alcohol? Healthy drinking..if there is such a thing is a social activity. You sit with friends and enjoy. The flip side is drinking just to drink.

Which population do we think they’re going to attract?
I’d rather see some creativity. Close off the area. Pay to enter. Attract great restaurateurs. Tables in the middle. Walk-ups selling tapas, pizza by the slice, specialty beers and drinks. Fun, safe and protected. Close at midnight. 臩自臫臬臭臮苂苃苁

Nothing say class like drinking booze from a paper or plastic cup at 8 AM. LOL The whole premise seems to be “lets get everybody inebriated and maybe they’ll ignore the trash, urine, feces, theft, and homeless people”.

These are the ideas of the clueless politicians that you all have voted for. Nothing changes until YOU get rid of them

Subject: Entertainment Zone

EXTERNAL
Good afternoon -
I thought the City Counsel had already approved of the Promenade being an entertainment zone, but an article on laist.com said the vote was today. I would like to be at the meeting to speak in person but have to bring my daughter to soccer.

Anyway, I am very much in favor of the Promenade being an entertainment zone including allowing alcoholic beverages from local establishments to be enjoyed outside. Where I was born and raised allows for this and it always seemed to create a laid back atmosphere that could be enjoyed by families, young people without kids and older generations as well. It allows parents to stroll with their kids while enjoying a glass of wine or people to gather at one of the fun events the promenade does. Additionally, having grown up around this type of area, it also seemed to lessen the illegal actions some may partake in like trying to bring their own drinks or being rowdy and unruly. This also would bring some much needed business to the area.

I think it is a wonderful idea and would help to create a place where locals and tourists alike could come and enjoy a day and provide Santa Monica with another attraction that is not present in the other beach cities.

Thank you,
Julia

Dear Santa Monica City Council,
On behalf of the residents and management of the 1100 blocks of Third and Fourth Streets in Santa Monica, we are writing to formally oppose the proposed ordinance to designate the Promenade as an “Entertainment Zone,” scheduled for discussion on Tuesday, May 13, 2025.

Our community is directly adjacent to the 1200 block and the Promenade. This proposal threatens to further disrupt the safety, peace, and quality of life for the families and long-term residents in our neighborhood. We are already experiencing an increase in noise, crime, and disruptive behavior spilling over from the Promenade area. Expanding entertainment activities without firm controls will only make this worse.

If the City moves forward with this ordinance despite resident opposition, we strongly urge you to implement the following conditions:

1. Strict and enforceable time limits on events and amplified sound.

2. Speaker direction restrictions, requiring all sound equipment to face south toward Arizona Avenue and the Promenade, not into our residential neighborhood.

3. Zero tolerance enforcement on open container violations and public intoxication, particularly to prevent the increased risk of impaired driving.

8 We are concerned about the growing presence of alcohol-related activity and its consequences, including public safety risks and deterioration of neighborhood quality.

Without strong oversight and consideration for nearby residents, this ordinance will only attract more crime, loitering, and late-night disturbances.

We respectfully request that the Council vote against this ordinance, or at minimum, amend it to include strict protective measures for neighboring residential blocks.

Please contact us with any questions. We also urge Council to review the petition from residents of the 1200 block, which will be submitted by noon on Tuesday, May 13, 2025.

Good evening Council members, City staff.

My name is Toru Toyokawa, 12-year resident of Santa Monica and Stakeholder Operator at 1212 Santa Monica.

Thank you for putting the Entertainment zone plan together.

We strongly support the entertainment zone.

Foot traffic is close to 50% down still compared to pre-COVID on the Promenade.

So many storefronts are still empty. Businesses are struggling.

CNBC Personality Brian Sullivan stated on May 11th 2025 (quote) “Destination things matter. I went to Santa Monica, California, it was the deadest I have ever seen, I was actually shocked how bad it was.” Santa Monica is used to describe how bad the economy is, on the National Broadcasting TV.

This Entertainment Zone is a chance for Santa Monica to become the Destination for all tourists from the US, Canada, Europe, and the World once again.

Please vote yes for the agenda 10 A.

Thank you,

Dear Members of the Santa Monica City Council,
I am writing to you as a dedicated employee working on the Third Street Promenade, and I wish to express my strong support for the proposed Entertainment Zone. This initiative, which would allow visitors to responsibly enjoy alcoholic beverages purchased from participating businesses within the public right-of-way, has the potential to significantly enhance our community and workplace.

The Third Street Promenade has faced challenges in recent years, including declining foot traffic and economic vitality. As someone who works here daily, I have witnessed firsthand how these issues impact not only the businesses but also the employees who rely on a vibrant and active environment. The introduction of an Entertainment Zone could revitalize the area, attracting more visitors and encouraging longer stays, which would, in turn, lead to increased sales and more stable employment opportunities for workers like myself.

Furthermore, allowing customers to carry alcohol outside designated businesses would create a more dynamic and engaging atmosphere, making the Promenade a more attractive destination for both locals and tourists. This increased activity could lead to more job openings, better tips, and a more positive work environment, as the area becomes livelier and more appealing.

I am also encouraged by the city's recent efforts to ease regulations and support businesses downtown, such as allowing game arcades and arcade bars, simplifying the review process for larger restaurants, and expanding alcohol service hours. These initiatives demonstrate a commitment to fostering a thriving downtown, and I believe the Entertainment Zone would be a natural and beneficial extension of these efforts.

In conclusion, as an employee who is deeply invested in the success of the Third Street Promenade, I urge you to support the implementation of the Entertainment Zone. This forward-thinking approach has the potential to revitalize our community, create more job opportunities, and enhance the overall experience for both workers and visitors.

Thank you for your time and consideration.

Sincerely,
Vina Nabor

ITEM 10A - Promenade Entertainment Zone. I think this ordinance is short sighted. Who needs to drink alcohol in public at 8am on a Tuesday? How will this do anything other than increase noise, public drunkenness, and mayhem, costing taxpayers more money for security and sanitation? Please vote no 2)ITEM 4J - Letter of Support on SB 79. SB 79 I do not support this free for all building give away. Santa Monica must hold on to its local control.
3)ITEM 4K - Change in Public Input Rules. This is a multi-pronged attempt to reduce our right to comment and provide input on Council actions. It limits comment to 2 minutes per public input section, rather than 2 minutes on each agenda item. It will automatically reduce public comment to 1 minute each if 25 or more people sign up to speak (which is nearly every meeting). In other words, the more upset we are with their actions, the more people who care enough to show up, the less time we will have to speak. Worst of all, it eliminates the ability to donate time to a single speaker.

This is a very useful tool when there is someone who best represents a group and has a more complicated presentation, or is a better speaker. It's hard to make a valid argument in 2 minutes (even worse if it's only 1 minute, which most meetings will now set) and donating time to a spokesperson for a group is an extremely valuable way to express community opinion to Council. Limiting our ability to speak out smacks of the kind of free speech crackdown we are seeing at the federal level. Santa Monica should be better than that.

Thank you

EXTERNAL
Dear City Council Members- As a long term Santa Monica resident and co-homeowner with my wife, I would like to register our opposition with comment in red to the following four items coming before the council:
1) Agenda Item 4J – Support letter from SM for SB 79 -
We oppose authorizing the City’s support for SB 79 (Wiener) because SB79 would allow 7-story market rate apartment towers and without offering any affordable housing. Like most residents and homeowners, we have all abided the existing regulations limiting our own property buildings and remodels with major investments. Santa Monica is already high density with ever increasing limitations on water and parking and ever increasing congestion. It is flooded with outside visitors beyond this density. It is unacceptable to further damage our lifetime investments in our homes and the quality of life in this city. 2) Agenda Item 12A – End Owner Occupancy Requirement in SB9 We oppose ending this requirement to lose local control and enable developers further latitude to increase density without any of the intended benefits of supporting families trying to house their aging parents and the next generation with fewer and fewer job opportunities as they face the coming AI/ robotics onslaught on jobs. 3) Agenda Item 10A – Promenade Entertainment Zone –
Aside from punishing residents with late night noise, this ordinance will inevitably lead to more visitors coming to party and leaving drunk and disorderly, often behind the wheel and capable of killing people. We see dead people and a council with responsibility.
4) Agenda Item 4K – Public Input Rules -
We oppose this change which limits the ability of any presentation of fact based reasoned arguments that would inform the council and public opinion. It inflates the impact of outsiders and insiders lobbying the council and city staff and diminish democratic governance that respects resident rights to voice their opinions in meaningful ways.

Thank you for considering our views,
Sincerely,

To Whom It May Concern,
I am distressed to hear of the plan to allow open alcohol consumption on the Promenade (from 8Am - 2Am!). This is a bad idea that, coupled with the proposed 800 sq ft.digital display Boards, will only make our Downtown look and feel like a place not attractive to families and visitors here for a lovely beachsidetown experience.

If you do adopt this idea will you also be willing to invest in a robust enhancement of the Police Department so the problems that come along with this can be controlled to keep the area safe? ... I thought not.

