Agenda Item: 4.B
1 of 4
To: Mayor and City Council
From: Rick Valte, Public Works Director, Public Works, Facilities Maintenance Subject: Award Bid #4493 and issue Purchase Order to DeltaGreen Products for Heavy Duty Cleaner and Degreaser
Recommended Action
Staff recommends that the City Council:

1. Adopt a finding of categorical exemptions pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) guidelines;

2. Award Bid #4493 to DeltaGreen Products to furnish and deliver heavy duty cleaner and degreaser for the Public Works Department; and

3. Authorize the Procurement Manager to issue a purchase order with DeltaGreen Products for the purchase of heavy duty cleaner and degreaser in an amount not to exceed $123,000 for one year, with two additional two-year renewal options, for a total amount not to exceed $615,000 over a five-year period, with future year funding contingent on Council budget approval.

Summary
The Public Works Department utilizes an environmentally friendly heavy-duty cleaner and degreaser to support the cleanliness and upkeep of the downtown Promenade area and certain parking structures. Promenade Maintenance staff apply this cleaner using ride-on mechanical scrubbers, enabling efficient cleaning of streets, sidewalks, and parking structures. Regular use of this product is essential in maintaining a clean, sanitary, and well-kept environment, helping to create a welcoming space for both the community and visitors. Staff recommends DeltaGreen Products, Inc. (DeltaGreen), to provide heavy-duty cleaner and degreaser to the Public Works Department in an amount not to exceed $123,000 for one year, with two additional two-year renewal options, for a total amount not to exceed $615,000 over a five-year period. 2 of 4
Discussion
Promenade Maintenance staff utilize approximately twenty-five (25) 55-gallon drums of heavy-duty cleaner and degreaser per month as part of routine efforts to maintain the cleanliness and safety of downtown, the Promenade, and certain parking structures.

This cleaning is conducted seven days per week and covers an estimated 2.5 million square feet of public walkway. The degreaser is also used in three parking structures, particularly in high-traffic zones where residue tends to accumulate. Approximately 20 staff members are assigned to these efforts, including operation of mechanical scrubbers and application of the cleaning solution. These regular maintenance activities support public safety, promote cleanliness and accessibility, and contribute to the overall economic vitality of the city.

Best Bidder Justification
Staff recommends awarding Bid #4493 to DeltaGreen as DeltaGreen’s product demonstrated superior cleaning performance, meeting all safety and environmental criteria and proving more effective overall for the City’s commercial needs. Although not the lowest bid, DeltaGreen represents the best value and long-term efficiency.

Based on these findings, Staff recommends awarding Bid #4493 to DeltaGreen.

Environmental Review
This purchase order is categorically exempt from CEQA pursuant to Section 15061(b)(3) (Common Sense Exemption) of the CEQA Guidelines which states that CEQA does not apply “where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” This purchase order would allow the City to continue to utilize heavy-duty cleaner and degreaser to support the cleanliness and upkeep of the downtown Promenade area. It can be seen with certainty that the agreement would not result in adverse physical impacts on the environment, and as such, exempt from CEQA.
