Discussion
A Tentative Tract Map application (12TM-001) was submitted to the City Planning Division on May 22, 2012, to create a total of five (5) parcels consisting of three (3) airspace divisions including of two (2) air parcels for existing “Building B” and “Building C” for residential apartments and one subterranean parcel below “Building B” for parking, in addition to two (2) ground parcels including “Lot 4”, identified in the project as the “residual parcel” containing 10 existing residential trailer units, and a limited dedication of an easement for street purposes in the Mixed-Use Creative (MUC) zoning district. After a public hearing and careful review of the record and staff recommendations, the City Council approved a Tentative Tract Map in conjunction with Development Agreement 07DEV-005 for the subject project on November 13, 2012.
The action of the City Council was based on its findings that the proposed subdivision will have no significant environmental impact and is in conformance with all state and local laws and regulations, and applicable General Plan Elements. The Final Map conforms to the Tentative Map.
The Final Map has been approved by the Los Angeles County Engineer’s office and certified by the City Engineer for conformance with the Tentative Map and conditions thereon, the Subdivision Map Act and local ordinances. The City Engineer’s office indicates that there are no required off-site public improvements.
Environmental Review
The approval of the final tract map is statutorily exempt from CEQA pursuant to CEQA Section 15268(b)(3), which exempts ministerial projects, including approval of final subdivision maps.