Respectfully Submitted

I STRONGLY OPPOSE the following measures before the City Council on Tuesday, May 13, 2024:
 Agenda Item 4J – Support letter from SM for SB 79 - OPPOSE  Agenda Item 12A – End Owner Occupancy Requirement in SB9 - OPPOSE  Agenda Item 10A – Promenade Entertainment Zone – OPPOSE Make the parking more economical and more people will go to the promenade. I think the counter car culture that has developed is more of a detraction than the leadershop realizes. Even metered parking, dropped from 90 minutes to 60 minutes on Wilshire. It is very difficult to have a business lunch within 60 minutes. These are important nuances. (the Promenade parking structures were free of charge when initially built. They don’t have to be free, but it has gotten more expensive, and the rates seem to change often. People do not like to be surprised with suddenly high parking rates.  Agenda Item 4K – Public Input Rules - OPPOSE

EXTERNAL
Dear Santa Monica City Council,
A. We, the 3rd,4th street residents 1100 block are formally submitting this petition opposing the creation of an Entertainment Zone on the 1200 block of 3rd Street Promenade. This ordinance threatens the peace, safety, and livability of our adjacent residential neighborhood, which includes seniors, families with children, and working professionals.

We suggest moving the Entertainment zone to 1300 Block.

B. If the City Council chooses to ignore resident opposition and proceeds with this ordinance, we demand immediate action and enforceable protections to prevent serious and ongoing disruption to our home lives.

Specifically, we request:

1. Real-time SMPD/RSO noise response, separate from life-threatening emergencies. We expect timely enforcement of municipal noise laws— not a next-day follow-up. “Life over property” is not an acceptable excuse for ignoring quality-of-life violations.

Code enforcement is closed weekend. Assign separate code enforced weekend to our area as back up.

The burden to control the undesirable, Raucous & amplified noise that reaches our homes should not be a Resident taxpayers burdon.

2. All amplified event speakers must be positioned at the southern tip of the kiosk, directing sound away from nearby residences and toward the Promenade South. This must apply to all DTSM and third-party event producers.

Item 10-A

Item 10-A
May 13, 2025
2 3. 1212 Santa Monica must contain all amplified DJ/live music events within the interior of their establishment. Their current noise output is already excessive and inappropriate for a residential-adjacent area.

4. Installation of LVT surveillance cameras at 3rd & Wilshire to deter crime and promote safety. This corner has become increasingly vulnerable and must be proactively monitored.

5. Monthly reviews with community members to evaluate ongoing issues and document any increase in noise, crime, or public nuisance associated with the new Entertainment Zone—should it pass.

This ordinance is untested and unfit for a location so close to long standing residential housing. We urge the Council to consider the damage this will inflict on our families, our children, and our long-established neighborhood.

We expect the City to act with fairness, transparency, and accountability.

Sincerely,
Residents of Wilshire–Montana

We have 2/3 of 1100 block 3-4 th streets so far opposing E-Zone on 1200 Block. Others are still not aware so we need more time and we can give your building addresses if need be for this Petition we rushed to make with time constraints.

Please note:

We have more buildings’ input pending meeting & we need more time as finding out through SMDP is not the way to get Resident input on Ordinance that severely impacts a quiet family neighborhood.

We want to work with you but we are not included effectively. Direct impact Resident feedback should be the priority.

Councilmembers,
After a lengthy discussion the Board of Santa Monica Mid City Neighbors strongly urge a vote against the plan to allow open alcohol consumption anywhere on the 3rd Street Promenade. Our membership of families and seniors would be harmed and discouraged from shopping by open drinking in the area.

Seniors and students frequently use bus transportation on Wilshire and then walk on the 1200 block to the shopping stores. Pali High is now ensconced in the former Sears & Roebucks building on the other side of Santa Monica Place. Open containers could be easily passed to minors or drunken patrons who were denied service inside an establishment. Complaints to the California ABC will increase requiring more enforcement for the local restaurants.

Most of you did not grow up here and do not know the history of the area. Please review the past problems of The Ball, All American Burger, South and The Parlour on Wilshire.

SMPD and Code Enforcement in this City are already overwhelmed with noise complaints. Local families and hotel guests from the Miramar and Huntley Hotels may be discouraged to enter the area from Wilshire Blvd.

The Board of Santa Monica Mid City Neighbors recognizes the need to restore a vibrant Promenade to its pre-Covid activities like music and performances. Please make it accessible and safe for all our residents and visitors.

Thank you for your service and consideration of the wellbeing of our residents and visitors.

Subject: Move Entertainment Zone to be between Arizona and Santa Monica Zone to Reduce Noise Impact on Wilmont 3rd Street Residents

EXTERNAL
Mayor Negrete, Pro Tem Mayor Torosis and Honorable City Council Members,

I request that you move the proposed one-block open-container Entertainment Zone to the Arizona and Santa Monica block of 3rd Street Promenade. The 3rd Street Promenade already creates noise intrusion into the 3rd Street residential neighborhood north of Wilshire. Moving the Entertainment Zone to the next block south will move the anticipated additional noise and amplified music a block away from the 1100 block on 3rd Street. This will help immensely.

If you do not approve this move, then you must develop and implement a real-time noise complaint process be put in place for the ongoing noise issues that will arise. We ask you to consider -- would you accept a 2:00 a.m. entertainment zone across from your home with amplified music and increased alcohol-related activity? If not, basic fairness demands that you extend the same consideration to Wilmont’s 3rd Street residents. Historically, the 3rd Street Promenade was designed and successfully implemented as an environment that was restaurants, retail and movies with no amplified sound in the 1200 block but allowed in the 1300 and 1400 block.

As well, residents are very concerned about drunk behavior and driving occuring at 2 AM or whenever the entertainment zone ends and the disturbances that will occur in the 3rd Street 1100 block neighborhood. What if the closing time always creates noise and poor behavior in this neighborhood? Will these residents continually be woken up every night?

If you decide not to move the entertainment zone then the city must develop a noise enforcement process that reacts in real-time to noise intrusion into the 3rd Street residential area. This might be accomplished with PSOs who are trained in decibel readings and have broader hours than code enforcement. We currently have no ability as residents to report and get enforcement in real-time because we have no enforcement staff on weekday nights, or Saturday and Sunday. However it is done, it must be a realtime process, not handled by police, but staffed appropriately for week day nights and Saturday and Sunday.

Thank-you for your serious consideration of these requests.

Sincerely

Subject: OPPOSE -- ITEM 10A - May 13, 2025

EXTERNAL
Dear Council Members
OPPOSE: ITEM 10A - Promenade Entertainment Zone

1. Have you personally lived near all-day/late night alcohol consumption? Would you encourage it, adjacent to your home? There will be many negative consequences from such an experiment.

2. Have you studied what happens in other cities when increased alcohol & drug use is suddenly approved? Unless you have seriously researched the outcomes of such, it's arrogant ignorance to assert benefits for the greater Santa Monica community. Please bring more due diligence and expertise to your " innovative " notions.

3. Item 10-A would only benefit a very few bars, clubbers & drinkers, many who are NOT Santa Monica residents. Who is served by this, besides Promenade bars, including "Santa Monica 1212", which appears to curry favors from Councilmember friends. Item 10A punishes residents & other Promenade businesses, restaurants & retail. It discourages residents & tourists from patronizing Third Street Promenade.

4. We live one block from Main Street. There is routine drunken shouting, incidents requiring police and trash all over all due to the extended drinking hours. We know, because we are awakened, and we clean up all kinds of liquor containers daily. Increased noise, public drunkenness, and mayhem from Item 10-A will cost we taxpayers more money for security and sanitation.

Please put your constituents, Santa Monica Residents FIRST! It is your democratic responsibility and duty to maturely prioritize what is Good for the most, before what benefits a few, ie, special interests.

Do the neighbors? In the 1990s. Santa Monica Police Department declared in front of the City Council, during input of the citywide alcohol policy, that they would not be enforcing the CUP for alcohol conditions.

Has that changed? Has the police endorsed this entertainment plan as sound? Item 10-A

Item 10-A
May 13, 2025
2 In the ‘90’s the State of California’s alcohol beverage control department had officers that handled 5000 alcohol outlets in the district in which Santa Monica is located. At that time Santa Monica ranked third in the state of California for the amount of alcohol outlets, per capita with an absolutely inadequate alcohol, beverage control department enforcement capability. Has the ABC enforcement capability for Santa Monica and the district in which it resides improved or increased?
In The 1990’s no more than two officers were assigned Tuesday through Sunday to monitor all the alcohol outlets in the city… Has that changed? if not, in the absence of adequate“control of the consumption of alcohol and the location for that consumption” it would be reckless and endangerment to the residence of the City Of Santa Monica not to mention that in 1990, there were the 300,000 visitors that migrated to our city per day…
In those days, we did not have a regional national or international police force in terms of numbers of personnel to handle this large amount of visitor population… Has that need been addressed in all this time if not, there should be no entertainment zone I strongly urge you to oppose any sort of increase to the length of time and the location and the walking around with open beverages in the “entertainment zone”. Simply put —there is not enough protection and monitoring to make this a safe decision in good keeping with Santa Monica planning practices. It is a short cited, reckless and dangerous idea.

Dear Mayor Negrete, Mayor pro-tem Torosis, and Council Members, Please see reasonings for "oppose" requests below. Thank you.

ITEM 4J - SB 79. OPPOSE.

SB 79 (Weiner) is a giveaway to developers which enables buildings up to 7 stories to be built without formal review or environmental impact study, anywhere within 1/2 mile of mass transit.

There is NO AFFORDABLE HOUSING requirement, which means developers can build 100% market rate apartment towers, anywhere in Santa Monica near a bus line - which is virtually all of the city except the northern and southernmost borders, and even these could be subject to 7 story buildings if a bus line were to be added to San Vicente, for instance. Ben Allen opposes as well.

ITEM 10A - Promenade Entertainment Zone -
5/13/2025 - OPPOSE.
- THE CITY OF SANTA MONICA SHOULD NOT SUPPORT AND ENCOURAGE ALCOHOLISM ESPECIALLY OUTSIDE IN PUBLIC SPACES AND ALSO THEN GETTING INTO VEHICLES AND DRIVING WHILE IMPAIRED. - THIS WOULD MAKE THE JOB HARDER FOR THE POLICE DEPARTMENT TO KEEP SANTA MONICA SAFE FOR ALL - RESIDENTS AND VACATIONERS ALIKE.

SANTA MONICA = HEALTHY LIFESTYLE.

LET'S CONTINUE TO ENCOURAGE A HEALTHY LIFESTYLE/FAMILY VACATION.

I would like to voice my strong opposition to items 10A, 4J and 4K being discussed by the City Council.

Why in the world would residents want to live in a city where people can hang out drunk at the local promenade, where large buildings can be built without an environmental impact study and where citizens' rights to voice their opinions is being curtailed? This is a residential neighborhood, not the strip in Las Vegas. This seems like a very clear, wrong direction for the future of this city.

EXTERNAL
To the Santa Monica City Council:

Jesse Zwick promoted IZO as a way to turn the Promenade into “Beale Street,” a section of Memphis.

Does he really believe that allowing people to drink alcohol from 8 am to 2 pm in and around the shopping center will spawn the likes of Johnny Cash, Elvis Presley, and BB. King? Or is it the 70%-80% profit that the restaurants and bars take in on alcohol versus the 15 % profit on food? Has he considered the lives of the residents in the neighborhood or only of more money for his pet projects, forget the resulting drunkenness, thuggery, brawls, howls, smashing bottles, and endless sirens outside the doors of the people he is supposed to represent?
So, as a homeowner who pays property taxes, I urge you to vote no on turning the Promenade into an “entertainment zone." Doing so will not revitalize our city but instead scare away families and shoppers.

The City Council’s claim that “everybody” wants it must mean that the restaurant and bar owners want it. But when The City Council prioritizes money over the quality of life of its voters, we remember.

Dear City Council,
As one of the original members of the Third Street Development Corporation board, I worked to bring what was then called "The Mall" to a new vision -- a place for community, for families, for shopping, for dining and entertainment -- a place that suited both locals and tourists.

It is time to return to that vision -- and to refresh and reshape what is now called The Promenade to meet those admirable goals.

The so-called Promenade Entertainment Zone proposal goes against that vision. It would constitute a grotesque surrender to a single commercial interest -- and would defeat the ongoing efforts to reinvigorate the Promenade.

I urge you to oppose the ordinance that would establish the Promenade Entertainment Zone on the 1200 block.

Stunning it’s come to this. I implore you to put the tax player dollars into security first and then the businesses and people will come back.

We already have increasing crime in downtown Santa Monica at all hours, increasingly, since the council approved the metro rail. It used to be you would tell yourself and your family, don’t go downtown after midnight. Now, for my family, it’s don’t go downtown at all after 8pm.

People getting stabbed, shot, physical fights all day long, and in the evening, down at the pier, on the sand in the morning, right in front of the police station (fall ‘24). Businesses left because the people left, and the people left because of the crime.

We pull up, run inside to get our take out, and leave downtown asap. Movies - only daytime. My gen z son and his friends avoid downtown like the plague.

Per my son, and his friends, what would increase business is if there were increase in security personnel so everyone felt safe. Then bring back bookstores with cafes, restaurants, movie theatres. Safe outdoor places to hang out with friends and the family.

You’re going to draw in more gangs and drunken brawls because all you’re offering is a draw for gangs and mayhem and unaware tourists who don’t know what they’re getting themselves into. No place for the under age children to roam and hangout with friends, or families. And, think of the increased number of drunk drivers and train riders you’ll set loose in the city and the wider community.

It’s a desperate act for a city in desperate times. When Westwood got out of hand in the late 80s and a gang person shot and killed someone, it ended Westwood as a destination for decades. One shooting downtown anywhere near the promenade and it’s all over.

Thank you for reading.

This is insanity--to allow developers to build these large buildings without formal review or environmental impact studies. It is wrongheaded and smells of corruption.

And then, to limit our ability to speak and comment on these changes at city meetings? What is happening to Santa Monica?
And you also want to allow day drinking in public in the 1200 block of the promenade!? It would be one thing to allow cafe tables assigned to licensed restaurants to serve beverages within 20 feet of the bistro or bar. But turning the whole block into a party zone? For some kind of daily 8 am frat party? Were you raving drunk when you put this item up for review? 8am to 2 am drinking in a public space. I at least thank you for allowing nearby residents some quiet time to recover for 6 hours between the 2 and 8 am block parties. Maybe some part of you does still care about residents! Dear City Council,
I am resident of the Northeast Neighborhood. Please stop the overbuilding, we cannot get from point A to point B in this city any more in any reasonable time frame. Since the fires, all of the PCH traffic is diverted through our town that used to go north through PCH. This city is becoming unlivable. We have small children, and just getting them home from school can take 20-30 minutes. They have practices in our city, that takes 45 minutes round trip just to cross through the city.

Focus on our residents. Stop putting these builders profits ahead of all of those who live here.

OPPOSE 4J
Stop the overbuilding. We do not need to weigh in on this bill. Leave our city alone, you are ruining it.

OPPOSE 4K -

Subject: City Council Meeting on May 13, 2025: Please oppose items 4J, 12A, 10A and 4K

EXTERNAL
Dear City Council,
I must urge you to oppose items 4J, 12A, 10A and 4K on the May 13, 2025 calendar. 1) Agenda Item 4J – Support letter from SM for SB 79 - OPPOSE SB79 would allow 7-story market rate apartment towers in almost all of Santa Monica without offering any affordable housing.
2) Agenda Item 12A – End Owner Occupancy Requirement in SB9 - OPPOSE The owner occupancy requirement in SB9 was meant to encourage multi-generational housing. Removing it will open up neighborhoods to land speculators.
3) Agenda Item 10A – Promenade Entertainment Zone – OPPOSE This ordinance would allow open alcohol consumption on The Promenade in the 1200 block (Wilshire end) from 8am to 2am, 7 days a week. How will this do anything other than increase noise, public drunkenness, and mayhem, costing taxpayers more money for security and sanitation? This will also scare away non-alcohol users to the Promenade and we need these people to revitalize the Promenade. 4) Agenda Item 4K – Public Input Rules - OPPOSE
This Agenda Item seeks to limit comments from the public to 2 minutes per public input section, rather than 2 minutes on each agenda item. It will automatically reduce public comment to 1 minute each if 25 or more people sign up to speak. It also eliminates the ability to donate time to a single speaker, which is helpful when there is someone who best represents a group and has a more complicated presentation that requires more than 2 minutes.

Thank you.

Sincerely,
Dr Daniel Galamba

Dear council members,
I understand you are considering the following items in an upcoming meeting:
* Removing Owner Occupancy Requirement for single-family lot splits * Eliminating public input on commercial development
* Upzoning of 2644 30th St (30th/Ocean Park Blvd)
* Approving SB79
* Changing the length of public input at Council meetings I am strongly opposed to the actions above and ask you to take the residents' opinions into consideration ahead of your vote. These actions run highly counter to the views of residents of Sunset Park and require meaningful discussion ahead of any changes.

NO to an open container booze zone!
What a dangerous proposal that will draw police away from protecting other areas of the city.

This harebrained idea will also repel residents and families from enjoying the Promenade area.

In order to walk around on the Santa Monica promenade with alcoholic drinks they would have to be put in a non-glass, non-metal container.

Does that mean the environmentallysensitive Santa Monica will be using plastic? The reason for promoting this zone according to Santa Monica Mayor Pro Tem Caroline Torosis is “If we want to bring our tourists and regional visitors back downtown, I think we need to make it worth their while.”
Many residents have argued for years that the way to bring tourists back to the Promenade is to clean up the homeless some of whom are mentally ill and lay in front of doorsteps, defecate on the streets.

Item 10-A

4 People have argued that there should be help for the addicts who also frequent the promenade and leave drug needles (supplied by the L.A.

People can then consume that drink outside within the designated zone, which will run three blocks of the Promenade.

Well said. 눸눵눹눶눺눻눼눷

臩自臫臬臭臮苂苃苁

Subject: City Council Mtg. - 5/13/2025 - Item 10A - Move Entertainment Zone to be between Arizona and Santa Monica Zone to Reduce Noise Impact on Wilmont 3rd Street Residents

Subject: Drinking on the Promenade

EXTERNAL
Hello,
I’m writing to express my concern about the recent idea that free range drinking on the Promenade is a good thing. These 3-4 blocks are traditionally populated by family friendly venues and activities such as shopping, dining, movie-going, and entertainment by various buskers, dancers, musicians etc., some talented and some not so much. But that’s been the tradition.

Kids have hung out with friends there after school for years. Now that Pali High is temporarily located in the old Sears building, minors are in even closer proximity to open-ended drinking by adults. Some of these adults may be members of our unhoused population, possibly already imbibing in alcohol or drugs and finding a welcome environment to do so.

Pedestrian injuries and traffic fatalities have increased in our city in the last few years. My fear is that this will increase with additional drunk drivers in the area.

Open-ended drinking doesn’t seem like a great model for kids and teens, and could possibly create a less safe environment than already exists.

Tourists and shoppers from outside our city may decide it’s not a safe or welcoming environment, and opt to take their business elsewhere.

My concern is also that crime will increase and safety will become harder to maintain.

Please allow citizens to debate, discuss, and weigh in on this new concept. Additional security will be a must, particularly at night.

I’m not a fan of this idea and hope the residents of Santa Monica will contribute their opinions as well, and that those opinions will be carefully listened to.

Sincerely,
Carol van Heerden
30 year resident of SM

Hello, I'm writing to voice my strong opposition to the following items on your agenda tonight and asking you to vote no to:

Owner Occupancy Requirement Removal
Elimination of public input on commercial development
Changing the length of public input and abolishing time donation at Council Mtgs Changing zoning (upzoning) of 30th Street/Ocean Park parcel SB78 housing bill
There is a public perception the council is encouraging the destruction of our neighborhoods in favor of overdevelopment. What will you do to demonstrate your support of our neighborhoods, residents and livable communities? Say no to the five items listed above.

THE CITY OF SANTA MONICA SHOULD NOT SUPPORT AND ENCOURAGE ALCOHOLISM OUTSIDE IN PUBLIC SPACES.

Subject: Opposition to several agenda items for May 13 Council Meeting

EXTERNAL
Dear Councilmembers:

Please note that, as a longtime Santa Monica resident, I disapprove of three items on your agenda for your meeting tomorrow:

1. Item 10A - Promenade Entertainment Zone. This looks like a Hail, Mary to save the Promenade.

It’s a terrible idea. It encourages open drinking for 18 hours a day in an area that most residents have come to shun due to the substantial presence of vagrants who mostly appear to have serious addiction or mental health issues. As I said, this is a terrible idea.

2. Item 4J - Letter of Support on SB 79. Why support a give-away to developers with no requirement that they provide affordable housing? Another terrible idea.

3. Item 4K - Change in Public Input Rules. At a time when we are witnessing attacks on public citizens who dare to speak out in opposition to government at all levels, limiting the ability of the public to speak at Council meetings is a retrograde attack on the democratic process. Another terrible idea.

I sincerely hope that you have the good sense to reject all three of these proposals.

I want the Promenade to be a safe place and this will not help with that. I am strongly against ITEM 4J as I oppose taller structures in general and do not like that affordable housing would not be included. I am a very long time resident of Santa Monica (more than 40 years) I am against drinking hours 8am-2:00 Am on the promenade. Do not allow this.

I am against changing the council rules concerning how long resident may speak at meetings. WE ARE THE CITY. and I do not want changes to building heights to be allowed without major reviews and impact reports done.

You are elected to represent our wants and needs. Do not ignore this email and my views.

Dear Santa Monica City Council,
I stand with Northeast Neighbors in OPPOSING Agenda Items 4J, 12A, 10A and 4K.

When are you going to actually represent the residents? We don't want a high rise, shadowy. overdeveloped urban jungle with no open space and scarce resources. And your gag rule in Item 4K exemplifies your hostility to Santa Monicans.

Hello
I’m writing you today to express my opposition of the following items - 4j - 12a - 10a - 4k.

I am a lifelong Santa Monica resident, born and raised attending Santa Monica schools. Roosevelt, Lincoln, samo high and crossroads.

My grandparents moved to Santa Monica in the 50s - you’d be hard pressed to find a resident with deeper roots here than myself.

I love this city very much.

With that I ask you to please oppose these actions items.

Public drinking all day long on the promenade does not help us restore what was once the envy of the country for family entertainment.

Nor does building 7 story apartments buildings in our beautiful residential neighborhoods.

Dear Mayor Negrete and City Councilmembers,
I oppose Item 12A and its 5 development proposals that would ruin our city forever. Items 4J and 4K are included in12A along with the up-zoning of 1331 Wilshire and 2644 30th Street, the elimination of public input on commercial developments and the end to owner occupancy requirements for single-family lot splits.

SB 79 is a terrible bill that will ruin single-family and small multi-family neighborhoods. There are no requirements in the bill for affordable housing, public input or environmental impact studies. The developers will have a feeding frenzy! Residents are not in favor of SB 79 Developers are.

Item 10A is an absolute joke! Only alcoholics drink at 8:00 in the morning. The result will be public drunkenness, more criminal acts and chaos. At present, we do not have enough police officers in our neighborhoods. With public alcohol consumption going on between 8:00 A.M. and 2:00 A.M., we will have even less officers available.

I doubt that the atmosphere will be very inviting for families. In reality, more tourists will be attracted to the Promenade if it’s clean and safe and not overrun with homeless people instead of shoppers.

Lastly, what is the point of Item 4K besides stifling public comments? You would think that these new time limits were proposed by the MAGA crew and Trump. Please represent your constituents and vote NO on items 12A, 4J, 10A and 4K.

Sincerely,

Subject: Entertainment Zone Pilot Program

EXTERNAL
Dear City Council and City of Santa Monica staff involved in the “Entertainment Zone” pilot program,
We as a Senor Community at 1125 third Street, strongly oppose the proposed ordinance for the 1200 Block.

Our community is directly adjacent to the 1200 block and the Promenade. This proposal threatens to further disrupt the safety, peace, and quality of life for the families and longterm residents in our neighborhood.

We are concerned about the growing presence of alcohol-related activity and its consequences, including public safety risks and deterioration of neighborhood quality.

We also urge Council to review the petition from residents of the 1100 block, which will be submitted by noon on Tuesday, May 13, 2025 Item 10-A

Moving the Entertainment Zone to the next block Item 10-A
May 13, 2025
Item 10-A
May 13, 2025
7 south will move the anticipated additional noise and amplified music a block away from the 1100 block on 3rd Street.

However it is done, it must be a real-time process, not handled by police, but staffed appropriately for week day nights and Saturday and Sunday.

Members:

As a longtime resident of Santa Monica, I am writing to OPPOSE AGENDA ITEM 10A.

This ordinance would allow open alcohol consumption on The Promenade in the 1200 block (Wilshire end) from 8am to 2am, 7 days a week. The public safety impacts and quality of life impact for those of us who live in this City are dramatic. We do not need visitors drink alcohol in public and certainly not beginning early morning and continuing through the night. This measure will increase noise, public drunkenness, and mayhem, costing taxpayers more money for security and sanitation.

I strongly object to this measure and urge its rejection. There are creative, productive ways to increase tourism that do not include tunring our promenade into a more unseemly place than it already is.

To Whom It May Concern.

As 50+ year residents of Santa Monica and a property owner on Third Street Promenade, this idea to allow open use of liquor is a terrible idea.

It is not even a band aid for something that needs radical surgery.

The Third Street Promenade, once the pride of the City, is in very poor condition because it is no longer FAMILY friendly. This proposal will create an environment that no one wants. It will add to the problems facing Third Street Promenade not solve the problems.

Please reconsider this idea.

Agenda Item 10A – Promenade Entertainment Zone – OPPOSE This ordinance would allow open alcohol consumption on The Promenade in the 1200 block (Wilshire end) from 8am to 2am, 7 days a week. Who needs to drink alcohol in public at 8am on a Tuesday? How will this do anything other than increase noise, public drunkenness, and mayhem, costing taxpayers more money for security and sanitation? The owners of the bar/restaurant 1212 want this.

Do the neighbors?
In the 1990s. Santa Monica Police Department declared in front of the City Council, during input of the citywide alcohol policy, that they would not be enforcing the CUP for alcohol conditions.

Has that changed? Has the police endorsed this entertainment plan as sound? In the ‘90’s the State of California’s alcohol beverage control department had officers that handled 5000 alcohol outlets in the district in which Santa Monica is located. At that time Santa Monica ranked third in the state of California for the amount of alcohol outlets, per capita with an absolutely inadequate alcohol, beverage control department enforcement capability. Has the ABC enforcement capability for Santa Monica and the district in which it resides improved or increased? In The 1990’s no more than two officers were assigned Tuesday through Sunday to monitor all the alcohol outlets in the city… Has that changed? if not, in the absence of adequate“control of the consumption of alcohol and the location for that consumption” it would be reckless and endangerment to the residence of the City Of Santa Monica not to mention that in 1990, there were the 300,000 visitors that migrated to our city per day…
In those days, we did not have a regional national or international police force in terms of numbers of personnel to handle this large amount of visitor population… Has that need been addressed in all this time if not, there should be no entertainment zone

Subject: Feedback on May 13 Meeting Proposal for Entertainment Zone Alcohol

EXTERNAL
Dear City Council MembersI strongly urge a vote in opposition to the measure up for vote on Tuesday May 13, 2025 to establish a permanent entertainment zone on the 3rd Street Promenade.

Currently the city is already challenged to provide a safe living environment for its residents. In my 16 years of living in the community I have seen nothing but a sharp decline in safety--- such that it is unsafe to walk even near the promenade at night or even in the morning. Local news is full of violent crimes in the area. Police officers have such a high volume of incidents currently they are often unable to respond in a timely manner or not at all. To add this entertainment zone would without question be too much for it to keep in under control and safe.

With the introduction of another approximately 2500 minors with the temporary relocation of Pali High nearby, this proposal is just asking for trouble. Poor safety, poor living conditions for nearby residents and ultimately drive the city further way from it's goal of revitalizing the downtown area. We have just seen the driving away of prestige events long associated with the city such as AFM, the Independent Film awards, and the 2028 summer olympics but instead are setting the conditions to create an unsafe environment that would drive away visitors and residents alike.

Please do not vote for this absurd proposal

This ordinance would allow open alcohol consumption on The Promenade in the 1200 block (Wilshire end) from 8am to 2am, 7 days a week. Who needs to drink alcohol in public at 8am on a Tuesday? How will this do anything other than increase noise, public drunkenness, and mayhem, costing taxpayers more money for security and sanitation? The owners of the bar/restaurant 1212 want this.

Do the neighbors?

Where is the economic cost-benefit analysis on 10A? we turned down Olympic Beach Volleyball based on data - hard, cold facts of what it would cost us and what we would get in return. It did not pencil out and we said no
Where is the detailed economic analysis to demonstrate that Alcohol at 8:45a on a Monday will bring us substantial, unequivocal "NET" economic benefit? And the benefit has to be materially compelling to justify what otherwise sounds like a pretty awful idea - drawing crime, guns, public inebriation etc.. to our city.

Dear Santa Monica City Council Members
I am a 30 year resident of Santa Monica, as both a renter and an owner. I know the Promenade desperately needs new ideas to beef up tourist and visitor business, but allowing open drinking of alcohol there starting at 8 am 7 days a week is a really bad idea. Are we really thinking we can provide police and sanitation to clean up the mess and mayhem that this will generate?
I oppose this as do most business owners and, certainly, the residents who live close to the Promenade.

Sincerely,
Rachel Harms

However it is done, it must be a real-time process, not handled by police, but staffed appropriately for week day nights and Saturday and Sunday.

Thank-you for your serious consideration of these requests.

Dear Mayor Negrete, Mayor pro-tem Torosis, and Council Members, Council member, Zwick, grew up in Santa Monica Canyon in a multimillion dollar home and is out of touch with living in mixed housing neighborhoods. I also lived in the canyon before moving into Beverly Ave. Apartment dwellers don’t have the same investment in keeping the neighborhood up, let alone share in the property taxes.

SB79 is a destructive housing bill. It will be extremely harmful to the character and identity of all of Santa Monica, and especially to Sunset Park, by allowing 5-7 story(!) multi-unit apartment buildings throughout our R1 and R2.

Please OPPOSE Councilman Zwick's efforts to encourage this absurd zoning in our city.

Re: ITEM 10A - Promenade Entertainment Zone -- OPPOSE
The Board of NOMA OPPOSES the proposed "Entertainment Zone" for the 1200 block of the Promenade. Allowing open-carry of alcohol from 8am to 2am, 7 days a week will likely lead to increased noise, public nuisance, and trash, costing taxpayers for added security and sanitation. It begs the question, "Who really needs to drink in public on a Tuesday at 8am???" Other cities like Savannah, GA and Memphis, TN have tried similar programs and found the increased costs from public intoxication, altercations, and property damage far outweighed the benefits, resulting in their rescinding the programs. Let's learn from their mistake, not replicate it.

Downtown SM has had some creative and successful initiatives to revitalize The Promenade recently, including the addition of popular pickleball courts and pop-up entertainment events tied to major movie releases like Barbie and Teenage Mutant Turtles. These bring in families and revenue to our shopping district. Adding public drinking at all hours is likely to have the exact opposite effect, driving away the shoppers we need.

Please vote to oppose this misguided proposal.

What if the closing time always creates noise and poor behavior in this neighborhood? Will these residents continually be woken up every night? Importantly, there is an historic medical office building at 1137 2nd Street which would be negatively impacted by crowds and noise, especially interlopers into the open parking lot which is not patrolled after dark. The building caters to ill and vulnerable people who need to be assured of safety. Subject: 5/13/25 Council Meeting - Item 10.A. - Promenade Entertainment Zone - FEEDBACK!!!

EXTERNAL
Dear Mayor Negrete, Mayor Pro Tem Torosis, and Esteemed Councilmembers - Please, please know that I greatly appreciate your efforts to figure out ways to further revive the Promenade and Downtown. Thank you.

That said, I'm really skeptical that this entertainment zone will accomplish any sort of economic revival and may create an unsavory climate for less alcohol-oriented visitors plus give rise to more problems than its worth (e.g., drunken and disorderly conduct, traffic accidents, crime, more shoplifting, etc.). Also, the only thing people who want to drink all day likely will want to buy more of is booze, which does not help our existing retail and food restaurants and entertainment businesses thrive!
A neighbor of mine shared today of a bunch of great ideas she has that you could implement instead:

Her thoughts - "What about bringing special family entertainment to the Promenade? Special rates on 3-course meals? Best “breakfasts” all day long? “Dog” days events at the promenade. More art exhibits? Fashion shows and more!!!….let’s promote our tenants….things for our residents to enjoy and that will attract the community at large….with good, clean fun!!!"
I love her enthusiasm & support all of her ideas!!
My small idea: 10% OFF Tuesdays (twice a month on nights with no Council meetings) on select food, beverages, retail, and experiences (with a cap of $____ so no one gets taken to the cleaners).

If you do move forward with this tomorrow night, I encourage you please to ratchet it back to just a 3-month or 6- month pilot program and evaluate with Staff and law enforcement after a TRIAL PERIOD.

THANK YOU!
Sincerely,

EXTERNAL
Mayor Negrete, Pro Tem Mayor Torosis and Honorable City Council Members, I request that you move the proposed one-block open-container Entertainment Zone to the Arizona and Santa Monica block of 3rd Street Promenade.

Thank-you for your serious consideration of these requests.Janet Heinle Item 10-A

EXTERNAL
To all City council:

This is a serious request for our SAFETY AND FOR us to enjoy peace and quiet at home on 1100 block 3rd-4 th streets in Santa Monica.

We are absolutely not happy about your new idea for bigger broad or better. How about just lowering the rent so the places naturally fill up instead of putting our lives in danger and making Santa Monica noisier than it already is Santa Monica has a very bad reputation for a party town we don’t want that reputation. We want it to be peaceful.

It’s a beach town. We do not want our town to be bourbon Street. We don’t want this to be a drinking town that no one respects just because you guys can’t fill up your empty spaces. You need to clean up the homelessness and make it safe that way businesses will want to open here. Everybody scared to open business here because there’s so much riffraff.

What’s with you guys having every Friday off so that you don’t pollute the town but you invite the whole world here.

Please go back to working every Friday like the rest of us. Also, how about lowering our tax from 10.25 to what Newport Beach has 7.75 they have a better town than ours. That’s for sure. Why are we paying such high tax? No entertainment zone.

Fix homeless and crime first.

EXTERNAL
To Santa Monica City Council,
I'm BEGGING you not to approve of this reckless plan for a "Permanent Entertainment Zone." Have you heard of the recent fatality on Sepulveda Blvd in Manhattan Beach - an 18 year old high school senior killed by a drunk driver- with a suspended license? https://abc7.com/post/braun-levi-death-dui-suspects-was-suspended-time-crash-killed-loyola-highschool-tennis-star-report-says/16338634/ THIS is the type of person you'll attract to the city and Promenade--people who are reckless when drinking.

If this passes, we'll have more alcohol related crimes, and an exponential increase in drunk driving injuries and deaths in Santa Monica and and surrounding areas. Why are you encouraging more drinking in this city? What message does this send to kids under the age of 21? This is happening blocks away from two large high schools-Santa Monica High School and Palisades High School.

There have got to be better ways to bring in revenue downtown.

What will you tell families who lose a loved one to a drunk driver after partying at the Promenade with uncontrolled drinking? It will be impossible to police this, and if you think it will be easy to make sure people ONLY buy drinks from the bars there and ONLY use the designated glasses, you are clueless about the behavior of addicts and others who will easily sneak in their own alcohol.

WHAT will you do when you see someone drinking from a glass that isn't approved? Are there really lots and lots of extra police officers in downtown Santa Monica to monitor the drunken behavior of so many people and to make sure everyone is over 21 years old? PLEASE do not do this to our city.

It breaks my heart to imagine the deaths and injuries that may happen as a result of this foolish idea.

Last, when I sent my previous email to all of you about this, most of you did not even give me the courtesy of a response.

As a Santa Monica resident of over 40 years (and a retired public school teacher) who votes in every election and cares deeply about my city, this is quite disappointing, as you represent residents and our interests- and we vote for you.

I am very concerned about the proposal to allow people to carry open alcoholic drinks freely at 3rd Street Promenade.

If this passes, will you provide a HUGE police presence to maintain safety? Will you provide police presence for the increased drunk driving incidents that will most certainly occur in the city with this type of foolish policy?
I realize that you're trying to figure out ways to get people to come to 3rd St.Promenade and to increase revenue for the city. As a 40+ year Santa Monica resident, I have stayed away from 3rd St.Promenade for many years,
because I do not feel safe there.

MANY Santa Monica residents I know will also plan to stay away from 3rd St.Promenade if you pass this reckless and irresponsible policy.

How are you planning to prevent people from bring in large amounts of alcohol??? How are you planning to break up drunken fights?
How are you planning to make sure everyone buys their drinks from the bars there?? What does this policy say about preventing UNDERAGE DRINKING? It will be very easy for kids under 21 to blend into the crowd and drink alcohol with NO supervision.

This proposed policy is bad for kids and teens.

PLEASE PLEASE PLEASE re-consider this and keep Santa Monica safe.

With record numbers of teens fighting drug and alcohol addiction, do you really want to promote that much drinking? Is that Santa Monica's new image- to promote more public drinking instead of promoting the health and well being of everyone in the city? Item 10-A

5 Are you planning to put up barriers to card everyone who comes into the area? What if a family with kids wants to shop in that restricted area? Would you want your young kids to be surrounded by people drinking at the mall? For every dollar you make from liquor taxes and licenses, you will lose that and more with police overtime and medical services, liability insurance and related lawsuits.

I am worried for my beloved city.

There has got to be a way to raise revenue without endangering people, especially teens and children.

I can just imagine the tragedies that will happen with drunk driving accidents and increased violence in Santa Monica if this passes. This policy will attract heavy drinkers and addictsnot the affluent types you are hoping to bring in. Many of those people don't even drink much anymore.

I'll be watching to see what you do and will take your actions into consideration in the coming elections.

Please respond and answer my questions.

Thank you for protecting Santa Monica and for all you do for this wonderful city.

EXTERNAL
Hello —
I am respectfully lodging opposition to the following items, and, if possible, I will attend the meeting in person to voice the concern:
 1. Item 10A - Promenade Entertainment Zone. OPPOSE. There is no upside to walking around with alcohol, especially at 8 a.m., and the normative value of showing the community and the kids that the adults need alcohol to entertain themselves is concerning. Just drink in the restaurants, if you must.
 2. Item 4J - SB 79. OPPOSE. We do not need 7 story buildings in Santa Monica. Do not give control of build by forgoing formal review and environmental impact studies. Following the money, who benefits??
 3. Item 4K - Change in Public Input Rules. OPPOSE. Let people speak.

Thank you and best regards.

EXTERNAL
Dear Mayor and City of Santa Monica Councilmembers,
We are writing to express our strong opposition to three items currently under consideration during tomorrow’s meeting:

ITEM 10A – Promenade Entertainment Zone
We strongly oppose the proposed ordinance allowing open alcohol consumption on the 1200 block of The Promenade from 8 a.m. to 2 a.m., seven days a week. This policy raises serious concerns about public safety, noise, sanitation, and the overall character of the Promenade. Extending alcohol consumption to public spaces for such long hours is inappropriate and incompatible with maintaining a welcoming and family-friendly environment.

ITEM 4K – Change in Public Input Rules
We also oppose any changes that would reduce the public's right to comment and provide input on Council decisions.

Community participation is essential to a healthy democracy, and any attempt to limit our voices undermines the transparency and accountability we expect from our local government.

ITEM 4J – Letter of Support for SB 79
We oppose the endorsement of SB 79, which we view as a giveaway to developers. Allowing buildings of up to seven stories without formal review or environmental impact studies—and without requiring any affordable housing—erodes responsible urban planning and disregards the needs of Santa Monica residents. This legislation would lead to unchecked development without addressing the housing affordability crisis.

We urge the Council to reject these items to preserve our community's public safety and democratic participation.

Sincerely,
Adriana Sheinbaum

Subject: Misguided meeting items

EXTERNAL
Dear Council Members,
Several items scheduled to be discussed seem misguided and/or dangerous.

Item 10A allows open alcohol consumption from 8 a.m. to 2 a.m., daily. What is the necessity for this? I think it will lead to public drunkenness, accidents, fights, etc.

Item 4J, supporting the development of buildings with no affordable housing requirement contradicts what has been policy in Santa Monica for many years. Why do we need market rate apartments that ignore affordable housing? Our Senator, Ben Allen, opposes this bill.

Item 4K, changing the time for public input, while understandable (in terms of long meetings and people's patience) doesn't allow adequate time for some arguments to be made.

I strongly urge you to reconsider all of these items.

I am in favor of bringing the Promenade back to life. However, I think it is very important to limit the hours for outdoor alcohol consumption. Please consider our police force as well as the neighbors and keep the hours sensibile. (ie: ending around 10pm Sun-Thursday and 11pm on Friday and Saturday.) Thank you for all that you do for our wonderful community! Best,

I strongly urge you to vote against the Promenade Entertainment Zone.

I’m all for YIMBY, but this is a very bad idea that will change the character of Santa Monica for the worse. I understand we are looking for ways to drive additional revenue for the city, but this is not the way to do it.

Downtown Santa Monica already has major security challenges —the last thing we need is to add hundreds of drunken revelers to the problem. This would be a terrible change to our city.

Please vote against this and any other similar proposal.

Thank you.

Subject: ITEM 10A - Promenade Entertainment Zone.

EXTERNAL

3. 1212 Santa Monica must contain all amplified DJ/live music events within the interior of their establishment. Their current noise output is already excessive and inappropriate for a residential-adjacent area.

Please note:

We have more buildings’ input pending meeting & we need more time. finding out through SMDP is not the way to get Resident input on Ordinance that severely impacts a quiet family neighborhood.

We want to work with you but we are not included effectively. Direct impact Resident feedback should be the priority.

We will give the more building info later. For now we have already 2/3 block opposing.

To Whom It May Concern,
This open container entertainment zone should be a concern for all residents of Santa Monica.

This will create chaos and debauchery at the 3rd street Promenade. Santa Monica is not the Las Vegas Strip in Las Vegas, Nevada nor is it Bourbon street in New Orleans, LA, but if you implement this proposal you are in effect bringing more crime with drugs and prostitution, public drunkenness and noise pollution to an area that is already been plagued with problems that the Santa Monica Police cannot handle. SMPD does not have the manpower to handle all these issues. I am a property owner in Santa Monica and have grown up in Santa Monica.

What's next live sex shows like they have in Bourbon street? Sincerely,

Regarding Item 10A - What are you thinking?! This is a BAD IDEA. Nothing good comes from drinking early in the day. We have enough crime and noise downtown already. Our police force is already stretched to the limit and doesn't need more nonsense like public drunkenness. I have been to Bourbon Street. It's horrible.

Regarding Item 4J - This makes no sense. The city has different areas that have different needs and should not give away its remaining control to say what can be built where. Yes, It would be great to have more affordable housing, but that is not what this bill would do. It only encourages developers to build expensiver housing all over the city. I was a fan of Jesse Zuick, but not of his support for this bill.

Regarding 4K - Enough of cracking down on free speech. I always appreciated the fact that my city allows open interchange with its citizens. Now if not the time to restrict that. You should care what we think and give us the chance to express ourselves fully.

To all City Council members & DTSM board member & staff :

We request that Council have meeting for Entertainment zone in June as this is moving way to fast.

We are fearful for our families & children — crowds that we be drawn to have open containers will not be a crowd that is one that we would want our children there. We will have to stop going to the Promenade as we do not know how people will behave with open containers. It’s a high safety concern. Security guards will be rendered useless.

We request delay on the Entertainment ZONE.

We strongly request that the city start measuring and enforcing the decibel levels (noise of amplified music) per SMMC ( 6.116.030).In addition, we request a reliable and available for process to notify and have the city take real-time action to reduce noise to standards using PSOs from 8 AM to 2 AM. Residents of third street should not be exposed to this noise pollution and a clear process of measurement and realtime enforcement needs to be set up for 7 days a week 8 AM to 2AM.

We do not want 1212 restaurant staying open past 10 pm as we get the drunk overspill into our neighborhood as they return to their cars drunk.

Subject: Support City Council Items 12.A, 4.J, 10.A, and 16.E Dear Mayor Negrete and City Councilmembers,
Santa Monica Forward strongly supports Item 12.A updating zoning ordinance and city code, item 4.J, authorizing the city to write in support of SB79, 10.A, establishing an Entertainment Zone ordinance, and 16.E on Pier concerts on the 5.13.25 agenda. Further, we have specific recommendations for enhancing the proposal under 12.A below.

12.A
Enhancing the production of housing across Santa Monica is an urgent priority, and the city should move to facilitate administrative approvals for all sites, greater production of ADUs, and the creation of duplexes and quad-plexes via lot splits. Further, council should direct adjustments to staff proposals on ADUs, zoning density alignment, and ARB procedure as described in the following paragraphs.

Administrative Approval: Current timelines to approve new developments are taking too long, and blocking the creation of housing which the city desperately needs. Council should approve the change in ordinance to allow parcels over 1 acre in size to use administrative approval. Further, council should seek ways to streamline and reduce the time to permitting.

ADUs: Council should support changes to ADU minimum and maximum size limits, as well as the increase in number of permitted ADUs & JADUs on existing multifamily parcels. Further, council should eliminate the limitation that no more ADUs are created than existing units on a parcel, which inhibits the improvement of existing duplexes and triplexes in a way that encourages their preservation as rent controlled housing. Council should also eliminate owner-occupancy requirements for JADUs in order to enable their creation.

Item 10-A
May 13, 2025
Item 10-A
May 13, 2025
2 Lot Splits & Duplexes: The elimination of owner-occupancy requirements and limitations on redevelopment of vacant parcels will help to increase housing in high opportunity neighborhoods, and council must vote to pass it. Council should also support increases to FAR and reductions in constraints to facilitate new projects, as recommended by Staff.

LUCE and Zoning Density Alignment: The implementation of density limits is an antiquated approach to zoning which reinforces segregation by encouraging fewer, larger units that are not affordable to middle and lower income residents. Santa Monica should use this opportunity to improve the way it zones by moving to formbased zoning centering on FAR, height, and setbacks. Form-based zoning focuses on making sure that new buildings are compatible with their surroundings, rather than restricting the number of residents who can make Santa Monica their home. As staff notes, the proposed density requirements will continue to lock our residential neighborhoods in amber, entirely blocking new housing production.

Adjustment to Section 9.55.120 on the Architectural Review Board: Council should reject this adjustment to ordinance, and clarify instead that the scheduling of a review by the ARB counts towards the meeting limit, and reduce the meeting limit to 2 from 3. As Staff demonstrates in the Administrative Approval Timelines analysis, ARB approval is a significant drag on the permitting of new housing. Council should aim to reduce timelines for ARB approval, not extend them by allowing the ARB to delay timelines by not discussing items.

Item 4.J:

SB79 is crucial to addressing California’s housing crisis and improving the lives of Santa Monica’s residents, workers, and community members. This bill would direct new housing to exactly where it should be located - within walking distance of high quality transit, like the E Line. As a smaller city within LA County which is aiming to do its part, Santa Monica cannot solve its housing crisis on its own. That’s why supporting statewide upzoning bills is crucial.

Please note that City Staff’s analysis of the locations affected by SB79 appears to incorrectly include bus stops along Wilshire, Santa Monica, Pico, and Main Street that do not meet SB79’s requirements for bus rapid transit according to Public Resources Code section 21064.3 and section 21060.2. Far less of Santa Monica would be subject to SB79 than staff’s analysis indicates as a result.

SB79 effectively walks a fine line to do right on several issues:
 Location of New Housing: SB79 is limited to within ½ mile of BRT and rail transit stops, which includes locations that are very well served. These are not merely streets with a bus, but locations where that bus line has full time dedicated lanes and 15 minute peak service.  Displacement: Tenants have rights as dictated by the Housing Accountability Act of 2019 (SB330) and thus the Tenant Protection Act of 2019, as noted by the Senate Local Government Bill Analysis. These protections are considered sufficiently robust for upzoning programs undertaken by cities themselves, and include Santa Monica’s required relocation payments to tenants for no-fault evictions.  Below Market Rate Housing: Developments are subject to Santa Monica’s inclusionary zoning ordinance, and are required to provide below market rate housing in order to qualify for benefits of the State Density Bonus program or streamlining under SB35/SB423.  Height & Density: SB79 is straightforward in defining the height and density which projects can achieve when city zoning is less permissive. Projects are not subject to increases in height under State Density Bonus.

Some Californians are opposed to SB79 and have lobbied their cities to also oppose. They believe the scale of their cities was perfect when it made room to accommodate them, but they don’t want changes that would allow the next generation similar opportunities. We should prioritize people over buildings. The housing crisis has grown out of control, and tens of thousands of Californians are living on our streets. It’s time for Santa Monica to take a stance in favor of ending our housing crisis.

3 We understand the severe economic environment our city finds itself in. We supported the reasonable approach of a year pilot and 3 events. With this new model the Board of the Wilshire Montana Neighborhood Coalition (Wilmont) writes in strong opposition to the proposed Entertainment Zone designation for the first block of the Third Street Promenade between Wilshire and Arizona. This entertainment block is directly south of the 1100 block of 3rd street which is a high-density R3 residential neighborhood. This Wilmont neighborhood is already burdened with commercial noise in the 1100 block from Michael's restaurant and Parking Structure 10 (1125 3rd Street) which also has housing over the ground floor garage. As well, the 3rd Street residential neighborhood has had ongoing noise issues from the 3rd Street Promenade. These residents have experienced noise intrusions from 1212 Santa Monica (1212 3rd St.), Michael’s Restaurant (1147 3rd St.), and Parking Structure 10/Santa Monica RHF Housing Inc as can be seen in the chart below provided with information provided by the City Clerk's Office.

Item 10-A

4 These noise complaints are documented and unresolved. The addition of an 18-hour, seven days a week open-container zone with a high possibility of more amplified music for this one-block bar environment— without appropriate safeguards—will only worsen public disturbances and diminish residential quality of life through noise pollution, littering, increased disturbances in this neighborhood because of drunk behavior and drunk driving and we believe increased availability of alcohol for underage drinking. We observed last Monday when we were walking in the 3rd Street neighborhood that police were called in regarding drunkenness of several underage youths.

The initial proposal for a pilot program was modeled on event-based activations—as seen in San Francisco—was a concept we did not oppose. However, without meaningful public engagement or a formal land-use change process, this proposal has pivoted into a permanent daily program allowing open-container alcohol consumption from 8:00 a.m. to 2:00 a.m., seven days a week. This abrupt shift directly affects the residents of the 1100 block of 3rd Street and surrounding R3-zoned housing and exacerbates existing problems without addressing the current harm. Yet there was no discussion or acknowledgement of residential impacts during the April 22nd discussion, and no enforceable framework has been outlined to mitigate noise, control music volume, or ensure neighborhood compatibility.

As the World Health Organization notes, chronic environmental noise contributes to sleep disturbance, cardiovascular disease, cognitive impairment, and mental health decline. These are not theoretical concerns—they are already affecting our community. While SB 969 restricts CEQA review, it does not release the City from its core duty to safeguard public health. Moreover, the City retains the authority to voluntarily commission health and noise impact assessments and to adopt local protections.

We ask you to consider -- would you accept a 2:00 a.m. entertainment zone across from your home with amplified music and increased alcohol-related activity? If not, basic fairness demands that you extend the same consideration to Wilmont’s 3rd Street residents. Historically, the 3rd Street Promenade was designed and successfully implemented an environment that was restaurants, retail and movies with no amplified sound in the 1200 block but allowed in the 1300 and 1400 block.

Discussion of Options

1. We respectfully request that the Entertainment Zone be moved to the 1300 block (Arizona to Santa Monica) or the 1400 block (Santa Monica to Broadway) to move the noise intrusion that currently exists and will only become worse with this increase in people and alcohol and it will inevitably include more amplified music to entertain this open-container venue.

Item 10-A
May 13, 2025
Item 10-A
May 13, 2025
5 2. If you do not choose the above option then the city must develop a noise enforcement process that reacts in real-time to noise intrusion into the 3rd Street residential area. This might be accomplished with PSOs who are trained in decibel readings and have broader hours than code enforcement. We currently have no ability as residents to report and get enforcement in real-time because we have no enforcement staff on weekday nights, or Saturday and Sunday. This issue doesn't only affect the 3rd Street residents but other Wilmont residents including on Ocean who have had dealt with amplified music at the Pergola in Palisades Park (across from 933 Ocean) and people pulling into parking spaces on Ocean and turning on their stereos with car doors open and the many other noise issues of a densifying city
We respectfully request the following modifications to the ordinance and implementation plan:
 Prohibit amplified music and DJ performances after 8:00 p.m. on both the 1200 and 1100 blocks of 3rd Street.
 Restrict operating hours to end by 10:00 p.m. in residential-adjacent areas, and limit activation to weekend days only (Friday–Sunday).
 Enforce in real-time decibel limits (SMC 6.116.030 Allowable noise levels on Promenade and Transit Mall) and establish a clear, responsive, real-time complaint enforcement protocol.
 Ensure that patron dispersal at closing time are not allowed into the 3rd Street neighborhood e.g., finish drinking in Parking Structure 10  All amplified sound must be directed toward Arizona Ave and not north toward Wilshire/3rd Street residential neighborhood
 Only current real time enforcement is calling the police, who rightly will put lives over property and may not be able to address noise issues in a real time basis. As well, residents should not be woken up every night and have to call the police (for no other options) to deal with these disturbances
 We appreciate that the staff report outlines a review in six months. We request that noise complaints and interviewing of 3rd Street residents be included in that report.

We support revitalizing the Promenade and encouraging economic vitality but this must not be done at the expense of our residents’ health, peace, and stability. Santa Monica must lead with thoughtful urban planning that balances nightlife with neighborhood livability. Santa Monica has long prided itself on progressive, resident-centered values. Please honor that legacy by protecting those who live near the Promenade while pursuing a vibrant and equitable downtown.

3. Develop assumptions and outcomes to generate a pro forma income statement of what revenue and costs could be expected from this effort and use that as part of your evaluation. As well, we would suggest a moment be taken to ensure that the brand of DTSM is not harmed or reduced to be compared to something like Bourbon Street in NOLO.

Respectfully,
Board of Directors

To City council on may 13 th 2025:

We are already experiencing as a residents north of Wilshire area littering from alcohol bottles/cans & containers ,throw up everywhere from drunks and now you’re allowing/inviting them to drink containers adjacent to our homes?
No way.

We will need SMPD on Wilshire at all times.

The idea that a few security guards are gonna stop the maniac that already go to the promenade is incorrect. It’s a pipe dream.

It must NOT GO NORTH OF Wilshire line.

Stop the amplification at 1212 area and move it to Arizona ave. 1212 should only do indoor loud music not outside at”Wilshire tunnel funnel to Residents.” WeDO NOT not WANT to be disturbed by crowds going to their cars AFTER they “are done drinking” and litter and disrupt our sleep. We sleep at 10 pm. We are families that have children and work- we ARE senior citizens that don’t want Riff Raff coming north of Wilshire after the bar closes & restart up the party by our windows /scaring us and intimidating us by our homes.

Every weekend we can hear the pounding and beating of music from the promenade collective activities that are NOT MONITORED nor regulated. It’s a free for all party at our expense ALREADY.

What are you going to do to protect us ? This EZone sounds like this is only going to exacerbate everything so without something in place do not expect our support only expect our “opposition.” Please tell us what you’re going to do to protect us for Noise Nuisance so we can still Have a normal life at home & where we don’t have to keep our windows shut at all times. We want to enjoy fresh air at home too.

Sincerely,
Concerned Citizens in strong opposition to 1200 Block 3rd street Entertainment zone.

1200 block of 3rd Street all the way up to half a block north of California Avenue, we CURRENTLY hear all events located by Wilshire line.

We ask that if you are not going to cooperate with residents strong request to have no entertainment zone on the 1200 block, then, at a 1212 needs serious rules minimizing their freedom to disrupt our home life. Shorter hours—-no way past 10:30 pm
They must stay indoor for their amplified music.

See below: ⸻
Modifications/Accommodations for Sensitive Neighborhood Containing Families, Schools, and Churches:

If any entertainment zone (EZ) plans must proceed, accommodations for the sensitive residential nature of this neighborhood must outweigh the interests of a few establishments—especially on the 1100 block.

1. Sound Direction and Containment:
• The 1200 block must not amplify sound anywhere near the Wilshire Wall. • All amplified sound should be directed toward Arizona Ave (the south end of the kiosk). • At 1212, all DJs and bands must remain indoors, or their sound levels must be severely reduced in decibels.

2. Hours of Operation:
• Open hours for the 1200 block must be limited if the council disregards residents’ overwhelming opposition to an EZ in this area.

3. Patron Dispersal and Residential Protection:
• Patrons must not be allowed to filter into the neighborhood north of Wilshire when establishments close.
• We do not want parking near our apartments, as patrons disturb residents when leaving. • This issue has been repeatedly overlooked, but residents have not forgotten the behavior at 1212 during the pandemic—when patrons partied on parking structures after hours before heading home.
• Residents cannot bear the burden of having to call the SMPD nightly to deal with these disturbances.

Residents experience from 1212 during Pandemic created fear in us for life. Our sleep patterns were broken and disrupted every night by people going back to their cars and partying and hanging out. It was a nightmare for us not one night went by without being disrupted. It was terrible for us.

After people leave they repeatedly wake us up —drunks going to feud cars in our neighborhood. Erving engine/blasting ghetto music/crying/screaming into way hours until3 am.

Why should we have to suffer when all they have to do is turn down the music to normal volume that people can enjoy and not disrupt us at home then when they’re drunk, let them go south don’t come north to us and bother us when we’re sleeping.

Dear Santa Monica City Council :

Please share with all SM City council & DTSM & all others that are involved.

We Residents of Wilshire Montana and BEAT 4, Oppose the entertainment zone being near or north of Wilshire adjacent to our “ Family Zone.”
We fear for safety of our families, children and parents. Inviting public to drink open containers as to increase Revenue at the Cost of endangering & damaging our quality of life at home is abominable. We are outraged that you are rushing past the obvious need for pilot program especially in 1200 Block, 3rd street
To pass this ordinance with “zero current NOISE CONTROL enforcement” is foolhardy mistake that Residents should not have to pay for! This is a quick and dirty getting that to pass by City Coucil meeting and then only letting Residents talk for two minutes about their REAL concerns not instead of your Revenue. It is Councils job to protect us instead City Council make us work by going out of our way to state the obvious so we can just have peace & quiet at home.Hiw would you like an “Boisterous noise zone “ next you your families.
1200 block of promenade is NOTORIOUS for disrupting residents in 1100 block 3rd St. The serious WIND TUNNEL effect hits us with a severe blast at home. The amplified loudness is NEVER regulated. Code Enforcement ( closed weekends)or police officers are to help us in the weekend? Really? SMPD is too busy fighting the crime in this party town already. 1212 currently plagues residents with brutal nightclub music every day and even louder on weekends reaching us at our windowsills.

Actually, residents that are in the area north of Wilshire, avoid it as they know it is a noise machine that attracts Riff Raff Not families.

The train bought in enough crime & Riff Raff, now you want to bring in more crime and disturb our family life in our “family zone” at home?
Please compromise and we REQUEST you include us in anything that impacts us from Promenade.

Many buildings impacted are 500 feet away and so by law, we are to be informed of anything that impacts us to do with Alcohol sales etc.

Please can you respect our feedback?
We insist that 1200 Block 3rd street have an earlier close time & no amplified music& their singers/bands are inside their huge restaurant spaces.

Let Residents have peace and quiet at home with our children and families.

Not everyone wants to hear insanely loud music/drink alcohol.

Let’s respect the Neighborhood.

Thank you,
Concerned Residents N. Wilshire

EXTERNAL
Dear Mayor Negrete, Mayor Pro Tem Torosis, and Honorable Council Members, Downtown Santa Monica, Inc. (DTSM, Inc.) is pleased to express our strong support for the creation of an Entertainment Zone Pilot on the Third Street Promenade, operating seven days per week.

DTSM, Inc. supported the passage of SB 969, the enabling legislation allowing local jurisdictions to create designated outdoor Entertainment Zones. Establishing such a zone on the Third Street Promenade will benefit local businesses, enhance the visitor experience, unlock new opportunities to attract foot traffic, boost local spending, foster community engagement, and stimulate leasing activity.

Notably, the proposed Entertainment Zone would be the first in California to operate seven days per week, offering the kind of consistency and predictability that visitors increasingly seek. This regularity strengthens public confidence in the area as a lively and reliable destination and positions the Promenade as a secure and bankable investment for prospective tenants and commercial partners.

We also want to acknowledge and thank City staff for their ongoing partnership and creative thinking, particularly in identifying ways for DTSM, Inc. to generate revenue to support Entertainment Zone programming and build a sustainable activation model.

Thank you for your thoughtful consideration of this important initiative. We believe the Entertainment Zone has the potential to meaningfully contribute to the recovery and continued vibrancy of Downtown Santa Monica.

Sincerely,
Andrew Thomas, LPM

EXTERNAL
Hi City Manager,
I think it would be a very bad decision to allow patrons with alcohol to walk the Promenade from 8:00 a.m. to 2:00 a.m. With homelessness and robberies and thefts and people acting irrationally and people coming from other areas and that don't care about our neighborhoods, I think it would greatly impact the welfare of Santa Monica residents.

Wishing you miracles and blessings.

Best wishes, Abby Hope
